Scheme Introduction: A Brief Overview

The Deen Dayal Lado Lakshmi Yojana (DDLLY) is a flagship women welfare scheme launched by the Haryana Government on 25 September 2025 to strengthen the financial independence of women and provide them with social security. Under the scheme, eligible women receive monthly financial assistance of up to Rs. 2,100/-. The financial assistance is transferred directly to the beneficiary's savings bank account through the Direct Benefit Transfer (DBT) system. The scheme is implemented by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department and is applicable throughout the State of Haryana.

The Haryana Government has also launched several other welfare schemes for women and economically weaker families, including the Drone Didi Scheme to promote women's participation in drone technology and the Har Ghar Har Grihini Scheme to provide LPG cylinders at subsidised rates to eligible households.

To extend the benefits of the scheme to more eligible women, the Haryana Government issued a revised notification on 8 January 2026, replacing the earlier notification dated 15 September 2025. The revised notification introduced an additional eligibility category for women belonging to families with a verified annual income of up to Rs. 1.80 lakh, subject to specified educational and child welfare conditions. It also revised the monthly financial assistance structure by introducing a Government-operated Recurring Deposit (RD) / Fixed Deposit (FD) component to encourage long-term savings among beneficiaries.

Under the revised notification, the Haryana Government has revised the payment structure of the monthly assistance. Every newly approved beneficiary receives the full amount in her savings bank account during the first month. From the second month onwards, the assistance is released in two parts. An amount of Rs. 1,100/- is credited directly to the beneficiary's savings bank account, while the remaining Rs. 1,000/- is deposited by the Government into a Government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account.

The amount deposited in the RD/FD account, along with the applicable interest, is paid to the beneficiary on maturity. Eligible women can also choose to receive a lower monthly financial assistance through the Lado Lakshmi App in accordance with the revised guidelines. Women aged 23 years or above can apply for the Deen Dayal Lado Lakshmi Yojana if they fulfil the prescribed eligibility conditions. The scheme covers eligible women from families with verified income within the applicable limit. There is no restriction on the number of eligible women from the same family who can receive benefits under the scheme.

Eligible women can apply for the Lado Lakshmi Scheme online through the Lado Lakshmi App, which is available for download from the Google Play Store. New registration for eligible women from families with an annual income of up to Rs. 1.80 lakh will start from 17 September 2026. The Citizen Resources Information Department (CRID) verifies all submitted applications. After successful verification, the financial assistance is credited directly to the beneficiary's savings bank account through the Direct Benefit Transfer (DBT) system. To continue receiving monthly benefits under the Deen Dayal Lado Lakshmi Yojana, every beneficiary must complete the mandatory monthly face authentication (Liveness Certificate) through the Lado Lakshmi App. Beneficiaries can also submit grievances related to the scheme through the Lado Lakshmi App.

Latest Update

The Haryana Government has expanded the Deen Dayal Lado Lakshmi Yojana to include eligible women from families with an annual income of up to Rs. 1.80 lakh. New registration for eligible women will start from 17 September 2026. The government will also launch a dedicated registration portal for the expanded category. Eligible beneficiaries will receive monthly financial assistance of Rs. 2,100/-, subject to fulfilment of the prescribed eligibility conditions.

Scheme Benefits

• Every eligible woman will receive financial assistance of Rs 2,100/- under the Deen Dayal Lado Lakshmi Yojana.
• Financial assistance will be transferred directly through the Direct Benefit Transfer (DBT) system using the Public Finance Management System (PFMS).
• The scheme promotes regular savings by depositing a portion of the monthly assistance into a Government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account.
• The scheme aims to strengthen the financial independence of women and provide social security.
• The amount deposited in the Government-operated RD/FD account, along with the applicable interest, will be paid to the beneficiary on maturity.
• There is no restriction on the number of eligible women in a family who can receive the benefit, provided each applicant fulfils the eligibility conditions.

