Assam Orunodoi Scheme 3.0

Scheme Introduction

The Assam Orunodoi Scheme, also known as Orunodoi 3.0, is a flagship Direct Benefit Transfer (DBT) scheme of the Government of Assam. It provides monthly financial assistance of ₹1,250 to eligible women from economically weaker households. The assistance is transferred directly to the beneficiary's Aadhaar-linked bank account to help meet essential household expenses and improve financial security. The scheme focuses on empowering women by making them the primary recipients of the benefit.

At present, the Assam Orunodoi Scheme benefits more than 37 lakh eligible beneficiaries across the state, making it one of the largest DBT-based welfare programmes in Assam. Under the latest Orunodoi 3.0 Guidelines, one eligible adult woman from each household is selected to receive the monthly assistance. If a household has a Divyangjan member, the Divyangjan can also be nominated as the beneficiary irrespective of gender. The scheme also gives priority to widows, divorced and deserted women, unmarried women aged 45 years or above, persons with disabilities, elderly or infirm women, Antyodaya Anna Yojana (AAY) households, homeless women, and families facing severe social or economic hardships.

To receive the benefit, applicants must be permanent residents of Assam, possess a valid Aadhaar-seeded Ration Card, and have a KYC-compliant savings bank account. The annual family income should generally not exceed ₹2 lakh. However, the Government has also prescribed certain exclusion criteria. Government employees, elected representatives, income tax payers, several professional categories, families owning large landholdings, and households owning a motorised four-wheeler are not eligible to receive assistance under the scheme.

The beneficiary selection process is carried out by the District Administration and other designated authorities in accordance with the Orunodoi 3.0 Guidelines. Applicants are required to provide accurate personal, family, ration card, Aadhaar, and bank account details along with the necessary supporting documents during verification. After approval, the assistance is transferred directly to the beneficiary's KYC-compliant Aadhaar-linked savings bank account. Beneficiaries should ensure that their Aadhaar, ration card, and bank account details remain updated to avoid delays in receiving payments. Beneficiaries can check the payment status online through RCMS Assam State Portal.

Scheme Benefits

• Eligible women beneficiaries receive ₹1,250 per month under the Assam Orunodoi Scheme.

Eligibility Requirements

• The applicant should be a permanent resident of Assam and presently residing in the state.
• The applicant should have a valid Aadhaar-seeded Ration Card.
• The beneficiary should have a KYC-compliant savings bank account in his/her name.
• One adult woman (18 years or above) from each household can receive the scheme benefit.
• If the household has a Divyangjan member, the Divyangjan shall be nominated irrespective of gender.

• The applicant should belong to any one of the following categories:

  • Widow, divorced, deserted or unmarried woman (above 45 years of age).
  • Transgender person.
  • Person with disability (Divyangjan), irrespective of gender.
  • Old or infirm woman, including those residing in Government-registered old age homes.
  • Woman belonging to a household where the earning members are disabled or above 60 years of age.
  • Woman belonging to a household where any family member is suffering from HIV, Thalassemia, Haemophilia, Cerebral Palsy, Leprosy or Autism Spectrum Disorder.
  • Woman belonging to a household without shelter.
  • Destitute woman living on alms.
  • Woman beneficiary covered under Antyodaya Anna Yojana (AAY).
  • Woman belonging to a household with a composite annual income of less than ₹2 lakh.

  

Ineligibility Criteria

• Current or former MPs, MLAs, Members of Autonomous Councils, and elected representatives of Panchayati Raj Institutions (PRIs) or Urban Local Bodies are not eligible.
• Serving or retired Government employees, employees of Government undertakings, and persons receiving regular Government honorarium are not eligible.
• Professionals such as doctors, engineers, architects, chartered accountants, lawyers, teachers, and bank officials are not eligible.
• Government contractors, suppliers, industrialists, real estate builders, and income tax-paying businessmen or traders are not eligible.
• Families owning more than 15 bighas of agricultural land, 7.5 bighas of irrigated land, or 1.5 bighas of commercial land are not eligible.
• Families owning a motorised four-wheeler are not eligible.
• Beneficiaries already receiving financial assistance under Orunodoi Plus are not eligible.

Priority Households

The following households are given priority while selecting beneficiaries under the Assam Orunodoi Scheme, subject to fulfilment of the prescribed eligibility conditions:

• Widows.
• Divorced women.
• Deserted or separated women.
• Unmarried women aged 45 years or above.
• Persons with disabilities (Divyangjan).
• Elderly or infirm women, including those residing in Government-registered old age homes.
• Households where the earning member is disabled or above 60 years of age.
• Destitute women and women without shelter.
• Antyodaya Anna Yojana (AAY) beneficiary households.
• Households with members suffering from HIV, Thalassemia, Haemophilia, Cerebral Palsy, Leprosy, or Autism Spectrum Disorder.

Required Documents

• Applicants should keep the following documents and information ready while applying for the Assam Orunodoi Scheme:
  • Aadhaar Card of the beneficiary.
  • Aadhaar-seeded Ration Card.
  • First page of the beneficiary's Savings Bank Account Passbook.
  • Recent Passport Size Photograph.
  • Mobile Number.
  • Annual Family Income details.
  • Supporting documents for the claimed priority category, wherever applicable.
  • Any other document required by the competent authority during beneficiary verification.

Steps to Apply

• Eligible persons can apply for inclusion under the Assam Orunodoi Scheme whenever the Government of Assam invites applications through the prescribed process.
• Eligible beneficiaries can fill the Orunodoi Scheme Application Form, wherever applications are invited by the concerned authority.
• Collect the Orunodoi Scheme Application Form from any of the following offices:
  • Gram Panchayat.
  • Village Council Development Committee (VCDC).
  • Urban Local Body (ULB).
  • Office of the District Commissioner (DC).
• Fill in the application form with the following details:
  • Beneficiary's personal details.
  • Family details.
  • Aadhaar Number.
  • Ration Card details.
  • Savings Bank Account details, including Account Number, IFSC Code, and Branch Name.
  • Annual Family Income details.
  • Mobile Number.
• Attach the following documents with the application form:
  • Aadhaar Card.
  • Aadhaar-seeded Ration Card.
  • First page of the Savings Bank Passbook.
  • Passport Size Photograph.
  • Supporting documents for the claimed priority category, wherever applicable.
• Submit the completed application form to the same office from where it was collected.
• The concerned authority will verify the application, eligibility, Aadhaar-seeded Ration Card, bank account details, and supporting documents before approving the beneficiary.
• After successful verification and approval, the beneficiary's name will be included in the approved beneficiary list.
• The monthly financial assistance of ₹1,250 will be credited directly to the beneficiary's verified bank account through Direct Benefit Transfer (DBT).
