Scheme Introduction: A Brief Overview

The Gujarat Namo Kaushalya Lakshmi Yojana is a financial assistance scheme of the Government of Gujarat for female trainees enrolled in Government Industrial Training Institutes (ITIs) across the state. The scheme was announced in the Gujarat Budget 2026-27, presented by Finance Minister Kanubhai Desai in the State Assembly on 18 February 2026. It aims to encourage more women to pursue vocational and technical training and become self-reliant through skill development.

Under the Namo Kaushalya Lakshmi Yojana, female trainees pursuing a 1-year ITI course can receive total financial assistance of ₹15,000, while those enrolled in a 2-year ITI course can receive up to ₹24,000. For a 1-year course, the assistance includes ₹750 per month for 10 months and ₹7,500 after passing the final annual examination. For a 2-year course, trainees can receive ₹750 per month for 20 months and ₹9,000 after passing the final annual examination.

The monthly assistance is linked to attendance, and eligible female trainees must maintain a quarterly average attendance of 80% or above. The financial assistance is paid directly into the beneficiary's bank account through the Direct Benefit Transfer (DBT) system. The scheme is being implemented by the Labour, Skill Development and Employment Department, Government of Gujarat, through the Directorate of Employment and Training.

The Gujarat Government initially made a ₹40 crore budget provision for the scheme in the 2026-27 Budget. Subsequently, the Labour, Skill Development and Employment Department granted administrative approval for ₹33 crore to provide assistance to an estimated 23,000 female trainees in Government ITIs during 2026-27. Gujarat has a total of 288 Government ITIs with 1,77,828 sanctioned seats under NCVT/GCVT trades.

The Gujarat Namo Kaushalya Lakshmi Yojana extends the state's support for girls' education into the vocational and skill-training sector. The Gujarat Government also runs the Gujarat Namo Lakshmi Yojana for girls studying in Classes 9 to 12 and the Gujarat Namo Saraswati Vigyan Sadhana Yojana for students pursuing the Science stream in Classes 11 and 12.

The Government of Gujarat has now issued administrative approval and implementation instructions for the Namo Kaushalya Lakshmi Yojana. The implementation process requires Government ITIs to verify eligible female trainees, check attendance, process the required grant through the departmental system and make the assistance through DBT. Eligibility Requirements

The Namo Kaushalya Lakshmi Yojana covers female trainees enrolled in Government Industrial Training Institutes (ITIs) in Gujarat. Eligible trainees must meet the attendance requirement prescribed under the scheme to receive the financial assistance.

Steps to Apply

Eligible female trainees can avail the Namo Kaushalya Lakshmi Yojana benefits through their concerned Government ITI by completing the required admission, verification and banking formalities.

1. Take admission to an eligible Government Industrial Training Institute (ITI) in Gujarat.
2. Complete the required ITI admission and enrolment formalities.
3. Provide the Aadhaar Card and bank account details to the concerned ITI, as the financial assistance is transferred through the DBT system.
4. The concerned Government ITI briefs trainees about the scheme, the mandatory 80% attendance condition and the need for an Aadhaar Card and bank account for direct payment.
5. Maintain a quarterly average attendance of 80% or above throughout the training period.
6. The Government ITI verifies the enrolled female trainees and submits the detailed information of trainees meeting the attendance condition, along with the necessary supporting records, to the concerned DDO (Drawing and Disbursing Officer) institution on a quarterly basis.
7. The DDO institution verifies the information received from its subordinate institutes and raises the grant requirement to the Budget Branch of the Directorate of Employment and Training, through the Deputy Director (Training), Regional Office.
8. The Budget Branch carries out the prescribed verification and allocates the grant back to the DDO institutions through the concerned Regional Office.
9. The DDO institution pays the assistance quarterly into the beneficiary trainee's bank account through Direct Benefit Transfer (DBT), following the DBT Portal / C.M. Dashboard process.
10. Pass the final annual examination to receive the remaining lump-sum amount payable under the scheme.
