Scheme Introduction: A Brief Overview
Higher education opens the door to better career opportunities, but the rising cost of tuition fees often prevents many talented students from pursuing their dreams. To ensure that financial constraints do not become a barrier for meritorious students, the Government of Madhya Pradesh launched the Mukhyamantri Medhavi Vidyarthi Yojana (MMVY). The scheme provides financial assistance to eligible students who have secured excellent marks in Class 12 and wish to pursue higher education in recognised institutions.
Under this scheme, the State Government bears the admission fee and eligible tuition fee of students admitted to approved undergraduate, professional, integrated postgraduate, dual degree, diploma, engineering, medical, law, and other eligible courses. The tuition fee is reimbursed as per the fee approved by the Fee Regulatory Committee, the Madhya Pradesh Private University Regulatory Commission, or the Central/State Government, depending on the institution. However, expenses such as hostel charges, mess fees, caution money, and other non-approved charges are not covered under the scheme.
Students who have passed the Class 12 examination with at least 70% marks from the Madhya Pradesh Board of Secondary Education (MPBSE) or 85% marks from CBSE/ICSE and whose parent's/guardian's annual income does not exceed ₹8 lakh can apply for the scheme after securing admission to an eligible course. The scheme also includes special provisions for Engineering, Medical, Law, Polytechnic, and several other higher education programmes. In addition, the Government has introduced revised benefits for eligible MBBS students from the academic session 2025-26, making medical education more affordable through scholarship and interest-free loan provisions.
Apart from the Mukhyamantri Medhavi Vidyarthi Yojana, the Government of Madhya Pradesh also operates the Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana for the children of registered unorganised workers. Under that scheme, the Government bears the eligible tuition fee for students pursuing approved higher education courses. Scheme Benefits
The Mukhyamantri Medhavi Vidyarthi Yojana provides financial assistance to eligible students pursuing higher education in recognised institutions. Depending on the course and institution, the Government reimburses the admission fee and eligible tuition fee in accordance with the prescribed rules. The assistance varies for Engineering, Medical, Law and other higher education programmes. Students admitted outside Madhya Pradesh in eligible institutions can also receive benefits subject to the scheme guidelines.

Special Benefits for MBBS Students (From Academic Session 2025-26)
The Government of Madhya Pradesh has introduced special provisions for eligible MBBS students admitted from the academic session 2025-26. Under these provisions, the State Government provides tuition fee assistance equivalent to the prescribed fee of Government Medical Colleges in Madhya Pradesh. If the tuition fee payable by the student exceeds this amount, the remaining fee is provided as an interest-free loan.
After completion of the MBBS course, students who serve in the rural areas of Madhya Pradesh as prescribed by the State Government become eligible for a proportionate waiver of the interest-free loan. Students who successfully complete five years of eligible rural service may receive a full waiver of the outstanding loan. However, if the prescribed rural service is not completed, the remaining loan amount must be repaid to the Government in proportion to the unfulfilled service period. These provisions are applicable only to students admitted to the MBBS course from the academic session 2025-26.

Eligibility Requirements
Applicants must fulfil all the following conditions to receive benefits under the scheme.
Basic Eligibility
- Domicile The applicant must be a permanent resident of Madhya Pradesh.
- Family Income The annual income of the student's father, mother, or guardian should not exceed ₹8,00,000.
- Academic Qualification The applicant must have passed Class 12 from a recognised Board.
- Admission The student must obtain admission to an eligible course in an approved institution.
Educational Eligibility
The applicant must fulfil any one of the following academic conditions:
- Qualifying Examination Minimum Requirement
- Madhya Pradesh Board of Secondary Education (MPBSE) Minimum 70% marks in Class 12
- CBSE Minimum 85% marks in Class 12
- ICSE Minimum 85% marks in Class 12
Course-wise Eligibility
Admission must be obtained in accordance with the prescribed entrance examination or admission process applicable to the respective course.
Engineering Courses
Applicants are eligible if:
- They have secured a JEE Main rank within 1,50,000.
- They obtain admission to an eligible Government Engineering College.
- They obtain admission to an eligible Private or Grant-in-Aid Engineering College.
- Students admitted through the institute's admission process are also eligible, provided they satisfy the prescribed JEE Main rank requirement.
- However, from academic session 2023–24, students admitted to Government/Government Autonomous/Government-Aided engineering institutions are not required to obtain a JEE Main rank.
Medical Courses
Admission through NEET in approved colleges:
- The applicant must secure an All India Rank (AIR) within 1,50,000 in NEET.
- The benefit is available for admission to Government Medical Colleges, eligible Private
- Medical Colleges/Universities in Madhya Pradesh, and Government Medical Institutions of the Government of India, as prescribed under the scheme.
- Government of India medical institutions conducting their own entrance examination for MBBS admission.
Lateral Entry to Engineering and Pharmacy Courses
Students admitted directly to the second year of Engineering or Pharmacy courses through the Lateral Entry admission process are also eligible under the scheme, provided they fulfil the following conditions:
- They secure a position within the top 15% of the State Centralised Common Merit List for lateral entry admissions.
- They have obtained at least 70% marks in the Class 10 or Class 12 examination conducted by the Madhya Pradesh Board of Secondary Education (MPBSE), or 85% marks in the corresponding examination conducted by CBSE or ICSE.
- They obtain admission to an eligible Engineering or Pharmacy institution covered under the scheme.
- A JEE Main rank is not required for students admitted through the Lateral Entry admission process.

Eligible students can apply for the Mukhyamantri Medhavi Vidyarthi Yojana by following these steps:

Special Procedure for Students Studying Outside Madhya Pradesh
Students admitted to eligible institutions outside Madhya Pradesh can also receive benefits under the Mukhyamantri Medhavi Vidyarthi Yojana. However, the reimbursement process for such students is different.
After verifying the student's application, the concerned institution must prepare a recommendation proposal and submit it to the Directorate of Technical Education, Madhya Pradesh.

Important Conditions
Applicants should keep the following points in mind before applying for the scheme:
