Scheme Introduction: A Brief Overview

The Uttar Pradesh Mukhyamantri Krishak Samriddhi Yojana is a State Government initiative aimed at improving access to long-term agricultural credit for farmers, particularly small and marginal farmers. The scheme focuses on reducing the financial burden of long-term borrowing through an interest subsidy while strengthening the cooperative banking system that provides agricultural credit. For the financial year 2026-27, the Uttar Pradesh Government has made a provision of ₹38 crore for the scheme. This provision covers interest subsidy on long-term loans, working capital support for the cooperative rural development bank, and modernisation and branding of its branches.

Under the Mukhyamantri Krishak Samriddhi Yojana, eligible small and marginal farmers can access long-term agricultural loans of up to ₹6 lakh at a concessional interest rate of 6% per annum. The Uttar Pradesh Government will provide a 5% interest subsidy on the eligible loan, according to the Cabinet communication dated 15 September 2026. The credit support is intended to help farmers make long-term investments and create productive agricultural assets instead of limiting financial assistance to seasonal crop expenses.

The long-term loan component of the scheme will be provided through the U.P. Sahkari Gram Vikas Bank Ltd. The scheme also provides financial assistance to the cooperative bank for working capital and for the modernisation and branding of its branches. This support is intended to strengthen the institutional credit system and improve access to long-term agricultural finance for eligible farmers. Farmers who already use short-term credit through the Kisan Credit Card (KCC) system can have a separate long-term credit option for eligible agricultural investments.

Around 92% of Uttar Pradesh's farming families fall under the small and marginal farmer category, and these families are the primary beneficiaries identified for the scheme. Access to lower-cost long-term credit can help eligible farmers invest in areas such as irrigation, farm equipment and allied agricultural activities. The government expects this investment to support farm productivity and household income while also promoting self-employment and employment opportunities in rural areas. The scheme is also linked with the government's Viksit Uttar Pradesh@2047 objective.

The State Cabinet has approved a total provision of ₹384 crore for the period from 2026-27 to 2030-31, of which ₹38 crore has been provided in the 2026-27 State Budget. The scheme has been approved by the Cabinet but is not operational yet. No detailed Government Order or implementation guideline has been issued so far. Therefore, the final eligibility conditions, document checklist, application process and other operational requirements are still awaited. The interest subsidy is also reported to be linked with timely repayment of instalments, so farmers should check the final government guidelines for the conditions applicable to the subsidy. The State Government is also working to support the welfare and development of farmers through various initiatives, including the Uttar Pradesh Mukhyamantri Krishak Durghatna Kalyan Yojana, which provides financial support to eligible farming families under specified circumstances.