Monthly Financial Assistance Details

• Every eligible woman will receive financial assistance of Rs. 2,100/- per month.
• During the first month, the entire amount of Rs. 2,100/- will be credited directly to the beneficiary's savings bank account.
• From the second month onwards, the monthly assistance will be released in two parts:
  • Rs. 1,100/- will be credited to the beneficiary's savings bank account.
  • Rs. 1,000/- will be deposited by the Government into a Government-operated RD/FD account.
• Beneficiaries can choose to receive either the full monthly benefit of Rs. 2,100/- or a lower amount through the Lado Lakshmi App after verification.
• If a beneficiary opts to receive Rs. 1,500/- or less, she will receive Rs. 500/- in her savings account and Rs. 1,000/- will be deposited in the Government-operated RD account.
• If a beneficiary opts to receive more than Rs. 1,500/-, Rs. 1,000/- will be deposited in the Government-operated RD account and the remaining amount will be credited to her savings bank account.
• The tenure of the Government-operated RD will be decided by the Government and will not exceed five years.

Eligibility Requirement

A woman can become eligible for the Deen Dayal Lado Lakshmi Yojana under either of the following two categories.

Category 1: Women from the Poorest Families

A woman shall be eligible under this category if she fulfils all of the following conditions:

• She is 23 years of age or above.
• She belongs to a family whose verified annual income does not exceed Rs. 1,00,000/- as per the Family Information Data Repository (FIDR).
• Her family has been identified and endorsed as belonging to the poorest of the poor by the concerned Gram Sabha (rural areas) or Area Sabha/Ward Committee (urban areas).
• She is a resident of Haryana. In the case of a woman married into Haryana from another State, her husband must have been residing in Haryana for at least 15 years at the time of application.

Category 2: Additional Eligibility for Families with Annual Income up to ₹1.80 Lakh

A woman may also become eligible under this category if she fulfils the following conditions:

• She is 23 years of age or above.
• The annual income of her family does not exceed ₹1.80 lakh per annum as per FIDR.
• She is a resident of Haryana. In the case of a woman married into Haryana from another State, her husband must have been residing in Haryana for at least 15 years at the time of application.
• In addition, any one of the following conditions must be fulfilled:
  • Her child studying in a State Government School has secured more than 80% marks in the Class 10 or Class 12 Board examination conducted by the Board of School Education Haryana (BSEH) or CBSE.
  • Her child studying in a State Government School has achieved the prescribed grade-level competency under the NIPUN Bharat Mission in Grades 1 to 4.
  • She has successfully brought her child out of Severe Acute Malnutrition (SAM) or Moderate Acute Malnutrition (MAM), as verified by the Women and Child Development Department, Haryana.
• Mothers having more than three children are not eligible under this category.

Ineligibility Criteria

A woman will not be eligible to receive benefits under the Haryana Lado Lakshmi Yojana if she falls under any of the following categories:

• She is already receiving financial assistance under any of the following Haryana Social Security Schemes:
  • Old Age Samman Allowance Scheme.
  • Financial Assistance to Widows and Destitute Women Scheme.
  • Haryana Divyang Pension Scheme.
  • Ladli Social Security Allowance.
  • Financial Assistance to Kashmiri Migrant Families.
  • Haryana Allowance to Dwarf.
  • Financial Assistance to Women and Girl Acid Attack Victims.
  • Financial Assistance to Widower and Unmarried Persons Scheme, 2023.
  • Haryana Gaurav Samman Scheme for Padma Awardees.
  • Any other similar social security scheme notified by the Haryana Government from time to time.
• She is receiving any pension, financial assistance, or annuity from any Government, Local Authority, Statutory Body, or any organisation owned and controlled by the Government.
• She is employed on a regular, contractual, full-time, or part-time basis in any Government Department, Local Authority, Statutory Body, or Government-owned and controlled organisation, and her family income exceeds the prescribed eligibility limit under the scheme.
• She is an income tax payer.

Important Note

• A woman can continue to receive benefits under the Deen Dayal Lado Lakshmi Yojana even if she is receiving financial assistance under the following schemes:
  • Financial Assistance for Stage III and Stage IV Cancer Patients.
  • Financial Assistance to Persons Suffering from Rare Diseases.
  • Financial Assistance to Persons Suffering from Haemophilia, Thalassemia and Sickle Cell Anaemia.
  • Any other similar scheme specifically notified by the Haryana Government.

