Scheme Introduction: A Brief Overview

For people dreaming of buying their own home in Dehradun, the Aalayam Housing Scheme of the Mussoorie Dehradun Development Authority (MDDA) is a government housing option. The project has been developed at Aamwala Tarla on Sahastradhara Road. Spread across approximately 3 hectares, the scheme is surrounded by Himalayan hills and offers a peaceful and pollution-free environment. Despite being away from the crowded parts of the city, the project has good connectivity with the major roads.

The Aalayam Scheme offers flats for people belonging to different income groups. These include 3 BHK flats under the High Income Group (H.I.G.), 2 BHK flats under the Middle Income Group (M.I.G.), studio apartments, and 1 BHK flats under the Low Income Group (L.I.G.). The H.I.G., M.I.G. and studio categories comprise a total of 272 flats, including 112 H.I.G. flats, 112 M.I.G. flats and 48 studio apartments. In addition, 80 L.I.G. units have been developed for the low-income category. Allocation of H.I.G., M.I.G., and studio-category flats is made on a “first-come, first-served” basis.

As per the Basic Sale Price (BSP), the 3 BHK flats are priced at ₹66.90 lakh, 2 BHK flats at ₹55.90 lakh, studio apartments at ₹27.90 lakh, and L.I.G. flats at approximately ₹22.90 lakh. GST, lease rent, and freehold charges are not included in these prices and are payable separately. The MDDA scheme also provides an instalment-based payment facility, making it easier for buyers to pay for their homes.

The project places considerable emphasis on modern amenities. Facilities include a swimming pool, party hall, café lounge, jogging track, yoga hall and tennis court. Approximately 25% of the area has been kept open and green. The project also provides wide balconies, adequate parking and a gated colony. No additional charges are levied for parking, preferential location, or the firefighting system, as these facilities are included in the BSP. Club membership is optional.

The Uttarakhand Government is implementing several schemes related to housing and tourism development in the state. These include the Uttarakhand Deen Dayal Upadhyay Grah Aawas (Home Stay) Vikas Yojana, under which financial assistance is provided to homestay operators, as well as the Uttarakhand Dholas Housing Scheme, which provides residential facilities in the Dholas area.

Benefits and Facilities Under the Scheme

The facilities and benefits are provided under the Aalayam Scheme:

• Swimming pool, party hall and café lounge.
• Jogging track, yoga hall and tennis court.
• 25% open area along with adequate green space.
• Free parking and additional parking for guests.
• Wide balconies and a gated colony.
• No additional charges for parking, preferential location, and firefighting facilities, as these are included in the BSP.
• Club membership is optional or subject to the rules of the society.
• The project is a government housing project registered under RERA.

Payment Plan for H.I.G., M.I.G. and Studio Flats

MDDA has provided an instalment-based payment facility for H.I.G., M.I.G. and studio flats. GST will be charged separately on each instalment.

Payment Plan for L.I.G. Flats

MDDA has prescribed a separate payment schedule for L.I.G. flats. According to the L.I.G. brochure, the registration amount is ₹2.30 lakh, and the remaining payment is to be made as follows:

• ₹4.00 lakh within 30 days of the lottery draw.
• ₹5.00 lakh within 6 months of allotment.
• ₹5.00 lakh within 12 months of allotment.
• ₹5.00 lakh within 18 months of allotment.
• The remaining amount before taking possession.
• GST, lease rent and freehold charges are payable separately before possession, as applicable.

Additional Charges: IFMS and Facility Management Charges

In addition to the BSP, allottees are required to pay certain charges at the time of possession and thereafter. MDDA has prescribed the following amounts:

Eligibility Requirements

The authority has prescribed the following eligibility conditions for the L.I.G. category:

• The applicant must be a citizen of India.
• The applicant must be an adult.
• Only one member of a family can register. For this purpose, the family includes the husband, wife, and minor or dependent children.
• The applicant must meet the prescribed annual income limit.
• Proof of income, such as a salary slip, ITR, or a certificate attested by a Class-I Magistrate, is mandatory.

Note: According to the official Aalayam LIG brochure, the applicant's maximum annual income was ₹6 lakh. Its applicability for fresh 2026 applications, along with the current eligibility criteria for HIG and MIG categories, should be confirmed with MDDA.

Reservation System for L.I.G. Flats

Reservation in L.I.G. flats has been provided under two categories: Vertical Reservation and Horizontal Reservation.

Vertical Reservation

• Scheduled Caste (SC) – 19%
• Scheduled Tribe (ST) – 4%
• Other Backward Classes (OBC) – 14%
• Members of Parliament, Members of Legislative Assembly and Freedom Fighters – 5%
• State Government and security service personnel who have completed 50 years of age – 6%
• Journalists accredited by the Information Department, Uttarakhand – 2%

Horizontal Reservation

• Women – 30%
• Senior Citizens – 10%
• Ex-Servicemen – 2%
• Persons with 40% or more disability – 3%
• Dependents of Freedom Fighters – 2%

A flat allotted under a reserved category cannot be sold for five years after possession is received. If sufficient applicants are not available in a reserved category, the remaining flats will be allotted to applicants under the general category.

