Scheme Introduction: A Brief Overview

Odisha Antyodaya Gruha Yojana (AGJ) is a housing scheme launched by the Government of Odisha to provide pucca houses to eligible rural families who remain deprived of adequate housing. The scheme primarily supports houseless households, families living in kutcha houses, and vulnerable groups that may not have received housing assistance under other government schemes. Eligible beneficiaries receive ₹1,20,000 to construct a pucca house, along with additional completion incentives for finishing construction within the prescribed period. The scheme aims to improve housing security and help eligible families live in safer and more durable homes.

The Antyodaya Gruha Yojana Odisha focuses on eligible rural households that were left out of existing housing programmes, including certain Forest Rights Act (FRA) beneficiaries and families in which the main earning member has a disability of at least 40%. It also covers specified households affected by severe disasters, displacement and relocation requirements, subject to the scheme guidelines. Applicants must meet the prescribed eligibility conditions, provide the required documents and complete the verification process before the authorities approve their applications.

It is a separate housing scheme that complements PMAY-G by supporting eligible rural households left out of existing housing programmes. However, households that have already received housing assistance under another government rural housing scheme are generally ineligible, subject to specified exceptions.

The government releases the Antyodaya Gruha Yojana Payment, i.e, ₹1,20,000 housing assistance, in three instalments linked to construction progress. Eligible beneficiaries may also receive an additional incentive of ₹20,000 for completing the house within 4 months or ₹10,000 for completing it within 6 months of receiving the first instalment, subject to the applicable guidelines. The scheme also supports eligible beneficiaries through employment under MGNREGS and convergence with other government programmes for basic facilities such as sanitation, drinking water and electricity.

Odisha also operates other housing initiatives for families with different housing needs. Rural households seeking a housing loan and subsidy may explore the Mo Ghara Scheme, while eligible urban households can learn about the PMAY Urban BANDHU Scheme, which focuses on affordable housing support in urban areas. These schemes have different eligibility conditions and benefits, so applicants should check the relevant guidelines before choosing a programme.

Eligible applicants can contact their Block Development Office (BDO) to obtain the Antyodaya Gruha Jojana list and check whose application has been approved, rejected or found ineligible. The Antyodaya Gruha Yojana list PDF is not currently available for online checking through the process described here. Applicants can request the list from their concerned Block Office, Gram Panchayat office or Sarpanch. They can also visit the Odisha Rural Housing Portal for scheme-related information and to download their individual house work order, if available, by entering their Aadhaar number. The government has announced an extension of Antyodaya Gruha Yojana until 2029, with plans to cover an additional 2,91,666 houses. Applicants should check the latest official announcements for updated implementation details and incentive provisions.

  • The Chief Minister approves district-wise targets, based on the proposal forwarded by the Collector-cum-District Magistrate.

  • House allotment is preferably made in the name of the female head of the household.
  • Beneficiaries must complete construction within 12 months of receiving the first instalment, and must paint the scheme's logo on the front wall of the completed house.
