Scheme Introduction: A Brief Overview

The Odisha Nirman Shramik Kalyan Yojana is an educational assistance scheme of the Odisha Building and Other Construction Workers' Welfare Board (OB&OCWWB), run under the Labour and ESI Department, Government of Odisha. The scheme provides financial assistance to the children and wards of registered construction workers to help them continue their education without facing financial hardship. It covers eligible students from Class 6 to professional and postgraduate courses, making it an important education support scheme for construction-worker families in Odisha.

Under the Nirman Shramik Kalyan Yojana, the Board grants annual educational assistance ranging from ₹2,000 to ₹40,000 based on the class or course the student is pursuing. School students receive graded assistance from Class 6 onwards, those who score 90% or more in the Class 10 board examination earn a one-time cash award of ₹10,000, and students admitted to government colleges for professional courses such as B.Tech, MBA, medicine, or hotel management receive up to ₹40,000 per year. To encourage girls' education, the Board adds a 20% top-up for every girl child from Class 8 onwards. Students who continue to college can also explore the wider Odisha Post Matric Scholarship Scheme for additional post-matric support.

The scheme is meant for the wards of workers who have remained registered beneficiaries of the Board for at least one year and whose annual contribution is up to date. A maximum of two children per family can benefit, and for Classes 6 and 7 the assistance is reserved for the girl child. Importantly, there is no family-income ceiling and no minimum-percentage bar to apply, and a student may claim this assistance even while receiving a scholarship from another government department. Construction-worker families who have lost an earning member can additionally look at the Odisha Gopabandhu Sikhya Sahayata Yojana, while students with disabilities in such families may also qualify for the Odisha Banishree Scholarship.

Eligible students apply online through the common Odisha State Scholarship Portal, which is integrated with the Board's e-Shramik system. Once the school or college certifies the student's 50% attendance and the District Labour Officer verifies the application, the Collector sanctions the amount and it is credited straight to the registered worker's bank account through Direct Benefit Transfer (DBT). In this way, the Nirman Shramik Kalyan Yojana gives Odisha's construction workers a transparent, paperless route to secure meaningful financial help for their children's education.

Scheme Benefits

Under the Nirman Shramik Kalyan Yojana, the Odisha government provides educational assistance to eligible children and wards of registered Building and Other Construction (BoC) workers. The assistance amount varies according to the student's class or course, as detailed below:

• Educational assistance is available from Class 6 onwards.

Eligibility Requirements

To receive educational assistance under Nirman Shramik Kalyan Yojana, applicants must meet the following eligibility conditions:

• The applicant must be a child/ward of a registered Building and Other Construction (BoC) worker beneficiary.
• The parent must have been registered as a beneficiary with the Odisha Building and Other Construction Workers' Welfare Board for at least one year.
• The registered BoC beneficiary must have paid the applicable annual contribution up to date.
• A maximum of two children from a family can receive educational assistance.
• If both parents are registered beneficiaries, the same child cannot receive educational assistance separately through both parents.
• Students must maintain at least 50% attendance during the academic year for which assistance is claimed.
• Educational assistance is available from Class 6 onwards.
• For Classes 6 and 7, educational assistance is available only for girl children.
• From Class 8 onwards, both boys and girls are eligible for educational assistance.
• The student must satisfy the applicable class and course requirements under the scheme.

Required Documents

Applicants are required to keep the following documents ready while applying for Nirman Shramik Kalyan Yojana educational assistance:

• Aadhaar Card of the student.
• Copy of the student's bank passbook showing the account number and IFSC code of the bank branch.
• Passport-size photograph of the student.
• Mark sheet of the last examination passed.
• College ID Card of the student for Plus 2 and higher education courses.
• Aadhaar Card of the registered BoC worker/parent.
• BOC ID Card of the registered BoC worker/parent.
• First page of the bank account of the registered BoC worker/parent showing the account number and IFSC code, wherever required under the scheme guidelines.
• Admission receipt, library card or letter of undertaking from the concerned college authority, where the College ID Card is not available.

Steps to Apply

Eligible students can apply online for Nirman Shramik Kalyan Yojana educational assistance through the Odisha State Scholarship Portal. Applicants must complete registration, provide the required details, upload documents and submit the application for verification.

• Visit the Odisha State Scholarship Portal to apply for Nirman Shramik Kalyan Yojana educational assistance.
• Complete the applicant registration using the required Aadhaar and other details.
• Log in to the portal using the credentials received after successful registration.
• Select the Nirman Shramik Kalyan Yojana educational assistance application option.
• Enter the required personal, academic, eligibility and bank account details.
• Upload the required documents in the prescribed format and size.
• Review the Nirman Shramik Kalyan Yojana application form and verify all the details before submission.
• Click Save as Draft if you want to complete the application later, or click Next to proceed.
• Submit the completed application and download or print the application form for future reference.
• The concerned school or college will verify the student's details, academic information and attendance.
• The application will then be verified by the concerned Welfare Extension Officer and District Labour Officer.
• After approval and sanction, the educational assistance will be transferred to the beneficiary's bank account through Direct Benefit Transfer (DBT).
• Submit the application by the prescribed deadline. The current application deadline is 31 October 2026.
