Scheme Introduction: A Brief Overview

The Social Welfare Department of the Government of Bihar is implementing the Bihar Mukhyamantri Antarjatiya Vivah Protsahan Anudan Yojana to help eliminate the caste system and strengthen social harmony in the state. The scheme is implemented under the Mukhyamantri Samajik Sahayata Evam Protsahan Chhatr Yojana and provides financial assistance to eligible beneficiaries entering into inter-caste marriages. The government promotes such marriages to reduce caste-based differences and encourage social integration.

Under this scheme, eligible beneficiaries are provided one-time financial assistance of ₹1,00,000 (one lakh rupees). According to the official guidelines, the grant for an inter-caste marriage is payable to the woman. As stated in the scheme guidelines, 100% of the funds are provided by the Central Government, while the scheme is implemented by the Social Welfare Department of the Government of Bihar at the district and block levels.

The eligibility conditions for the Bihar Mukhyamantri Antarjatiya Vivah Protsahan Anudan Yojana are relatively straightforward. At the time of marriage, the woman must be at least 18 years old, the man must be at least 21 years old, and the marriage must be an inter-caste marriage. The scheme also provides a grant in cases where a person marries a woman/man with a disability. If a couple fulfills both conditions simultaneously - meaning the marriage is inter-caste as well as a marriage involving a person with a disability - more than one unit of grant may be admissible. If both the husband and wife are persons with disabilities and they also belong to different castes, three units of grant may be admissible.

The application process under the scheme is offline and has been designed to be accessible to eligible applicants. According to the official guidelines, an eligible applicant can submit the application in the prescribed form at the Block Office or the RTPS counter already operating there. As per the Chhatra Yojana document, applications under the Vivah Protsahan Anudan Yojana are approved by the District Magistrate, and payment to the beneficiary is made at the district level.

A clear monitoring mechanism has also been established for the scheme. At the block level, the Block Development Officer (BDO) carries out the necessary monitoring and evaluation. The programme is reviewed monthly, and inspection teams are also constituted at the state level. In case of a grievance, beneficiaries can raise their concerns from the block level up to the department level. It is worth mentioning that the Social Welfare Department of the Government of Bihar also implements the Mukhyamantri Kanya Vivah Yojana, under which financial assistance is provided to girls from economically weaker families at the time of marriage.

Eligibility

• The applicant must be a permanent resident of Bihar.
• The marriage must be an inter-caste marriage, or it must involve a woman/man with a disability.
• The woman must be at least 18 years old at the time of marriage.
• The man must be at least 21 years old at the time of marriage.

Offline Application Process

Eligible beneficiaries can apply for the Bihar Mukhyamantri Antarjatiya Vivah Protsahan Anudan Yojana through the offline application process.

• The applicant can obtain the offline application form from the District Social Security Cell Office of their district.
• After obtaining the application form, fill in all the required details correctly and attach all the necessary documents.
• Submit the completed application at the Block Office or the RTPS counter already operating there.
• The application is approved by the District Magistrate.
• The approval or rejection of the application is recorded on the e-Suvidha Portal at the departmental level.
• The grant amount is paid to the beneficiary at the district level.
• For payment, the accounts of schemes under the Chhatra Yojana are maintained in “Saksham”, while the Parent & Child Account system is followed for the remaining schemes.
