Scheme Introduction: A Brief Overview

The Uttar Pradesh One District One Cuisine (ODOC) Financing Assistance Scheme is a margin money scheme of the Department of MSME and Export Promotion, Uttar Pradesh, that helps entrepreneurs set up, expand or diversify food businesses built around the traditional cuisine or food product identified for their district. Under the scheme, nationalised banks, Regional Rural Banks and other scheduled banks finance the project, while the department adds margin money assistance ranging from 25% of the project cost for small units to a maximum of ₹50 lakh for large projects. The Directorate of Industries and Enterprise Promotion, Kanpur, and the District Industries and Enterprise Promotion Centres (DICs) run the scheme on the ground.

The state government launched the scheme as the financing component of the wider "Ek Janpad Ek Vyanjan" (ODOC) programme, which it notified on 5 May 2026. Many districts in Uttar Pradesh have a signature dish or food product, yet most producers use old equipment, weak packaging, and have limited market access. The scheme aims to change that by adding value to each district's identified cuisine, raising production capacity, improving quality, and making these products competitive in national and international markets. To achieve this, it supports individuals and units already working in ODOC cuisine activities or looking to start.

The assistance covers a wide range of practical investments. Entrepreneurs can use it to install automatic machines that raise productivity, modern packaging and labelling machines, wrappers and sealers, cold-chain equipment such as deep freezers, reefer vans and mini cold rooms, food-testing and quality-assurance equipment, shelf-life enhancement machinery and cloud kitchens. Any other activity that makes the district's identified ODOC dish more competitive can also qualify. New units, expansion units and diversification units are all eligible, as long as the business relates to the ODOC cuisine of the concerned district.

The ODOC Financing Assistance Scheme works through a bank-linked process. The applicant applies online on the departmental portal, the DIC selects applications on a scorecard basis and forwards them to the bank, and the bank sanctions the loan. After the bank releases the first loan instalment, the DIC releases the margin money through Direct Benefit Transfer (DBT). This amount stays in the beneficiary's account as a Term Deposit Receipt (TDR); no interest applies on the margin money portion of the loan, and the bank adjusts it against the loan as a grant after two years of successful operation and a joint inspection. Applicants contribute only 10% of the project cost in the general category and 5% in the special categories, and no minimum educational qualification applies.

Along with the Uttar Pradesh One District One Cuisine Financing Assistance Scheme, the Government of Uttar Pradesh is also running the Vishwakarma Shram Samman Yojana and the ODOP Financing Assistance Scheme to boost entrepreneurship. Under Vishwakarma, traditional artisans get free skill training, modern toolkits, and concessional credit, while the ODOP scheme provides up to ₹20 lakh margin money support with bank loans for district-specific products. You can check the complete details of both schemes here.

Verification, Selection and Loan Sanction

After submission, the application moves through the following stages:

  • The District Industries and Enterprise Promotion Centre (DIC) of your district scrutinises the application and documents. If it finds any error, it returns the application to you for correction through the portal.
  • The DIC assesses every application that clears scrutiny on a scorecard and selects applicants on the basis of their score.
  • It then forwards each selected application online through the departmental portal to the concerned bank branch within 7 days of selection.
  • The bank branch manager decides on sanctioning or rejecting the loan within 1 month of receiving the application.
  • After the loan sanction, new beneficiaries complete a mandatory training of at least one week through an institution such as a Government Polytechnic, ITI, RSETI or Entrepreneurship Development Institute. The department may exempt beneficiaries who already have training.
  • After training, the bank starts loan disbursement and releases the first instalment of the loan to the beneficiary within 15 days.
  • The bank then claims the margin money online from the DIC, and the DIC releases it through DBT.

Margin Money Release and DBT Process

The ODOC Financing Assistance Scheme follows a defined timeline for the release and final adjustment of the margin money.

  • The financing branch files the margin money claim online with the Deputy Commissioner of Industries (DIC) within 7 days of releasing the first loan instalment.
  • The Deputy Commissioner of Industries releases the margin money through DBT within 7 days of receiving the claim.
  • The margin money stays in the beneficiary's account as a Term Deposit Receipt (TDR), and no interest applies on this portion of the project cost.
  • After 2 years of successful operation without default, officials of the DIC and the bank jointly inspect the project.
  • After the inspection, the bank adjusts the margin money against the loan as a grant.

Important Conditions

  • If the beneficiary deliberately misuses the loan, the bank returns the margin money to the DIC.
  • If the project closes because of a natural disaster or other exceptional circumstances, the bank may adjust the margin money against the beneficiary's loan.
  • The Directorate's ODOC cell provides funds to the DICs from the budget allotted for the scheme, so benefits depend on budget availability.
  • The Block Level Bankers' Committee (BLBC), District Coordination Committee (DCC), District Level Review Committee (DLRC), and the district-level committee review the scheme in each district, and the State Level Bankers' Committee (SLBC) reviews it at the state level.
