Scheme Introduction: A Brief Overview
The Assam Government runs the Mukhya Mantrir Nijut Babu Aasoni to give male students from economically weaker families a monthly cash incentive so they can continue their higher education without financial pressure. The Higher Education Department introduced the scheme for the 2025–26 academic year to complement the existing Mukhya Mantrir Nijut Moina Aasoni, which already supports girl students, and to specifically improve enrolment, retention, and the Gross Enrolment Ratio among boys from vulnerable households. The department originally covered only UG 1st Year and PG 1st Year students, and later widened the scheme's reach, which now brings UG 2nd Year and PG 2nd Year students into the fold as well.
Under the Mukhya Mantrir Nijut Babu Aasoni, an eligible male student studying in UG 1st or 2nd Year receives Rs. 1,000 per month for a maximum of 10 months in an academic year, providing up to Rs. 10,000 annually. An eligible student studying in PG 1st or 2nd Year receives Rs. 2,000 per month for up to 10 months, providing up to Rs. 20,000 per academic year. The assistance is provided through monthly Direct Benefit Transfer (DBT) using the Aadhaar-based payment system. The latest guideline states that the incentive is not payable during summer vacation or winter break and that the scheme will not be effective during June and July, or during any other month as decided by the Government.
To qualify, a student must be a male student domiciled in Assam, enrolled as a regular student in a Government or Provincialised Higher Educational Institution, and belong to a family with an annual income of less than Rs. 4 lakh. The latest guideline also requires the student to have been admitted under the Fee Waiver Scheme of the Government of Assam. Married UG male students, UG students who have opted for the Dr. Banikanta Kakati Merit Award (Scooter), and PG students receiving benefits under the CM's Jibon Prerana Scheme are not eligible for the scheme. Students who have not enrolled for the final examinations of the previous academic year are also not eligible.
Eligible beneficiaries can apply by collecting the prescribed UG or PG application form from their respective institution and submitting the completed form along with the required documents. Applicants must have a valid Aadhaar number and an Aadhaar-seeded bank account and must submit the prescribed signed consent and declaration. The institution will collect and verify the application and submit the correct beneficiary data through its designated portal. Existing beneficiaries must also fulfil the prescribed conditions, including having 70% attendance in the previous year, to continue receiving the benefit. After successful verification, the financial assistance will be credited through Aadhaar-based DBT to the eligible student's Aadhaar-seeded bank account.
