Scheme Introduction: A Brief Overview

The Uttarakhand Deen Dayal Upadhyay Grah Awas (Home Stay) Vikas Yojana is a self-employment and tourism promotion scheme launched by the Government of Uttarakhand. The scheme is implemented by the Uttarakhand Tourism Development Board (UTDB). It encourages permanent residents to establish Home Stays and earn additional income by offering accommodation to tourists. The scheme also aims to strengthen rural tourism, create local employment opportunities, and reduce migration from the state's hilly regions. Through this initiative, tourists can experience the traditional culture, hospitality, cuisine, and lifestyle of Uttarakhand while staying with local families.

Under the Uttarakhand Homestay Scheme, the Government provides financial assistance to eligible applicants for setting up a new Home Stay. Assistance is also available for expanding, renovating, repairing, modernising, reconstructing an existing building, and constructing toilets for Home Stay purposes. Beneficiaries in the hilly areas can receive a capital subsidy of up to 33% of the project cost, subject to a maximum of ₹10 lakh. 

Applicants in the plain areas can receive a capital subsidy of up to 25% of the project cost, subject to a maximum of ₹7.50 lakh. The scheme also offers an interest subsidy of 50% of the annual interest paid on the bank loan for up to 5 years, subject to the prescribed limits. Applicants are required to contribute 12.50% of the project cost as their own contribution while availing the bank loan under the scheme. Registered Home Stay owners also receive hospitality training, marketing support, promotion through the official Home Stay Portal, and reimbursement of the applicable State GST on Home Stay income for the first three years, as per the scheme provisions.

Permanent residents of Uttarakhand who meet the prescribed eligibility conditions can apply for the Uttarakhand Deen Dayal Upadhyay Home Stay Scheme. The applicant should reside in the proposed Home Stay along with the family and complete the required Home Stay registration process. Financial assistance is available only after the application is verified and approved by the competent authority. Applicants belonging to reserved categories can also avail reservation benefits as per the Government of Uttarakhand rules.

Eligible applicants can submit their application online through the Mukhyamantri Swarojgar Yojana Portal. Eligibility Requirements

  • The applicant must be a permanent resident of Uttarakhand.
  • The applicant and his/her family should reside in the proposed Home Stay.
  • The applicant should own the land or building where the Home Stay will be established.
  • As per the 2021 amendment, applicants can also avail the scheme if the land belongs to a close relative who becomes a co-borrower or guarantor, or if the property is taken on a valid lease that extends beyond the loan repayment period.
  • The applicant must not be a defaulter of any bank or financial institution.
  • Financial assistance is available for setting up a new Home Stay or for expanding, renovating, repairing, modernising, or reconstructing an existing building, or constructing toilets.
  • Preference is given to Home Stays built or renovated in the traditional Uttarakhand (Pahari) architectural style.
  • Applicants belonging to the SC, ST, OBC, Ex-servicemen, and PwD categories can avail reservation benefits as per the government rules.
  • The Home Stay must be registered under the Uttarakhand Home Stay Rules to claim financial assistance.
  • The Home Stay should have 1 to 6 guest rooms with a maximum capacity of 12 beds.

Required Documents

  • Permanent Residence Certificate (Domicile Certificate) of Uttarakhand.
  • A detailed project report (DPR) or project cost estimate for the proposed Home Stay.
  • Approved building map issued by the competent authority.
  • Bank consent letter or loan sanction letter from the financing bank.
  • Land ownership documents, such as Khatauni, Khasra, or other valid ownership records.
  • Educational qualification certificate of the applicant.
  • Caste certificate, if applicable.
  • Ex-serviceman certificate, if applicable.
  • Disability certificate, if applicable.

  • Visit the official Mukhyamantri Swarojgar Yojana Portal at msy.uk.gov.in.
  • On the home page, select Deen Dayal Upadhyaya Grah Awas (Home Stay) Vikas Yojana from the list of available schemes.
  • The scheme details will appear on your screen. Read the information carefully and click on the "Apply for Scheme" button.
  • Enter your mobile number and verify it by entering the OTP sent to your registered mobile number.
  • After successful mobile number verification, the online application form will appear on your screen.
  • Fill in all the required details carefully and upload the necessary documents in the prescribed format.
