Scheme Introduction: A Brief Overview

Many divyang students cannot complete their education because they do not have proper mobility support to travel to school, college or training institutions. Recognising the importance of accessible mobility in education, the Government of Uttar Pradesh has provided for the Divyang Chhatrayon Ko E-Tricycle Hetu Anudan Yojana in the State Budget 2026-27.

The scheme aims to make daily travel easier for eligible divyang girl students so that mobility difficulties do not become a barrier to their education. With access to an e-tricycle, students can travel more conveniently to their educational or training institution, attend classes regularly and continue their studies or skill training.

Under the 2026-27 scheme, eligible divyang girl students aged 16 years or above with 40% or more disability can receive an e-tricycle. The student must be studying in a school, college or educational/training institution and must be physically capable of safely operating the e-tricycle. The maximum grant permitted for each e-tricycle is ₹65,000.

To ensure that the benefit reaches eligible students across the state, a target of 20 e-tricycles has been set for each Assembly constituency. Therefore, the number of e-tricycles targeted in each district depends on the number of Assembly constituencies in that district. For example, Kanpur Nagar has a target of 200 e-tricycles across its Assembly constituencies for 2026-27.

The Government of Uttar Pradesh has made a budget provision of ₹60 crore for the scheme during the financial year 2026-27. This is the overall budget provision for the scheme and should not be confused with the maximum assistance of ₹65,000 available for an individual e-tricycle.

Eligible applicants can apply online through the official portal of the Department of Empowerment of Persons with Disabilities, Uttar Pradesh. The portal provides a separate "इ-ट्राई-साइकिल" option for applicants, along with a separate "मोटराइज्ड ट्राई-साइकिल" option. Applicants should select the e-tricycle option when applying under this student-focused scheme.

The online application form requires personal, residential, educational, income and disability-related details. Applicants must also upload supporting documents, including the disability certificate, residence certificate, income certificate, Aadhaar/other identity proof, caste certificate and a certificate issued by the educational institution confirming that the student is studying there.

The scheme also gives priority to economically weaker applicants. As reported in district-level implementation notices, families falling under the BPL category and those who are not income-tax payers are given priority. Where eligible applications exceed the available target, selection is made according to the prescribed order, including disability percentage and income criteria.

A student who has already received an e-tricycle or motorized tricycle from the Central Government, State Government, MP/MLA fund or another government or government-aided source during the previous five years is not eligible for another benefit under this scheme.

The Government of Uttar Pradesh also provides mobility assistance through the Uttar Pradesh Divyangjan Free Motorized Tricycle Scheme. However, the two schemes serve different purposes. The present scheme is specifically focused on divyang girl students pursuing education or training, while the Free Motorized Tricycle Scheme is a separate scheme with its own eligibility conditions.

Scheme Benefits

Eligibility Requirements

Under the 2026 scheme rules and district-level implementation instructions, an applicant must meet the following conditions:

• The applicant must be a divyang girl student.
• The applicant must be 16 years of age or above.
• The applicant must have 40% or more disability, certified by the Chief Medical Officer/competent medical authority.
• The applicant must be studying in a school, college or educational/training institution.
• The applicant should have adequate vision and mental capacity and a healthy upper body to safely operate the e-tricycle.
• The applicant should be physically capable of sitting on and operating the e-tricycle.
• The applicant or her family should not fall under the income-tax payer category.
• Priority is given to eligible applicants from BPL families, as per the prescribed selection procedure.
• The applicant must not have received an e-tricycle or motorized tricycle from a government or government-aided source during the previous five years.
• The applicant must fulfil the residence and other conditions prescribed under the applicable scheme rules.

Required Documents

Applicants should keep the following documents ready for the application:

• Disability certificate/UDID card
• Aadhaar Card
• Age proof
• Income certificate
• Residence certificate
• Caste certificate, where applicable
• Certificate issued by the educational institution confirming that the student is studying there
• Two photographs showing the applicant's disability, where required under the prescribed application process
• Mobile number

The application form also requires the applicant to provide details such as Aadhaar/UDID, disability percentage, income, residence period in Uttar Pradesh, educational institution and other personal information.

Steps to Apply

• Visit the official online application portal of the Department of Empowerment of Persons with Disabilities, Uttar Pradesh.
• Select the "इ-ट्राई-साइकिल" application option and start filling out the application form.

• Select the applicable financial year, currently shown as 2026-27 on the application form.
• Enter the applicant's name, father's/husband's/guardian's name, date of birth, age and other personal details.
• Enter the district, tehsil, residence and complete address details.
• Provide caste, income, Aadhaar/UDID, Uttar Pradesh residence and disability-related information.
• Enter the details of the educational institution and course/class, as applicable.
• Upload the required disability, residence, income, identity, caste and educational institution certificates.
• Upload the applicant's photograph and signature/thumb impression, as required by the portal.
• Read and accept the declaration confirming that the information provided in the application is correct, complete and accurate.
• Submit the application through the official portal as per the instructions displayed at the time of application.
