Scheme Introduction: A Brief Overview

The Assam Mukhyamantrir Nijut Moina Aasoni (MMNMA) is a financial assistance scheme of the Government of Assam introduced to encourage girl students to continue their education beyond matriculation. The scheme aims to increase the enrolment of girls in higher education, improve the Gross Enrolment Ratio (GER) of the State, reduce dropout rates and help eliminate the social evil of child marriage. The Government announced the scheme in the Assam Budget 2024-25 as an admission incentive to support girls pursuing Higher Secondary, Undergraduate and Postgraduate studies. Since its launch, the Mukhyamantrir Nijut Moina Aasoni has benefited more than 6 lakh girls across Assam. The initiative has also contributed to the decline in child marriage in the State, which has reduced by around 80%.

Under the Mukhyamantrir Nijut Moina Aasoni, eligible girl students domiciled in Assam receive monthly financial assistance according to their level of study. Higher Secondary students receive ₹800 per month, Undergraduate students receive ₹1,250 per month and Postgraduate students receive ₹2,500 per month for a maximum of 10 months in an academic year. Eligible students enrolled in Government Polytechnic Institutions receive ₹800 per month in the first and second years and ₹1,250 per month in the third year. The scheme does not provide the incentive during summer vacation, winter break, June, July or any other month as decided by the Government.

The scheme is available to eligible regular girl students domiciled in Assam irrespective of their economic status, subject to the prescribed eligibility conditions. It covers students enrolled in Higher Secondary, Undergraduate, Postgraduate, B.Ed., ITEP, Self-Financed and Professional Courses in institutions covered under the scheme. The eligible institutions include Government and Venture Educational Institutions, Central Universities approved for inclusion under the scheme and Government Polytechnic Institutions. Students enrolled in private educational institutions are not eligible for the financial assistance.

Eligible students must apply for the Mukhyamantrir Nijut Moina through the prescribed application form and submit it to the educational institution where they are currently enrolled. Applicants must have a valid Aadhaar number and an Aadhaar-seeded bank account and must provide a signed consent and declaration form during the application process. The educational institution verifies the application and submits the eligible student's details through its portal. The Government assists monthly Direct Benefit Transfer (DBT) using the Aadhaar-based payment system, so students cannot receive the benefit without a valid Aadhaar number and an Aadhaar-seeded bank account.

The Government of Assam has also introduced the Mukhya Mantrir Nijut Babu Aasoni (MMNBA) to provide financial assistance to eligible male students from economically weaker families pursuing specified Undergraduate and Postgraduate courses. The two schemes have separate eligibility conditions and beneficiary groups. Under the Nijut Moina Aasoni, existing beneficiaries must submit the prescribed application form for continuation and meet the applicable conditions, including enrolling for the final examination of the previous academic year and maintaining at least 70% attendance in the previous year. Students must also follow the rules of their institution, as misconduct or violation of institutional discipline can lead to withdrawal of the benefit.

Applications for the Assam Mukhyamantrir Nijut Moina Aasoni are now open for eligible girl students. Applicants can submit the prescribed application form through their respective educational institutions. The financial assistance under the scheme will be credited to eligible beneficiaries from 10 October 2026 through the Aadhaar-based DBT system.

Assistance Amount under Mukhyamantrir Nijut Moina Aasoni

Eligible girl students receive monthly financial assistance according to their course of study. The assistance is paid through DBT for a maximum period of 10 months in an academic year. No assistance is payable during June, July, summer vacation, winter break, or any other period notified by the Government.

Eligibility Requirements

Girl students must fulfil the following eligibility conditions to receive financial assistance under the Mukhyamantrir Nijut Moina Aasoni:

  • The applicant must be a domiciled resident of Assam.
  • The scheme is open to all eligible girl students irrespective of their caste or economic status.
  • The applicant must be enrolled as a regular student in an eligible educational institution. Eligible institutions include:
    • Government Higher Secondary Schools.
    • Government Higher Educational Institutions.
    • Government-aided Higher Educational Institutions.
    • Central Universities.
    • Venture Educational Institutions approved by the Government under the scheme.
    • Government Polytechnic Institutions.
  • Financial assistance is available for students enrolled in the following eligible courses:
    • Higher Secondary (Class XI and XII).
    • Undergraduate courses such as B.A., B.Sc., B.Com. and ITEP.
    • Postgraduate courses such as M.A., M.Sc., M.Com. and B.Ed.
    • Self-Financed Courses offered by eligible Government institutions.
    • Professional Courses offered by eligible Government institutions.
    • Polytechnic courses in Government Polytechnic Institutions.
  • Married girl students are eligible only if they are enrolled in Postgraduate or B.Ed. programmes.
  • Applicants must possess a valid Aadhaar number and an Aadhaar-seeded bank account to receive financial assistance through the Aadhaar-Based Payment System (ABPS).
  • Students must comply with the rules and regulations of their educational institution and maintain good discipline throughout the course.
  • Students who have not enrolled for the final examinations of the previous academic year are not eligible for the scheme.
  • Existing beneficiaries must have at least 70% attendance in the previous academic year to continue receiving the benefit.

