Scheme Introduction: A Brief Overview

The Magel Tyala Saur Krushi Pump Yojana is a Maharashtra Government initiative that provides off-grid solar agricultural pumps to eligible farmers for irrigation. The scheme is designed particularly for farmers who have a sustainable water source but do not have a conventional electricity supply for agricultural irrigation. It provides an independent irrigation facility powered by solar energy, helping farmers reduce their dependence on grid electricity and load shedding.

Under the scheme, eligible farmers can receive 3 HP, 5 HP or 7.5 HP solar agricultural pumps according to their agricultural landholding. Farmers with up to 2.5 acres can receive a 3 HP pump, those with 2.51 to 5 acres can receive a 5 HP pump, and those holding more than 5 acres can receive a 7.5 HP pump. Farmers can also request a pump with a lower capacity than the capacity for which they are eligible.

The scheme provides significant financial support to farmers. General-category beneficiaries contribute 10% of the applicable solar pump cost, while SC/ST beneficiaries contribute 5%. The remaining cost is supported through government subsidy. The solar pump allows farmers to irrigate their fields during the daytime without paying electricity or diesel costs for operating the pump. It also helps avoid irrigation problems caused by power cuts, low voltage and single-phase supply.

Farmers must have an assured water source such as a well, borewell, farm pond or perennial river/stream, subject to the scheme's conditions. Applicants must also meet the scheme's eligibility conditions relating to previous solar pump benefits and conventional agricultural electricity supply.

Farmers who have already received a subsidised off-grid solar pump benefit cannot normally receive another subsidised pump. The scheme also excludes farmers who have previously benefited from Atal Saur Krushi Pump Yojana or Mukhyamantri Saur Krushi Pump Yojana. The MSEDCL guidelines further clarify special cases involving existing solar or conventional pumps, common wells, river-water lifting and high water head under the separate ORC arrangement.

The solar pump receives five-year repair and maintenance support with insurance coverage. Farmers can apply online through the MSEDCL portal. After submission, MSEDCL provides a beneficiary number through SMS, which applicants can use to track their application status online.

Solar Pump Capacity

The Magel Tyala Saur Krushi Pump Yojana provides solar agricultural pumps according to the farmer's agricultural landholding. The MSEDCL portal specifies the following pump capacities:

  • Farmers can also request a solar pump with a lower capacity than the capacity applicable to their landholding.
  • Farmers eligible for a 7.5 HP solar pump can opt for a 10 HP solar pump under a separate MSEDCL provision.
    • The beneficiary must pay the additional cost difference between the 7.5 HP and 10 HP pumps directly to the selected vendor. The government subsidy remains limited to the eligible 7.5 HP pump capacity.

Special Cases for Additional Solar Pumps

  • A beneficiary who already has a solar pump may be permitted to install an additional solar pump under the ORC scheme, subject to the applicable conditions and cost requirements.
  • A farmer having a conventional pump may also be permitted to install an additional solar pump under the ORC scheme. This does not constitute a second subsidised benefit under the normal scheme.
  • Additional pumps may be considered under ORC in certain cases involving a common well, river-water lifting, high water head or reduced pump discharge.
  • For the ORC cases specified in the MSEDCL guideline, the beneficiary has to bear 100% of the cost of the DC off-grid solar pump.

Eligibility Requirements

  • The applicant must be an eligible farmer with agricultural land and an assured water source for irrigation, such as a well, borewell, farm pond or perennial river/stream.
  • Farmers with agricultural land of up to 2.5 acres are eligible for a solar pump of up to 3 HP.
  • Farmers with 2.51 to 5 acres of agricultural land are eligible for a 5 HP solar pump.
  • Farmers with agricultural land of more than 5 acres are eligible for a 7.5 HP solar pump.
  • The applicant may also choose a solar pump with a lower capacity than the eligible capacity.
  • Where several beneficiaries share a common well, one beneficiary can avail the subsidised solar pump after obtaining an NOC from the other beneficiaries.

Ineligibility Conditions

  • A farmer who has already received the one-time subsidised benefit for an off-grid solar pump cannot receive another subsidised solar pump.
  • A farmer who already has a solar pump cannot normally receive another solar pump under the subsidised scheme for nearby land in the same or another village.
  • Farmers who have already availed benefits under
  • A solar pump cannot be used to draw water from water reservoirs created through water-conservation works.
  • An applicant without an assured or sustainable water source for irrigation cannot qualify for the solar pump benefit.
  • The farmer should not have a conventional electricity supply for the agricultural irrigation pump.

Note: In certain cases, such as an existing solar or conventional pump, common well, river-water lifting or high water head, an additional pump may be allowed under the separate ORC scheme. This is not a second subsidised benefit under the normal scheme.

  • Applicant's mobile number for receiving application-related SMS updates.

Note: The documents required may vary depending on the applicant's land ownership, social category, water source and other applicable conditions. Applicants should keep the relevant documents ready while applying through the MSEDCL portal.

Steps to Apply

Farmers can apply for the Magel Tyala Saur Krushi Pump Yojana through the MSEDCL online portal. Applicants need to follow the process given below:

  1. Visit the MSEDCL Magel Tyala Saur Krushi Pump Yojana online portal.
  2. On the home page, select the "Apply" option under Beneficiaries Services.
  3. Fill out the A-1 application form that appears on the screen with the required personal, land and water-source details.
  4. Upload the required documents, including the 7/12 land record, Aadhaar Card and caste certificate, where applicable.
  5. Submit the application form online and note the beneficiary number sent to the registered mobile number through SMS.
  6. MSEDCL will process the application and send updates about different stages of the application through SMS.
  7. Use the beneficiary number on the MSEDCL portal to check the current application status.
  8. After approval, pay the applicable beneficiary share through the portal as instructed by MSEDCL. General-category beneficiaries pay 10%, and SC/ST beneficiaries pay 5% of the applicable pump cost.
