Scheme Introduction: A Brief Overview

Dairy farming has been a cornerstone of rural livelihoods in Bihar for decades, with buffalo rearing playing a particularly important role in supporting household incomes. For many farmers, livestock rearers, and unemployed youth, it represents a reliable avenue for self-employment and financial stability. Yet, turning this opportunity into a successful enterprise often requires significant investment in quality buffaloes, housing infrastructure, and other essential resources. As a result, many aspiring dairy entrepreneurs are unable to start or expand their operations due to financial constraints.

To encourage dairy-based self-employment and strengthen milk production in the state, the Government of Bihar has introduced the Samagra Bhains Palan Yojana for the financial year 2025–26 through the Directorate of Dairy Development under the Animal & Fisheries Resources Department. Under the scheme, eligible beneficiaries can receive up to 75% subsidy, ranging from ₹90,750 for a 1-buffalo dairy unit to ₹1,81,500 for a 2-buffalo dairy unit, to establish dairy enterprises with improved breed buffaloes.

The scheme supports the establishment of dairy units with 1 or 2 improved breed milch buffaloes, including Murrah, Bhadawari, and Jaffarabadi breeds. Through financial assistance from the state government, eligible beneficiaries can start or expand dairy activities and generate sustainable income opportunities in rural areas.

The programme is being implemented across rural areas of Bihar and aims to improve milk availability, promote scientific buffalo rearing, and increase the population of high-yield buffalo breeds in the state. Financial assistance is released only after the dairy unit is fully established and verified according to departmental guidelines.