Required Documents

The application form and declaration form issued by MDDA mention the following documents:

• Self-attested passport-size photograph.
• Copy of PAN card.
• Proof of current address.
• Identity proof.
• Reservation-related certificate, wherever applicable.
• Cancelled cheque of the applicant's bank account.
• Income proof, salary slip, ITR, or a certificate attested by a Class-I Magistrate (mandatory for L.I.G. applicants).
• Signed declaration form.

Application Process

Under the Uttarakhand MDDA Aalayam Housing Scheme, H.I.G., M.I.G. and studio flats are allotted on a “First Come, First Served” basis, whereas the 2018 L.I.G. brochure provides for allotment through a lottery draw.

Booking of H.I.G., M.I.G. and Studio Flats

The booking process for H.I.G., M.I.G. and studio flats under the MDDA Aalayam Scheme is as follows:

• The application form for H.I.G. and M.I.G. is available on the official MDDA page for the Aalayam Scheme.
• The applicant must fill in the required personal, income, contact, bank, and flat details and affix a self-attested passport-size photograph.
• The declaration form must be completed and signed along with the application form.
• The booking amount is 10% of the BSP plus GST.
• The cheque or demand draft must be drawn in favour of “Secretary, MDDA” and payable at Dehradun.
• The booking is confirmed after the cheque/DD is cleared.
• After allotment, the applicant must immediately submit a copy of the PAN card, address proof, identity proof, reservation certificate, wherever applicable, and cancelled cheque at the MDDA site office (camp office).
• The remaining amount must be deposited according to the payment schedule mentioned above. At the time of possession, the balance amount, GST, lease rent, freehold charges, and IFMS must be paid.
• Allotment-related information can be obtained during office hours from the MDDA office on Saharanpur Road, Dehradun, or through the official MDDA website.

Application for L.I.G. Flats

The L.I.G. application process was prescribed as follows:

• The L.I.G. application form is made available through authorised banks, the MDDA website, or the authority's office.
• The form had to be filled in English capital letters because the authority processed the applications through a computerised system. The applicant could sign the form in any language.
• The applicant could apply personally or through a registered Special Power of Attorney.
• Applicants belonging to reserved categories had to mention their quota category in the form and attach a self-signed copy of the relevant caste/eligibility certificate. Income proof was also mandatory.
• General-category applicants had to write “G” in place of the quota code.
• The registration amount of ₹2.30 lakh could be deposited in cash, through the authority's PoS facility, RTGS, or a bank draft drawn in favour of the “Secretary, Mussoorie Dehradun Development Authority.”
• For forms downloaded from the website, ₹2,30,200 had to be deposited, comprising the ₹2.30 lakh registration amount and ₹200 form fee.
• The completed form had to be submitted at designated branches of authorised banks- Bank of Baroda, Axis Bank and Oriental Bank of Commerce- or at the authority's office. The last date in 2018 was 19 February 2018.
• MDDA was to conduct a lottery draw based on the application numbers in the presence of interested applicants. The lottery date was to be published in newspapers. No applicant could claim a particular flat or floor.
• Applicants unsuccessful in the lottery could obtain a refund of their registration amount within 30 days from the authorised nodal bank by submitting the original registration receipt.

Important Rules Related to Allotment

Under the scheme, various rules relating to payment, cancellation, and possession are as follows: 

Rules for H.I.G., M.I.G. and Studio Flats

• A maximum 2% discount on BSP may be available for full payment at the time of allotment.
• Delayed instalments attract 18% annual penal interest.
• If dues remain unpaid for six months after the due date, the allotment may be cancelled without notice.
• On surrender or cancellation, deductions may apply as per the prescribed terms.
• All applicable taxes and government dues, including GST, must be paid by the allottee.
• After possession, flat maintenance becomes the allottee's responsibility.
• Roof rights remain reserved with MDDA.
• Disputes will be subject to Dehradun jurisdiction.

Rules for L.I.G. Flats

• A one-month grace period is provided for full payment; thereafter, 18% annual penal interest applies from the original due date.
• Withdrawal before the lottery draw allows a full refund of the registration amount without deduction or interest.
• Surrender or cancellation after allotment may result in deductions of 10% or 50% of the registration amount, depending on the stage.
• Incorrect information or concealment of facts may lead to cancellation and debarment from future lotteries.
• Incomplete or incorrectly filled forms may be rejected.
• After full payment, the freehold deed must be executed within two months, with stamp duty borne by the allottee.
• The flat cannot be sold before freehold registration and can be used only for residential purposes.
• The brochure proposed possession within 22 months, subject to full payment.
• A ₹100 per month watch and ward charge may apply if possession is not taken on time.
