Scheme Introduction: A Brief Overview

Economic rehabilitation is an important step towards ensuring dignity, financial independence, and social inclusion for vulnerable communities. Recognizing this need, the Government of Karnataka launched the Chethana Scheme through the Karnataka State Women's Development Corporation (KSWDC) to support Female Sex Workers, Transgender Persons, and Ex-Devadasis in establishing sustainable livelihoods.

The scheme provides financial assistance for self-employment and income-generating activities, enabling beneficiaries to start small businesses and become economically self-reliant. Through this initiative, the Government seeks to promote rehabilitation through livelihood support rather than dependency, helping beneficiaries create long-term sources of income and improve their overall quality of life.

The scheme forms part of Karnataka's broader commitment to the welfare and empowerment of marginalized communities. In recent years, the Government has further strengthened rehabilitation programmes by enhancing financial assistance under livelihood support schemes administered through KSWDC.

As announced in the Karnataka Budget 2026-27, the financial assistance available under the Chethana Scheme has been enhanced from ₹30,000 to ₹45,000 for eligible beneficiaries undertaking income-generating activities.

While the Chethana Scheme provides financial support to start a livelihood activity, beneficiaries may benefit from combining it with other government programmes that focus on skill development, entrepreneurship, and social support. Schemes such as the Karnataka Community Based Training Scheme, Direct Loan for Business Enterprises Scheme, Subsidy Scheme for Self Help Groups of Minorities, and Santwana Scheme can help individuals strengthen their income opportunities and build long-term financial security.

Objective of the Scheme

The scheme has been introduced with the following objectives:

Eligibility Requirements

• Belong to one of the eligible beneficiary categories under the scheme.
• Be a resident of Karnataka.
• Be at least 18 years of age.
• Be willing to undertake a self-employment or income-generating activity.
• Possess a bank account for receiving assistance.

• Aadhaar Card.
• Identity Proof.
• Address Proof.
• Passport-size Photograph.
• Bank Passbook or Bank Account Details.
• Beneficiary Category Certificate or supporting documents, wherever applicable.
• Any other documents prescribed by KSWDC

Steps to Apply

• Step 1: First, visit the office of the Karnataka State Women's Development Corporation (KSWDC) or the District Women and Child Development Office, whichever is nearest to you, and inquire about the Chethana Scheme.
• Step 2: After obtaining information about the scheme, request the prescribed application form from the concerned office and carefully read the instructions provided by the officials.
• Step 3: Next, fill in the application form with your personal details, contact information, bank account details, and information about the self-employment activity or livelihood project you wish to undertake.
• Step 4: Once the application form has been completed, attach all the required documents and supporting certificates as instructed by the concerned authority.
• Step 5: After ensuring that all details and documents are complete, submit the application form to the concerned district office or designated authority for further processing.
• Step 6: Following submission, the concerned officials will verify the information and documents provided in the application. The proposal may also be placed before the district-level committee for approval as per the scheme guidelines.
• Step 7: If the application is found eligible and approved by the competent authority, the financial assistance under the Chethana Scheme will be sanctioned and released to the beneficiary's bank account.
• Step 8: The beneficiary can then utilize the assistance amount for the approved self-employment or income-generating activity and establish a sustainable source of livelihood.