Required Documents

• Applicants should keep the following documents and information ready while submitting the online application through the Lado Lakshmi App:
  • Aadhaar Card of the applicant.
  • Aadhaar details of all family members.
  • Family ID (PPP).
  • Haryana Residence (Domicile) Certificate.
  • Income Certificate or verified family income details as available in FIDR.
  • Applicant's Savings Bank Account details.
  • Haryana Kaushal Rozgar Nigam (HKRN) ID (if applicable).
  • Electricity Connection Number/Consumer Number.
  • Vehicle ownership details (if any).
  • Active Mobile Number.
  • Any other documents or information as prescribed by the Haryana Government from time to time.

Steps to Apply

The Haryana Government has opened new registration for the expanded category of the Deen Dayal Lado Lakshmi Yojana from 17 September 2026. Eligible women belonging to families with an annual income of up to Rs. 1.80 lakh can register through the official Lado Lakshmi App, subject to fulfilment of the prescribed eligibility conditions.

• The Haryana Government accepts online applications for the Deen Dayal Lado Lakshmi Yojana through a dedicated mobile application called the Lado Lakshmi App, developed by HARTRON.
• The Lado Lakshmi App is available for download from the Google Play Store for Android users. iPhone users can also download the app from the Apple App Store.
• Eligible women can download the app and submit their application to receive financial assistance under the scheme.
• Applications under the Deen Dayal Lado Lakshmi Yojana can only be submitted through the Lado Lakshmi App.
  
• Open the application and register using the applicant's mobile number.
  
• Verify the mobile number using the OTP received on the registered mobile number.
  
• After logging in, select 'Apply for the Scheme' from the dashboard. 
  
• Read the list of required documents and proceed with the online application.
  
• Complete all the stages of the application process by providing the required information.
  
• Enter the required personal and family details, such as Aadhaar details, Family ID (PPP), residence details, income details, savings bank account details, electricity connection details, HKRN ID (if applicable), and vehicle details (if applicable).
• Submit the application. After successful submission, a unique Registration ID will be generated for future reference.
• The application will be sent to CRID for verification. The verification process is completed within 15 days.
• If found eligible, the applicant will receive an SMS asking her to choose whether she wants to receive the full monthly assistance of Rs. 2,100/- or a lower amount under the scheme.
• After selecting the preferred benefit amount, the applicant must submit her consent through the Lado Lakshmi App using the Registration ID.
• If the application is found ineligible, the applicant must submit a fresh application after correcting the required details.
• After final approval, the SEWA Department will generate a DDLLY ID and validate the applicant's bank account through PFMS.
• Once the bank account is successfully validated, the financial assistance will be credited directly to the beneficiary's savings bank account through DBT.
• If the payment fails due to incorrect bank account details, the beneficiary can update or change her bank account details through the Lado Lakshmi App.
• After receiving the first payment, the beneficiary must complete the monthly Face Authentication (Liveness Certificate/Blink to Click) through the Lado Lakshmi App to continue receiving benefits.
• If the beneficiary has any issue related to the scheme or application, she can submit a complaint through the grievance section available in the Lado Lakshmi App.

Important Points to Remember

• Financial assistance becomes payable from the month in which the DDLLY ID is generated and is credited in the following month.
• If the monthly financial assistance is not credited for two consecutive months due to incorrect bank account details, the payment will be put on hold. The beneficiary should update her bank account details through the Lado Lakshmi App to resume receiving the benefits.
• If an application is found ineligible after verification, the applicant must submit a fresh application after correcting the required information.
• If a beneficiary becomes eligible for another Haryana Social Security Pension Scheme, she will be automatically transitioned to the applicable scheme, subject to fulfilling its eligibility conditions.
• If a beneficiary receives financial assistance by providing false or incorrect information, the wrongly received amount may be recovered by the Government along with 12% annual interest, as per the scheme guidelines.
• Beneficiaries can submit grievances related to the scheme directly through the Lado Lakshmi App.
