Scheme Introduction: A Brief Overview

Economic rehabilitation is an important step towards ensuring dignity, financial independence, and social inclusion for vulnerable communities. Recognising this need, the Government of Karnataka launched the Chethana Scheme through the Karnataka State Women's Development Corporation (KSWDC) to support Female Sex Workers, Transgender Persons, and Ex-Devadasis in establishing sustainable livelihoods.

The scheme provides financial assistance for self-employment and income-generating activities, enabling beneficiaries to start small businesses and become economically self-reliant. Through this initiative, the Government seeks to promote rehabilitation through livelihood support rather than dependency, helping beneficiaries create long-term sources of income and improve their overall quality of life.

The scheme forms part of Karnataka's broader commitment to the welfare and empowerment of marginalized communities. In recent years, the Government has further strengthened rehabilitation programmes by enhancing financial assistance under livelihood support schemes administered through KSWDC.

As announced in the Karnataka Budget 2026-27, the financial assistance available under the Chethana Scheme has been enhanced from ₹30,000 to ₹45,000 for eligible beneficiaries undertaking income-generating activities.

While the Chethana Scheme provides financial support to start a livelihood activity, beneficiaries may benefit from combining it with other government programmes that focus on skill development, entrepreneurship, and social support. Schemes such as the Karnataka Community Based Training Scheme, Direct Loan for Business Enterprises Scheme, Subsidy Scheme for Self Help Groups of Minorities, and Santwana Scheme can help individuals strengthen their income opportunities and build long-term financial security.

The Karnataka State Women's Development Corporation (KSWDC) has invited fresh applications under the Chethana Scheme for the year 2026-27. Eligible women can apply and receive financial assistance of ₹45,000 to take up an income-generating activity. The last date to submit the application is 31 October 2026, up to 5:30 PM.

Objective of the Scheme

The scheme has been introduced with the following objectives:

Financial Assistance Pattern

Financial assistance may be used for:

Eligibility Requirements

• Belong to one of the eligible beneficiary categories under the scheme.
• Be a resident of Karnataka.
• Be at least 18 years of age.
• Be willing to undertake a self-employment or income-generating activity.
• Possess a bank account for receiving assistance.

Required Documents

• Aadhaar Card.
• Identity Proof.
• Address Proof.
• Passport-size Photograph.
• Bank Passbook or Bank Account Details.
• Beneficiary Category Certificate or supporting documents, wherever applicable.
• Any other documents prescribed by KSWDC

Steps to Apply

Karnataka Chethana Scheme application form can be submitted in both online and offline modes. Here is how to apply for the Karnataka Chethana Scheme 2026-27 under each mode before the last date, i.e, 31 October 2026.

Through the dedicated centres

1. Visit the nearest Seva Sindhu service centre, Bapuji Seva Kendra, Grama One, Bengaluru One or Karnataka One.
2. Ask the operator to open the Chethana Scheme application under the Karnataka State Women's Development Corporation.
3. Provide your personal details, Aadhaar number, mobile number and Aadhaar-seeded bank account details.
4. Give details of the self-employment or income-generating activity you plan to take up.
5. Submit the required documents for scanning and uploading.
6. Submit the application and collect the acknowledgement or reference number for future tracking.

Through the department office

1. Visit the office of the District Deputy Director, Department of Women and Child Development, or the Development Inspector, KSWDC, in your district.
2. Collect the prescribed Chethana Scheme application form and read the instructions carefully.
3. Fill in your personal details, contact information, bank account details and the proposed livelihood activity.
4. Attach all required documents and supporting certificates.
5. Submit the completed form to the same office within the notified period.
6. Collect the acknowledgement from the office after submission.

After Submission

1. The concerned officials verify the details and documents submitted with the application.
2. The proposal is placed before the district-level committee for approval as per scheme guidelines.
3. Once approved, the financial assistance is sanctioned and credited to the beneficiary's bank account.
4. The beneficiary uses the amount for the approved self-employment activity.
