Scheme Introduction: A Brief Overview
A safe and permanent home is more than just a place to live; it provides a family with security, stability and a sense of belonging. However, the rising cost of construction, reconstruction and house repairs in Goa can make it difficult for economically weaker families to build or maintain a proper home. Many families still do not have apucca house, while some do not own a house at all and others live in houses that need urgent repairs.
To help such families meet their housing needs, the Government of Goa provides financial assistance under the Goa Atal Asra Yojana. The scheme supports eligible beneficiaries in constructing a new house, reconstructing an existing house or carrying out necessary repairs to their existing home.
The scheme is implemented through two separate departments for different beneficiary groups. The Directorate of Social Welfare implements the scheme for economically weaker families, including SC and OBC families, while the Directorate of Tribal Welfare implements the corresponding scheme forST families.
Under the Social Welfare version, eligible families with an annual income of up to ₹3 lakh can receive up to ₹3 lakh for constructing or reconstructing a house and up to₹1.50 lakh for repairs. For ST families, the Government of Goa revised the assistance in 2026. Eligible ST beneficiaries can now receiveup to ₹5 lakh for construction or reconstruction andup to ₹3 lakh for repairs, while the annual family income limit has been increased to₹5 lakh.
Housing support for ST families has also been strengthened through the Mukhya Mantri Janjatiya Mhaje Ghar Yojana, introduced as part of the broader Mhaje Ghar Yojana framework. This separate support helps eligible ST families meet the cost of purchasing or regularising their dwelling house with land.
The Atal Asra Yojana is also intended to provide supplementary housing assistance. Under the Social Welfare provisions, the assistance is providedin addition to and/or irrespective of assistance already sanctioned under schemes such as Indira Awas Yojana (IAY),Rajiv Awas Yojana (RAY) or other similar housing schemes, subject to the prescribed conditions of Atal Asra Yojana.

- Under the Social Welfare version, the sanctioned assistance is released in three instalments.
- The first instalment is 50% of the sanctioned amount.
- The balance amount is released after fulfilment of the prescribed conditions, including submission of the required utilisation certificate and photographs.
Eligibility Criteria
For SC/OBC/EWS Applicants
- The applicant must belong to an economically weaker family of Goa, including SC and OBC communities, as covered under the Social Welfare version.
- The annual family income from all sources must not exceed ₹3 lakh.
- The family income certificate must be issued by the competent authority prescribed for the applicant's area.
- For applicants from rural areas, the prescribed income certificate is issued by the Village Panchayat Secretary.
- For applicants in municipal areas, the income certificate is issued by the Chief Officer of the concerned Municipal Council.
- For new construction, the applicant must own the land, have an irrevocable NOC from the landlord, establish Mundkar status or provide other acceptable evidence as permitted under the scheme.
- For reconstruction, the applicant must provide the prescribed ownership/house-related documents, including the house tax receipt and Form I & XIV wherever applicable.
- For repairs, the applicant must produce the house tax receipt in their own name or an irrevocable NOC from the house owner.
- For new construction or reconstruction, the applicant must obtain the necessary permission/licence from the competent authority.
For ST Applicants
- The applicant must belong to the Scheduled Tribe (ST) community of Goa.
- Under the latest June 2026 Government announcement, the annual family income eligibility limit is ₹5 lakh.
- Assistance is available for construction of a new house, reconstruction of an existing house and repairs of an existing house.
- The applicant must submit the prescribed documents, including ST certificate, income certificate, affidavit, house-related documents and bank details.
- For construction or reconstruction, the prescribed ownership/land and construction documents must be provided.
Priority Given to Applicants
Meeting the basic eligibility criteria does not by itself mean that every applicant will automatically receive assistance. The scheme prescribes a priority order for selection among eligible applicants.
- BPL families are given the first priority.
- Households headed by a widow, unmarried woman or divorced woman are given priority.
- Persons with disabilities are given priority.
- Households affected by flood, fire or other natural calamities are given priority.
- Forest-dwelling applicants are included in the prescribed priority categories.

SC/OBC/EWS – Online Application
- Start your application by visiting the official Atal Asra Yojana portal.
- Enter your Aadhar linked mobile number to start the application process.
- Now, enter your Full Name, E-Mail Address and Aadhaar Number, then click Register Now to proceed.
- Continue with the login/verification process using the details provided on the portal.
- Enter the required applicant, family, income and house-related details.

The Government of Goa launched the Atal Asra online portal on 16 February 2026. The Government's March 2026 announcement states that the portal was functional for the online mode of the Social Welfare version.
ST – Offline Application Process
- Visit the Directorate of Tribal Welfare, Shram Shakti Bhavan, 5th Floor, Patto, Panaji- Goa, and get the prescribed Atal Asra Yojana application form.
- Fill out the form with the required personal, family, income, house or land and bank details.
- Attach the required certificates, affidavits, ownership or house documents, estimates, bank records and other supporting documents.
- Check the application form and attached documents carefully to ensure that all required information is complete and correct.
- If you need any clarification about the application, eligibility or required documents, contact the concerned official at the Directorate of Tribal Welfare.
- Submit the completed application form along with the supporting documents to the Directorate of Tribal Welfare or the prescribed office.
- After submission, the application and documents are verified by the Directorate of Tribal Welfare, with a site inspection wherever required.
- The application is then examined by the prescribed authorities, and eligible applications are processed for sanction according to the scheme rules.
- Once approved, the financial assistance is sanctioned and released as per the applicable scheme provisions.
Application After Sanction
- Once the assistance is sanctioned, the beneficiary must start the approved work within the prescribed time limit.
- Under the Social Welfare provisions, the work must commence within 60 days from the sanction order.
- The first instalment is released as prescribed under the scheme.
- The beneficiary must complete the work according to the approved estimate and applicable permissions.
- The beneficiary must submit the required utilisation certificate and photographs showing the progress/completion of work.
- The application for the second instalment must be submitted within the prescribed 120-day period, along with the required documents.
- After verification of the required documents and work, the balance assistance is released according to the applicable scheme provisions.
Professional Fees and Licence Fee Assistance
Under the Social Welfare version, fees payable to registered Engineers, Architects or Contractors for preparation of estimates and prescribed certification can be paid separately, subject to a maximum of 5% of the sanctioned amount.
The scheme also provides for exemption/reimbursement of certain licence fees subject to the prescribed limits:
- Up to ₹1,050 for Village Panchayat areas.
- Up to ₹3,000 for Municipal areas.
