Scheme Introduction: A Brief Overview

The Haryana Nirman Kamgar Matritva Labh Yojana is a welfare scheme implemented under the Haryana Building and Other Construction Workers Welfare Board (HBOCWWB) and the Labour Department, Haryana. The scheme has been introduced specifically to provide financial assistance to registered women construction workers during maternity. Women working in the construction sector may experience a loss of income around the time of childbirth, along with additional expenses associated with maternity and childcare. The scheme aims to reduce this financial burden by providing eligible women construction workers with financial assistance during the maternity period. The assistance provided under the scheme takes into account both maternity-related needs and nutritional requirements.

Under the Matritva Labh Yojana, a total financial assistance of ₹36,000 is provided to eligible beneficiaries. This amount consists of ₹30,000 as maternity assistance and ₹6,000 as nutritional assistance. The objective of the scheme is not limited to providing financial assistance in connection with childbirth; it also aims to support the nutritional needs of the woman and newborn during the maternity period. The benefit is generally provided for up to two children. In addition, the rules provide a special provision under which the benefit may be extended to the third child if the third child is a girl. However, the applicant must fulfil all other applicable eligibility conditions to receive the benefit.

The scheme is implemented through the Haryana Building and Other Construction Workers Welfare Board. Therefore, a woman construction worker must first be registered with HBOCWWB to avail herself of the scheme. After registration, the worker is required to fulfil the prescribed membership and work-experience conditions. The current online registration process uses Parivar Pehchan Patra (PPP/Family ID) and Aadhaar verification for verification of the worker's identity and family-related information. Once the prescribed eligibility conditions are fulfilled, the registered worker can apply for various welfare schemes available under the Board.

Similarly, the Labour Department, Haryana operates several other welfare schemes for registered construction workers, including the Haryana Nirman Kamgar Kanyadan Scheme, Son's Marriage Financial Assistance Scheme, and Haryana Nirman Kamgar Medhavi Chhatra Protsahan Rashi Yojana. Under the Kanyadan Scheme, assistance of up to ₹1,01,000 is provided for the marriage of a daughter, including ₹51,000 as Kanyadan assistance and ₹50,000 for marriage arrangements, subject to the applicable limit of up to three daughters. For the marriage of a son, financial assistance of ₹21,000 is provided for up to two sons. Under the Meritorious Students Incentive Scheme, students securing good marks in Class 10 or Class 12 can receive incentives ranging from ₹21,000 to ₹51,000. A minimum of one year of regular membership with HBOCWWB is required for these schemes.

The Haryana Nirman Kamgar Matritva Labh Yojana provides the following benefits:

• ₹30,000 is provided as maternity assistance.

• Thus, the total assistance under the scheme is ₹36,000.
• As per the available provisions, the maternity benefit is generally provided for up to two children.
• If the third child is a girl, the benefit may be extended to the third girl as per the applicable provisions.
• The scheme is specifically intended to provide financial assistance to registered women construction workers during maternity.

Eligibility Requirements

To apply for the Haryana Nirman Kamgar Matritva Labh Yojana, the applicant must fulfil the prescribed eligibility conditions:

• The applicant must be a woman construction worker.
• The applicant must be a domicile/resident of Haryana.
• The applicant must have at least one year of membership with the Haryana Building and Other Construction Workers Board.
• The applicant's husband must not have received paternity benefits under any department or board.
• A special provision applies in case the third child is a girl.
• At the HBOCWWB registration stage, the applicant must have the previous year's minimum 90 days of work experience recorded and approved.

Steps to Apply

The application process for the Haryana Nirman Kamgar Matritva Labh Yojana can broadly be understood in two stages. First, the woman construction worker must complete her registration with HBOCWWB and fulfil the prescribed eligibility requirements. After this, the eligible worker can apply for the Maternity Benefit Scheme through the Antyodaya portal. The process is as follows.

BOCW/HBOCWWB Registration Process

• First, visit the official Haryana Labour Department portal.
• Before starting the BOCW/HBOCWWB registration process, carefully read the instructions provided and accept the required acknowledgement/declaration to proceed.
• If you have a Parivar Pehchan Patra (PPP)/Family ID:
  • Select “I Have Family ID”.
  • Enter your Family ID and click “Fetch Family Details”.
  • Select the applicant's name from the displayed family members.
  • Enter the OTP received on the registered mobile number.
  • Click “Click to Verify” to complete the verification.
• Enter your Aadhaar number, accept the required declaration, and complete Aadhaar verification.
• After Aadhaar verification is completed, the registration form will open.
• Fill in the required personal, family, and construction-work-related details accurately and submit the form.

Antyodaya Portal Application Process

After registration, the Antyodaya SARAL Haryana Portal is used for submitting the scheme application.

• First, visit the Haryana Antyodaya SARAL Portal.
• If the applicant is not already registered on the portal, they can create an account.
• To register, click “New User/Register Here” and enter all mandatory details, such as name, email ID, mobile number, and password. Then click “Submit.”
• After registration, use the user ID and password received on the mobile to log in to the portal.
• After logging in, select the Haryana Nirman Kamgar Matritva Labh Yojana from the list of schemes.
• The scheme is listed on the Antyodaya Portal under the name “Haryana Maternity Benefit Scheme.”
• Fill in the application form correctly and upload all required documents.
• Once the application form has been completed and submitted, the application process is complete.
• The application will then be scrutinized by the concerned authorities.
• After verification, financial assistance of ₹36,000 will be credited to the bank account provided by the beneficiary.
• Applicants can check their application status online through the Antyodaya SARAL Portal using the Track Application facility.
