Scheme Introduction: A Brief Overview

Bihar is home to many renowned religious, historical, cultural, and natural tourist destinations that attract visitors from across India and around the world. In 2024, the State welcomed more than 66 million (6.6 crore) tourists, including 65.3 million domestic visitors and around 7.3 lakh foreign tourists. As tourist footfall continues to grow, so does the demand for quality accommodation near these destinations.

While hotels and guest houses are easily available in major cities, accommodation options are often limited near tourist attractions located in rural and semi-urban areas. This makes it difficult for visitors to stay close to these places and experience Bihar's rich culture, local traditions, and hospitality.

To address this gap and create new livelihood opportunities for local communities, the Government of Bihar has launched the Mukhyamantri Homestay Protsahan Yojana 2026. Under this scheme, eligible residents can convert their homes into registered homestays and receive financial assistance of up to ₹11 lakh to develop quality accommodation for tourists. The initiative aims to strengthen Bihar's tourism infrastructure while promoting community-based tourism and generating sustainable income for local families.

The Government will provide a capital subsidy of up to ₹2.50 lakh per eligible room for a maximum of four rooms. Women entrepreneurs, Self-Help Groups (SHGs), and young entrepreneurs between 18 and 25 years of age are also eligible for an additional incentive of ₹25,000 per room. As a result, eligible applicants can receive financial assistance of up to ₹11 lakh.

The scheme will be implemented in 34 notified tourist destinations across 16 districts of Bihar. It covers newly constructed homestays, existing homestays, and residential buildings that are converted into homestays, provided they meet the eligibility conditions and standards prescribed by the Tourism Department.

The scheme will remain valid from FY 2026–27 to FY 2030–31, unless modified or discontinued earlier by the Government.

The initiative is expected to encourage local families to convert part of their homes into tourist accommodation while earning a sustainable source of income. By improving the availability of quality accommodation, Bihar also aims to attract more domestic and international visitors and strengthen the state's tourism economy.

Objectives of the Scheme

The scheme has been launched with the following objectives:

• To promote tourism by increasing the availability of quality accommodation near tourist destinations.

• To promote rural tourism and showcase Bihar's culture, traditions, and hospitality.
• To provide financial assistance for developing homestay infrastructure.
• To encourage women, Self-Help Groups, and young entrepreneurs to participate in the tourism sector.
• To strengthen Bihar's tourism ecosystem through community participation.

Scheme Benefits

• Capital subsidy of up to ₹2.50 lakh per eligible room or the actual approved project cost, whichever is lower.
• Financial assistance is available for a maximum of 4 rooms.
• Maximum capital subsidy of ₹10 lakh.
• Women-operated homestays are eligible for an additional incentive of ₹25,000 per room.
• Registered Self-Help Groups (SHGs) are also eligible for the additional incentive.
• Entrepreneurs aged 18 to 25 years can also receive the additional incentive.

Eligibility Requirements

The scheme is available only for homestays established within 5 kilometres of notified tourist destinations in Bihar. The Tourism Department has identified 34 tourist destinations in 16 districts under the scheme.

Note: The Tourism Department may revise or expand the list of eligible tourist destinations from time to time.

Apart from financial assistance, registered homestays can also receive several non-financial benefits from the Tourism Department.

These include:

• Publicity through tourism brochures, social media, and other promotional campaigns.
• Inclusion in tour packages promoted by the Tourism Department.
• Better visibility among domestic and international tourists.
• Guidance and support from the Tourism Department for improving homestay services.

Required Documents

Applicants need to upload the required documents while submitting the online application for the Mukhyamantri Homestay Protsahan Yojana.

• Aadhaar Card
• PAN Card
• Passport-size photograph
• Aadhaar-linked bank account details or cancelled cheque
• Proof of ownership of the property or a registered lease agreement (minimum 10 years)
• No Objection Certificate (NOC) from all co-owners, if the property is jointly owned
• Property documents showing that the land is free from legal disputes
• Self-declaration in the prescribed format
• Map showing the approach road from the main road to the proposed homestay
• Building plan or layout (if required)
• Photographs or proposed design of the homestay, including:
  • Front elevation
  • Lobby
  • Guest rooms
  • Dining area
  • Other available facilities
  • Any other document specified by the Tourism Department at the time of application.

Note: Applicants should refer to the official notification once released for the final list of required documents.

