The Department of Animal Husbandry and Dairying, Government of Haryana, has introduced the Pandit Deen Dayal Upadhyay Samoohik Pashudhan Bima Yojana to protect livestock owners from financial losses caused by the death of their animals. The biggest attraction of the Pandit Deen Dayal Upadhyay Samoohik Pashudhan Bima Yojana is that the livestock owner has to pay only a small amount compared with the actual cost of insurance. The major benefits are given below:

  • In the event of the death of an insured animal, the prescribed insured amount is paid directly to the beneficiary's bank account through DBT.
  • For large animals, the annual beneficiary contribution is only ₹100, ₹200, or ₹300.
  • For small animals such as sheep, goats, and pigs, the contribution is only ₹25 per animal per year.
  • Insurance is provided free of cost to livestock owners belonging to the Scheduled Caste category.
  • A family can avail of subsidized insurance coverage for a maximum of 5 animal units.
  • Coverage for accidental death becomes effective from the first day of the policy.

Eligibility

The applicant must fulfill certain basic conditions to avail of the scheme. These conditions are given below:

  • The applicant must be a livestock owner from Haryana.
  • The applicant must be 18 years of age or above.
  • The applicant must have a Parivar Pehchan Patra (PPP) issued by the Government of Haryana.
  • The animal being insured should be healthy and must have a health certificate issued by a veterinarian.
  • The animal must have a 12-digit unique ear tag attached to its ear.
  • Livestock owners belonging to the Scheduled Caste and BPL categories are given priority.

Ineligibility

Applications or claims may not be accepted under certain circumstances. These conditions are important to know in advance:

  • Livestock owners without a valid Parivar Pehchan Patra are not eligible for the scheme.
  • Claims relating to animals without an ear tag or with incomplete documentation are not accepted.
  • In the case of natural/non-accidental death, a claim is not payable during the first 21 days of the policy waiting period.
  • Subsidized insurance benefits are not available for more than 5 animal units per family.
  • The 21-day waiting period does not apply to accidental death claims, subject to completion of the prescribed claim procedure.

Premium and Beneficiary Contribution

  • APL beneficiaries have to pay ₹100, ₹200, or ₹300 per large animal per year, depending on milk production, while the contribution for small animals is ₹25 per animal per year.
  • BPL beneficiaries are provided an additional government subsidy on the premium.
  • For Scheduled Caste (SC) beneficiaries, the entire insurance premium is borne by the government, and the beneficiary does not have to pay any premium.
  • For SC beneficiaries, the premium is stated to be shared between the Central Government at 40% and the State Government's SCSP at 60%.

Required Documents

The following documents have to be uploaded on the portal while applying for the Pandit Deen Dayal Upadhyaya Samoohik Pashudhan Bima Yojana:

  • Parivar Pehchan Patra (PPP/Family ID)
  • Animal health certificate issued by a registered veterinarian
  • Clear photograph of the animal showing its ear tag
  • Proof of payment of the beneficiary's share of the premium, wherever applicable

Application Process

The application for this scheme is submitted online through the Antyodaya-SARAL Portal. The official guidelines also provide for submission of applications through an e-Seva Kendra. In both cases, the application is registered through the same portal. The complete application process is given below:

  • First, open the Antyodaya-SARAL Portal.
  • If you are not already registered, click on "New User" under "Sign In Here."
  • Enter all the required details such as name, email ID, mobile number, password, and state, and click "Submit."
  • Complete the registration by verifying the OTP received on your mobile number and email ID.
  • After registration, log in to the portal using the same email ID.
  • Enter your password and captcha, and click "Login."
  • After logging in, click on "Apply for Services" and then "View all Available Services."
  • Search for the scheme name in the search box and click on the relevant service.
  • Enter your Parivar Pehchan Patra (Family ID) number and click "Click here to Fetch Family Data." The list of family members will then appear.
  • Select the name of the beneficiary/applicant and enter the OTP received on the concerned member's mobile number. Then click "Click to Verify."
  • Fill in all the mandatory details and upload the required documents.
  • Review the application form and click "Submit." Save the application reference number for future use.

Departmental and Insurance Company Verification

  • The application is sent to the Sub-Divisional Officer (Animal Husbandry) for verification.
  • The application is subsequently processed at the Deputy Director level.
  • A representative of the insurance company visits the location to verify the animal. This includes photography, checking the health certificate, and assessing the animal's value.
  • A 12-digit polyurethane laser-printed ear tag as per INAPH is attached to the animal's ear.
  • After completion of the verification process, the insurance policy is issued.

How to Check Application Status?

Claim Process

In case of the death of an insured animal, it is important to report the incident within the prescribed time and submit the required documents. The process is as follows:

  • Report the death of the animal to the insurance company's claim centre within a maximum of 24 hours.
  • Register the information by calling the toll-free number 1800-419-1415.
  • Inform the police/file an FIR wherever required, particularly in cases of accidental death.
  • Within 4 hours of receiving the information, the insurance company's surveyor/investigator visits the location.
  • Get a post-mortem examination of the animal conducted by a government veterinarian and obtain the report.
  • Submit the completed claim form, insurance policy, post-mortem report, intact ear tag, and updated bank account details.
  • The claim amount is paid within 15 days of submission of all required documents. In case of delay, the insurance company is liable to pay 12% compound interest.
