Scheme Introduction: A Brief Overview

The Government of Bihar is continuously working to ensure that financially weaker students do not face any financial or accommodation-related difficulties while pursuing higher education. With this objective, the Bihar Mukhyamantri Pichhda Varg Evam Atyant Pichhda Varg Chhatravas Anudan Yojana was launched by the Backward Class and Extremely Backward Class Welfare Department, Government of Bihar, in the financial year 2018–19.

When the scheme was first introduced, eligible students staying in departmental hostels received a hostel grant of ₹1,000 per month. The Government of Bihar has now made an important revision to the scheme by increasing the hostel grant from ₹1,000 to ₹2,000 per month. This revised amount has been made effective from 2026, allowing eligible students to receive twice the financial a they used to get earlier.

Under this scheme, eligible students residing in departmental hostels receive ₹2,000 per month as hostel grant. Students staying in these hostels may also receive benefits under the Hostel Food Grain Supply Scheme and enjoy various hostel facilities as per the department's rules.

This scheme is specially meant for students belonging to the Backward Class (BC) or Extremely Backward Class (EBC) communities who are studying in a recognized school, college, university, or technical institution located in their own district. Eligible students can apply through the department's online portal. Students admitted to departmental hostels and fulfilling the prescribed eligibility conditions can receive the hostel grant under this scheme.

Objectives of the Scheme

• The main objective of Bihar Mukhyamantri Pichhda Varg Evam Atyant Pichhda Varg Chhatravas Anudan Yojana is to provide monthly financial assistance to eligible BC and EBC students residing in departmental hostels, enabling them to continue their education without financial hardship.
• The Government aims to ensure that no student has to discontinue their education because of financial problems. Therefore, along with hostel accommodation, students are provided monthly financial assistance and other essential facilities so that they can focus on their studies without worrying about expenses.
• Another objective of this scheme is to provide students from rural areas and economically weaker families with a better environment for quality education and encourage them to pursue higher education.

Scheme Benefits

Under Bihar Mukhyamantri Pichhda Varg Evam Atyant Pichhda Varg Chhatravas Anudan Yojana, eligible students receive the following benefits:

• Eligible students receive ₹2,000 per month as hostel grant.
   
• The amount is credited every month to eligible beneficiaries as per departmental rules.
   
• The grant helps students meet hostel-related expenses while continuing their education.
   
• Students residing in departmental hostels may also receive benefits under the Hostel Food Grain Supply Scheme.
   
• Students can also avail hostel facilities provided by the department after hostel admission..

Important: The Government of Bihar increased the hostel grant under this scheme from ₹1,000 per month to ₹2,000 per month in 2026. Earlier, eligible students received ₹1,000 per month as financial assistance.

Eligibility Requirements

The eligibility conditions are as follows:

• The applicant must be a permanent resident of Bihar.
• The applicant must belong to the Backward Class (BC) or Extremely Backward Class (EBC) community.
• The applicant must be studying in a recognized school, college, university, or technical institution located in the same district where they are applying for hostel admission.
• The applicant should be admitted to a departmental hostel as prescribed by the department.
• The applicant must upload all the required documents correctly and completely while submitting the online application.
• At the time of admission, the applicant must complete the verification of all original documents.
• The applicant and their parent/guardian must also submit an Undertaking in the format prescribed by the department.

Important: If any information provided in the application is found to be false or misleading, the applicant's hostel admission may be cancelled, and the department may take further action as per the rules.

Required Documents

While applying online for Bihar Mukhyamantri Pichhda Varg Evam Atyant Pichhda Varg Chhatravas Anudan Yojana, applicants must upload the following documents:

• Matriculation (Class 10) certificate or an equivalent certificate showing the applicant's date of birth.
• Class 10 mark sheet.
• Mark sheet of the last examination passed.
• Aadhaar Card.
• Caste Certificate.
• Residence (Domicile) Certificate.
• Admission certificate issued by the recognized school, college, university, or technical institution where the applicant is currently studying.
• Undertaking submitted by the applicant's parent/guardian.
• Bank Account Details
  • Name of the bank.
  • Name of the applicant as mentioned in the bank account.

  • IFSC Code.
  • Photograph and Signature

The applicant must upload the following:

• Passport-size photograph of the applicant.
• Passport-size photograph of the applicant's father.
• Passport-size photograph of the Visitor.
• Signature of the applicant.

Note: All documents, photographs, and the applicant's signature must be uploaded in the prescribed format with a resolution of 200 DPI and a maximum file size of 500 KB.

Steps to Apply

Applications under Bihar Mukhyamantri Pichhda Varg Evam Atyant Pichhda Varg Chhatravas Anudan Yojana are accepted only through the online mode. Follow the steps below to apply.

• Step 1: Visit the Official Portal
  • First, visit the official BCEBC Online Portal.
  • On the homepage, scroll down and click on the "OBC/JKT Welfare Hostel" option.
• Step 2: Check Hostel Details
  • A new hostel page will open.
  • Here, you can check the list of hostels available in your district, the number of vacant seats, and the last date for submitting the application.
• Step 3: Start the Application
  • Click on the "Apply for Hostel Admission" option.
  • Carefully read all the instructions displayed on the screen before proceeding to the next step.
• Step 4: Register a New Account
  • If you have not registered earlier, click on "Register New Account."
  • Enter all the required details, including:
  • Applicant's name.
  • Parent's name.
  • Date of birth.
  • Gender.
  • Category.
  • Aadhaar number.
  • Mobile number.
  • Email ID.
  • After filling in the details, verify your mobile number using the OTP.
• Step 5: Log In
  • After completing the registration, you will receive a User ID and Password.
  • Use these credentials to log in to the portal again.
  • While logging in, go to Hostel Login and select the Hostel Admission option.
• Step 6: Fill Out the Application Form
  • After logging in, complete the application form by entering all the required information in the following sections:
  • Personal Details.
  • Educational Details.
  • Other Details.
  • Hostel Application.
  • Enter all the information carefully and upload all the required documents in the prescribed format.
• Step 7: Review the Application
  • After filling in all the details, click on "Save and Continue."
  • If you need to make any corrections, click on the "Modify Application" option and update the required information before proceeding.
• Step 8: Submit the Final Application
  • Once you have confirmed that all the information entered is correct, click on "Finalize Application" to submit your application.
  • After the application is finalized, no changes or corrections can be made.
• Step 9: Save a Copy of Your Application
  • After your application is submitted successfully, a Print Preview of the application form will appear on the screen.
  • Download the application as a PDF or take a printout and keep it safely for future reference and document verification.

Important: If you want to cancel your previously submitted application and submit a new one, you can do so before the last date of application. Once the new application is submitted, the old application will be cancelled automatically, and a new application number will be generated. If you face any problem during registration, you can contact the District Backward Class and Extremely Backward Class Welfare Office of your concerned district for assistance.

Document Verification Process

After the online application is shortlisted, applicants must appear for document verification before the hostel grant and admission process is completed.

The following original documents will be verified:

• Original Matriculation (Class 10) certificate or an equivalent certificate showing the applicant's date of birth.
• Original Class 10 mark sheet.
• Original mark sheet of the last examination passed.
• Aadhaar Card.
• Original admission certificate issued by the school, college, university, or technical institution.
• Original bank passbook or bank account details signed and stamped by the bank authority.

Important: At the time of document verification, the applicant must also bring one passport-size photograph. The applicant's name and Application ID should be clearly written on the back of the photograph.

• If you want to cancel your previously submitted application and submit a fresh application, you can do so before the last date of application.
• Once the new application is submitted, the previous application will be cancelled automatically, and a new application number will be issued.
