Scheme Introduction: A Brief Overview
The Chief Minister's UPSC Combined Civil Services Coaching Scheme is a significant initiative of the Government of Arunachal Pradesh, implemented through the Directorate of Higher & Technical Education. For many years, the number of candidates from Arunachal Pradesh who appeared for and cleared the UPSC Civil Services Examination remained relatively low. The state government recognised this gap and felt the need for structured support. Earlier, the government was providing only one-time financial incentives to candidates who cleared the Preliminary and Main stages of the examination. While this financial assistance was helpful, it was not enough to fully equip aspirants with the rigorous preparation required for one of India's toughest examinations.
To address this, the government decided to provide quality coaching support. The scheme aims to offer coaching to economically disadvantaged ST candidates so that they can compete effectively at the national level and secure suitable government jobs. Another important objective is to encourage more APST students to participate in these examinations. The government also believed that providing coaching within the state itself would make the process more accessible and economical for students, rather than requiring them to travel to Delhi or other major cities for preparation.
The UPSC Combined Civil Services Coaching Scheme is implemented through reputed coaching institutes and centres run by registered societies or NGOs. The government fully bears the coaching cost for selected APST candidates - ₹70,000 for General Studies (with free study material) and ₹30,000 for optional subjects (three-month course). This support helps tribal youth prepare for the UPSC Civil Services Examination within the state itself, making quality coaching more accessible and economical.
Scheme Benefits
Under this scheme, the government bears the full cost of coaching for selected candidates. The approved training costs are as follows:
- ₹70,000 per student for General Studies, which includes study materials at no extra cost.
- ₹30,000 per student for Optional subjects such as Geography, Public Administration, Sociology, etc., for a three-month course.
- The training cost is restricted to a maximum of 25 students per batch.
- Benefits under the coaching component can be availed for one year from the date of enrolment.
Features of the Scheme
- The State Government provides 50% of the total coaching fee at the beginning of the course.
- The remaining 50% is released after successful completion of the course.
- Coaching is provided for the UPSC Combined Civil Services Examination.
- The selected coaching institutes conduct a selection test to shortlist eligible applicants for coaching.
- In case of a dropout, a waitlisted candidate may be admitted, or the equivalent fee may be deducted from the institute's bill.

- Must be a permanent resident of Arunachal Pradesh.