Important Conditions

Applicants should keep the following points in mind before applying:

• The homestay must be located within 5 km of a notified tourist destination.
• A maximum of 8 rooms is allowed in one homestay.
• Financial assistance is available only for the first 4 eligible rooms.
• The subsidy is limited to the actual eligible project cost or ₹2.50 lakh per room, whichever is lower.
• Beneficiaries receiving financial assistance must operate the homestay for at least 5 years from the Commercial
• Operation Date (COD).
• The homestay owner must submit an annual self-declaration confirming that the property continues to meet the prescribed standards.
• The Tourism Department may inspect the homestay at any time to verify compliance with the scheme guidelines.
• The Tourism Department may revise or amend the scheme guidelines whenever required.

Application Fee

Applicants must pay a non-refundable application fee of ₹2,000 while applying for the scheme.

• The fee can be paid online through the Homestay Portal.
• Until the online payment system is fully operational, applicants may submit a Demand Draft (DD) in favour of the Director, Tourism, Government of Bihar.

Steps to Apply

Eligible applicants can apply online through the Homestay Portal available on the official website of the Tourism Department.

Follow these simple steps:

• Step 1: Ensure your homestay meets the eligibility conditions and required standards under the scheme.
• Step 2: Visit the Bihar Tourism website.
  • Go to lataste update section and click.
  • After that click on CM Home Stay Scheme 2026 and click on Apply then sign up.
  • Log in with generated credecial and fill the form with basic details.
• Step 3: Upload all the required documents.
• Step 4: Pay the ₹2,000 application fee.
• Step 5: Review your application and submit it online.
• Step 6: After submission, you can track your application status through the Homestay Portal.

Application Verification Process

After receiving the application, the Tourism Department will verify the details before granting approval.

The verification process includes:

• Initial scrutiny of the application by the Homestay Cell.
• Verification of the submitted documents.
• Physical inspection of the homestay by the Regional Homestay Committee (RHC), if required.
• Submission of the inspection report to the Tourism Directorate.
• Final approval or rejection by the Director, Tourism.

The Tourism Department aims to complete the registration process within 60 days of receiving a complete application.

Construction Timeline

After approval, applicants will receive a Provisional Registration Certificate (PRC).

The following timelines must be followed:

• New homestays must complete construction within 12 months from the date of issue of the PRC.
• If required, an extension of up to 6 months may be granted by the Tourism Department.
• Newly constructed homestays must start commercial operations within 24 months from the date of issue of the PRC.
• Existing homestays or residential buildings being upgraded into homestays must start operations within 12 months.
• Applicants who fail to complete the project within the prescribed time may lose eligibility for financial assistance.

Registration and Renewal

Once approved, the homestay will be registered with the Tourism Department.

Important points include:

• Registration remains valid for 5 years from the Commercial Operation Date (COD).
• Renewal must be completed online before the registration expires.
• A ₹1,000 renewal fee is payable at the time of renewal.
• Homestay owners must submit an annual self-declaration confirming that they continue to meet the prescribed standards.
• The Tourism Department may cancel the registration if the owner violates the scheme guidelines or provides false information.

Commercial Operation Date (COD)

The Commercial Operation Date (COD) is the date on which the registered homestay officially starts welcoming guests after completing all required approvals.

The District Tourism Officer will inspect the homestay every six months to ensure it continues to follow the scheme guidelines.

Subsidy Release Process

The financial assistance is released in three instalments after verification by the Tourism Department.

The remaining instalments are released only if the homestay continues to operate according to the scheme guidelines.

Penalty and Recovery Rules

The Tourism Department may take action if a beneficiary fails to follow the scheme guidelines.

Registration may be cancelled if:

• False or misleading information is provided in the application.
• The beneficiary violates the scheme guidelines.
• The homestay does not meet the prescribed standards.
• Financial assistance is obtained through fraudulent means.

In such cases, the Tourism Department may:

• Cancel the homestay registration.
• Recover the subsidy already released along with applicable interest.
• Blacklist the beneficiary from availing benefits under the scheme.
• Take any other action permitted under the scheme guidelines.

Before taking any action, the Tourism Department will issue a show-cause notice and provide the applicant an opportunity to explain their case.

Annual Target

• During the first phase of the Mukhyamantri Homestay Protsahan Yojana, the Bihar Government has set a target of registering 1,000 homestay rooms over the next five consecutive financial years.
• To support this objective, the Government has proposed an estimated expenditure of around ₹25 crore towards providing financial incentives under the scheme.
