Scheme Introduction: A Brief Overview

The Uttarakhand Mukhyamantri Udayman Khiladi Unnayan Yojana is a sports scholarship scheme launched by the Government of Uttarakhand in 2022 to identify and nurture talented young athletes across the state. Under the scheme, boys and girls between the ages of 8 and 14 years are selected through a structured selection process and provided with a monthly scholarship of ₹1,500 for one year. The scheme is implemented by the Sports Department, Uttarakhand to encourage children to pursue sports from an early age and develop their sporting potential.

Every year, a total of 3,900 players are selected under the scheme. Each district selects 150 boys and 150 girls across six age groups. Selection is based on the Physical and Sports Aptitude Test (P-SAT) conducted by the Sports Department, which includes events such as the 30 Meter Flying Run, Standing Broad Jump, Forward Bend and Reach, 6 × 10 Shuttle Run, Medicine Ball Put, and 600 Meter Run. Players who secure a place in the district merit list receive the monthly scholarship along with a Sports Identity Card and access to sports infrastructure, stadiums, and training facilities managed by the Sports Department.

The scheme is open to permanent residents of Uttarakhand aged between 8 and 14 years. However, players who are already receiving training in Sports Authority of India (SAI) centres, State Government Sports Hostels, or Sports Colleges are not eligible. The scholarship amount is transferred directly to the beneficiary's bank account through Direct Benefit Transfer (DBT), ensuring a transparent and timely disbursement of financial assistance. To ensure continuous support for young athletes, the Government of Uttarakhand also operates the Mukhyamantri Khiladi Protsahan Yojana, which provides a monthly scholarship to eligible sportspersons aged between 14 and 23 years.

Applications under the Uttarakhand Mukhyamantri Udayman Khiladi Unnayan Yojana can be submitted through both online and offline modes. Eligible applicants can apply online through the KheloUK Portal or submit the prescribed application form to the concerned District Sports Office. As per the scheme guidelines, applications are generally invited in April, while the selection process is conducted between 15 May and 15 June every year. Eligibility Requirements

Applicants must fulfil the following eligibility conditions to receive benefits under the Uttarakhand Mukhyamantri Udayman Khiladi Unnayan Yojana:

• The applicant must be a permanent resident of Uttarakhand.
• The applicant should be between 8 and 14 years of age.
• The applicant's age will be calculated as on 01 July of the relevant selection year.
• Both boys and girls are eligible to apply under the scheme.
• The applicant must participate in the Physical and Sports Aptitude Test (P-SAT) conducted by the Sports Department.
• The applicant must qualify the prescribed physical fitness tests and secure a place in the district-level merit list.
• The applicant must complete registration at the Nyaya Panchayat, Nagar Panchayat, or Ward level, as applicable.
• Players who are already receiving training in a Sports Authority of India (SAI) centre, a State Government Sports Hostel, or a Sports College are not eligible for this scholarship.

Physical Tests Conducted Under P-SAT

Applicants under the Uttarakhand Mukhyamantri Udayman Khiladi Unnayan Yojana are selected through the Physical and Sports Aptitude Test (P-SAT). The test includes the following physical fitness events:

• 30 Meter Flying Run

• 600 Meter Run

• The selection process begins at the School level and progresses through the Nyaya Panchayat/Ward, Development Block/Urban Local Body, and District levels.

• The scholarship is credited directly to the beneficiary's bank account through Direct Benefit Transfer (DBT).
• Selected players receive a Sports Identity Card issued by the District Sports Officer.
