Scheme Introduction: A Brief Overview

The Rajasthan Distance Education Scheme for Girls (Balika Doorasth Shiksha Yojana Rajasthan) is a fee-reimbursement scheme of the Government of Rajasthan for girls and women who study through the open and distance learning (ODL) mode. The Higher Education Department runs and monitors the scheme, while the Department of College Education, Rajasthan, invites applications on its scholarship portal. Under this scheme, the state government reimburses the course fee of eligible girls enrolled in UG, PG, Diploma and Certificate courses through distance education.

The Chief Minister announced the scheme in the State Budget 2022-23 with a provision of ₹15 crore. The government launched it for girls and women who cannot attend college or university regularly because of family responsibilities, remote location, personal constraints, social barriers, or a lack of nearby educational institutions. The objective of the scheme is to support the higher education of girls in UG, PG, Diploma and Certificate courses under ODL by reimbursing their fees, and to improve the Gross Enrolment Ratio (GER) and the Gender Parity Index (GPI) in higher education of Rajasthan, which ultimately leads to women empowerment.

The scheme covers girl students who are residents of Rajasthan and who have taken admission in distance education courses of state-funded universities of Rajasthan included under Sections 2(f) and 12(B) of the UGC Act, state government institutions, or IGNOU. The government reimburses the fee for the full duration of the course through DBT on an annual basis, subject to satisfactory academic performance. A girl first pays the admission fee to her university, and after document verification, the Higher Education Department reimburses the course fee. The scheme offers no other additional grant, but girls who are outstanding in studies get incentives or prizes.

The Balika Doorasth Shiksha Yojana provides reimbursement for 36,300 seats every year across various courses. Preference is given in the order of PG, UG, Diploma and Certificate courses, with a portion of the yearly fund reserved for new UG students. Only applications verified by the host university/institution are considered, and renewal depends on satisfactory academic performance.

Latest Update: The application window for the Rajasthan Distance Education Scheme for Girls for the academic year 2026-27 is open from 1 October 2026 to 30 November 2026. Eligible applicants are advised to apply within this period. 

Scheme Benefits

• Fee reimbursement: The government reimburses the course fee of UG, PG, Diploma, and Certificate courses under distance education mode.
• Full course duration: The reimbursement covers the full duration of the course, from the date of joining as certified by the university or institution.
• DBT payment: The fee amount reaches the student's bank account through DBT on an annual basis.
• Difference amount: Girls who already get fee reimbursement under another state government scheme for the same tenure receive the difference between their existing scholarship and the amount under this scheme.
• Incentives for toppers: Girls who are outstanding in studies get incentives or prizes.
• No additional grant: The scheme does not pay any amount beyond the fee reimbursement.

The guidelines fix the following course-wise seats for fee reimbursement every year.

Eligibility Requirements

• Only girl/women students can apply.
• The applicant must be a resident of Rajasthan.
• Only distance education mode is covered; regular courses are not eligible.
• The applicant must be enrolled in a UG, PG, Diploma, or Certificate course through distance education.
• Preference is given in the order of PG, UG, Diploma, and Certificate courses.
• The applicant must have a Jan Aadhaar card with updated details.

Required Documents

Applicants must submit the following documents to complete the application process:

• Jan Aadhaar card of the student
• Updated caste and domicile details in Jan Aadhaar
• Updated bank account details in Jan Aadhaar for DBT
• Updated mobile number 

Steps to Apply

Girls can apply for the Rajasthan Distance Education Scheme for Girls online through the Rajasthan SSO Portal using their SSO ID by following the steps below.

• First, visit the Rajasthan SSO Portal.
• Log in with your SSO ID and password.
• Open the Citizen App (G2C), click the "Scholarship (CE)" icon, and create/update your scholarship profile.
• Verify your details through Jan Aadhaar OTP and complete the required personal, income, address, and bank details.
• Upload the required documents, including the income certificate and domicile certificate, and submit the scholarship profile.
• Now, select Balika Durasth Shiksha Yojana under New Application.
• Select VMOU or IGNOU, enter your enrollment number, and validate the details.
• Verify the displayed course and fee details, then upload the fee payment receipt.
• Submit the application and save the application number for future reference.
• Take a printout of the submitted application and regularly check its status on the SSO portal

Note: Applications are open from 1 October to 30 November 2026. Since applications are invited once a year, applicants are advised to register and submit their applications before the last date.

Verification and Approval Process

After submission, the application goes through the following official process:

• The portal sends the application to the concerned university or institution where the girl is studying.
• The host university or institution verifies the online-verified application.
• The department considers only fee reimbursement.
• The department summarily rejects incomplete applications after due consideration.
• The Higher Education Department selects beneficiaries within the available seats and funds.
• After document verification, the department reimburses the course fee through DBT.

Renewal Process

The fee reimbursement continues for the next year only under the following conditions set in the guidelines.

• The department renews the reimbursement for the next year on receipt of a renewal application with satisfactory academic performance.
• Students who fail to get promoted to the next class or level lose the benefit.
• The scheme does not allow a change in the course of study; the reimbursement stops from the date of such a change.
• The Higher Education Department takes the final decision on renewal and reimbursement.