Ineligibility Criteria

  • Applicants falling under any of the following categories are not eligible for the Mukhyamantrir Nijut Moina Aasoni:
    • Students enrolled in private educational institutions.
    • Married girl students, except those studying in Postgraduate or B.Ed. programmes.
    • In-service girl students admitted to the B.Ed. course on deputation.
    • Daughters of Ministers, Members of Parliament (MPs), and Members of the Legislative Assembly (MLAs).
    • Girl students who receive a scooter under the Dr Banikanta Kakati Merit Award of the Pragyan Bharati Scheme. However, if a student opts out of receiving the scooter, she may apply for the Mukhyamantrir Nijut Moina Aasoni. This restriction does not apply to Postgraduate students.
    • Postgraduate students who are receiving benefits under the Chief Minister's Jibon Prerana Scheme.
    • Students who fail to maintain discipline or are involved in misconduct such as ragging, cheating, vandalism, or other violations of institutional rules.
    • Students who did not appear in the final examination of the previous academic year.
    • Existing beneficiaries who do not maintain at least 70% attendance in the previous academic year.
    • From the academic session 2027-28 onwards, students cannot avail benefits under both the Fee Waiver Scheme and the Mukhyamantrir Nijut Moina Aasoni simultaneously. They must choose either one of the two schemes.
    • Any student who violates institutional rules or engages in misconduct such as disruptive behaviour, cheating, ragging, vandalism or other forms of misconduct may have the scheme benefit withdrawn.

Required Documents

Applicants must submit the documents prescribed by their respective educational institution while applying for the Mukhyamantrir Nijut Moina Aasoni. Generally, the following documents are required:

  • Duly filled application form.
  • Aadhaar Card.
  • Aadhaar-seeded bank account details (DBT-enabled).
  • Signed consent and declaration form.
  • Recent passport-size photograph.
  • Admission receipt or proof of enrolment in the eligible institution.
  • Educational qualification or previous academic mark sheet.
  • Residence proof, if required by the institution.
  • Marriage certificate (only if applicable for eligible PG/B.Ed. married applicants).
  • Any other document required by the respective educational institution or the Higher Education Department.

Steps to Apply

  • Obtain the prescribed Mukhyamantrir Nijut Moina Aasoni application form from the educational institution where you are currently enrolled.
  • Fill in the application form with correct and complete personal and academic details.
  • Provide your valid Aadhaar number and Aadhaar-seeded bank account details.
  • Complete and sign the required consent and declaration form.
  • Submit the duly filled application form and required information to your respective educational institution.
  • The Head of the Institution will collect and verify the application forms and submit the correct eligible student data through the institution's portal.
  • The institution will notify the concerned authorities if a student opts out or becomes ineligible for the scheme.
  • Eligible beneficiaries will receive the financial assistance through monthly Direct Benefit Transfer (DBT) to their Aadhaar-seeded bank accounts using the Aadhaar-based payment system.
  • For the 2026-27 academic session, the financial assistance will be credited to eligible beneficiaries from October 10.

Generally, no. Girl students receiving a scooter under the Dr. Banikanta Kakati Merit Award are not eligible for the Mukhyamantrir Nijut Moina Aasoni. However, students who opt out of receiving the scooter may apply under this scheme. This restriction does not apply to eligible Postgraduate students.

Too lately I have come to know that the Assam's Mukhya Mantrir Nijut Moina (MMNM) Aasoni in the Graduation and Post-Graduation categories covers only the general Course of B.A./B.Sc/B.Com and M.A./M.Sc/M.Com/B.Ed, respectively, denying professional Courses like engineering, medical, management, agriculture, veterinary, law, etc.

May I hereby request the Hon'ble CM of Assam to revisit the list of eligible Graduation and Post-Graduation Courses, as many girl students exist in professional Courses also, needing financial assistance for pursuing their professional studies?

would like to inform you about an issue regarding my Nijut Moina Scheme payment .I have received the payment only once through cheque.When I contacted the college authority about the matter,I was informed that my account number had been entered incorrectly earlier.
