Scheme Introduction: A Brief Overview

The Chhattisgarh Nirman Shramik E-Rickshaw Sahayata Yojana is a livelihood and self-employment welfare scheme of the Chhattisgarh Labour Department, implemented through the Chhattisgarh Unorganized Workers State Social Security Board (Chhattisgarh Asangathit Karmkar Rajya Samajik Suraksha Mandal). The scheme aims to improve the economic condition of workers in the unorganized sector, particularly cycle-rickshaw pullers, auto-rickshaw drivers, and other daily-wage transport workers who often lack a stable and reliable source of income.

Under this scheme, eligible registered workers receive financial assistance of up to ₹1,00,000 as a one-time capital subsidy to purchase a battery-operated e-rickshaw. This support enables beneficiaries to own their vehicle, earn a stable monthly income through self-employment, and reduce their dependence on daily wage work while promoting clean, affordable, and environment-friendly transportation.

The financial assistance is transferred directly to the beneficiary's bank account through the Direct Benefit Transfer (DBT) system, while the remaining cost of the vehicle is generally financed through a bank loan. To avail the benefits of the E-Rickshaw Sahayata Scheme, the applicant must be a permanent resident of Chhattisgarh, registered with the Chhattisgarh Unorganized Workers State Social Security Board for at least 90 days, and capable of operating an e-rickshaw. 

Applications can be submitted online through the official Chhattisgarh Labour Department portal or the Shramev Jayate mobile application, or offline via the District Labour Office, Labour Resource Centre. Overall, the scheme plays a meaningful role in supporting financial independence among unorganized workers by helping them shift from irregular daily-wage work to stable self-employment. At the same time, it encourages the use of clean, affordable, and environment-friendly e-rickshaws, contributing to better mobility options and a cleaner environment across the state.

Scheme Benefits

Under the Chhattisgarh Nirman Shramik E-Rickshaw Sahayata Yojana, eligible registered unorganized workers can avail the following key benefits:

• This scheme provides a one-time capital subsidy to registered unorganized workers for purchasing an e-rickshaw.
• Helps the worker set up permanent self-employment and earn a regular monthly income.
• Under the scheme, eligible construction workers receive a grant of up to ₹1,00,000 for the purchase of an e-rickshaw.
• A grant of ₹30,000 is provided by the Chhattisgarh Unorganized Workers State Social Security Board towards the cost of the e-rickshaw.
• The assistance is credited directly to the beneficiary's bank account via DBT, keeping the process transparent.
• Being battery-operated, the e-rickshaw keeps running costs low and supports a clean, pollution-free livelihood.
• Can be combined with a bank loan so the remaining cost of the vehicle is financed easily.
• Aadhaar-linked, e-KYC-verified disbursal ensures the benefit reaches genuine, eligible workers only.

Eligibility Requirements

To qualify for the Scheme, applicants must meet the following essential eligibility criteria:

• The applicant must be a resident of Chhattisgarh.
• The applicant must be a worker registered with the Chhattisgarh Unorganized Workers State Social Security Board. A minimum of 90 days' prior registration with the board is required before applying.
• The applicant is generally in the 18-50 years age group.
• The applicant should hold a valid (commercial) driving licence and be able to operate an e-rickshaw.
• The worker's registration must be active with completed e-KYC / Aadhaar linking.

Note:- The applicant must complete 100% Aadhaar-based registration and e-KYC with the Chhattisgarh Unorganized Workers State Social Security Board to avail the scheme benefits.

• Age Proof (Aadhaar card / VoterCard / Birth Certificate / Marksheet)
• Valid (commercial) driving licence
• Bank passbook copy (Aadhaar-linked account)
• Bank loan sanction/approval letter
• Self-declaration form
• Passport-size photograph and mobile number

Steps to Apply

Interested and eligible workers can apply for the E-Rickshaw Sahayata Yojana through both online and offline modes by following the simple steps given below:

Online Process

• Visit the Chhattisgarh Labour Department portal.
• On this page, click on Schemes under the Resources tab.
• Here, search for Chhattisgarh Nirman Shramik e-rickshaw Sahayata Yojana and click on the Apply or Aavedan tab.
• On the new page, enter your District name and New Registration number, and click on the Search tab.
• Then you will be redirected to the online application form.
• Select the scheme here and verify the OTP, after which the beneficiary details will be displayed.
• Now carefully fill in all the information requested in the application form and upload all the required documents.
• After filling in all the required details, click on the Submit tab.
• Online application can also be submitted through the "Shramev Jayate" mobile app.

Offline Process

1. Ensure your registration with the Chhattisgarh Unorganized Workers State Social Security Board is active, and e-KYC/Aadhaar linking is completed.
2. Obtain the e-rickshaw loan sanction/approval from your bank.
3. Collect the E-Rickshaw Sahayata Yojana application form from the District Labour Office or Labour Resource Centre (Shram Sansadhan Kendra).
4. Fill in the form and attach all the required documents.
5. Submit the completed form within 90 days of the loan approval to the concerned labour office/centre for verification.
6. After verification and approval by the board, the subsidy is credited to your bank account through DBT. Keep the acknowledgement/receipt for future reference.
