Scheme Introduction: A Brief Overview

Losing a husband is one of the hardest things a woman can go through. Beyond the grief, she often has to deal with financial pressure, loneliness, and the responsibility of managing everything on her own. In many parts of Madhya Pradesh, widowed women also face social pressure from family and community that discourages them from remarrying and starting fresh. Remarrying is a personal choice - but it is also a practical one. It can bring stability, emotional support, and a more secure future. Keeping this in mind, the Government of Madhya Pradesh launched the Mukhyamantri Kalyani Vivah Sahayata Yojana in 2018 to ensure that financial difficulty never becomes a reason for a widowed woman to hold back from rebuilding her life.

Under this scheme, any widowed woman who is a permanent resident of Madhya Pradesh and is at least 18 years of age is entitled to receive a one-time financial assistance of Rs. 2,00,000/- directly into her bank account upon remarriage. There is no BPL restriction, no income limit, and no middlemen involved. The application simply needs to be submitted within 1 year of the marriage date.

The Madhya Pradesh Government's support for women does not stop here. Several other schemes have also been launched to help women at different stages of life - including the Mukhyamantri Kalyani Pension Yojana for widowed women, Parityakta Pension Yojana for abandoned women, and Mukhyamantri Avivahita Pension Yojana for unmarried women - all working together to provide a reliable support system for women across the state.

Scheme Benefits

  • A one-time financial assistance of Rs. 2,00,000/- is deposited directly into the Kalyani's bank savings account through DBT (Direct Benefit Transfer) upon successful remarriage and approval of her application.

Who Is This Scheme For?

  • This scheme is specifically designed for widowed women - called Kalyanis - who live in Madhya Pradesh and have chosen to remarry. It is for women who want to rebuild their lives but need financial support to do so.
  • Whether she is from a village or a city, whether she applies online or walks into a district office - this scheme is accessible to every eligible woman in the state.

Eligibility Requirements

  • She must be a widowed woman (Kalyani) who is remarrying
  • Both she and her new husband must be permanent residents (domicile) of Madhya Pradesh
  • Her age at the time of marriage must be at least 18 years; her husband's age must be at least 21 years
  • She must not be an income tax payer - a sworn affidavit confirming this is mandatory
  • She must not be employed as a government employee or officer under the State Government, Central Government, or any government-funded corporation, institution, or body
  • She must not be receiving any family pension from any government source
  • The man she is marrying must not have any living wife from a previous marriage
  • She must submit the death certificate of her previous husband along with a sworn affidavit confirming that the person named in that certificate was indeed her husband

Additional Points to Know

  • There is no BPL (Below Poverty Line) restriction - women from all economic backgrounds are eligible
  • There is no requirement to marry in a mass/group marriage ceremony - individual marriages are completely valid under this scheme
  • If the Kalyani or her husband (or both) is a person with disability, the Kalyani Vivah Sahayata benefit will still apply - however, no additional benefit from a disability-related marriage scheme will be given on top of it
  • If minor children are involved, the responsibility for their upbringing will be jointly shared by the Kalyani and her new husband after the marriage
  • If the marriage ends in divorce within 7 years of the wedding date, the Rs. 2,00,000/- assistance will be recovered from the Kalyani

Who Cannot Apply - Exclusions

  • Your remarriage must have taken place on or after 06 April 2018 to be eligible
  • A Kalyani who is already receiving benefit from another marriage assistance scheme such as Mukhyamantri Kanya Vivah/Nikah Yojana or Nishaktjan Vivah Protsahan Yojana cannot claim this benefit additionally - if she remarries through those schemes' mass marriage programme, only the Kalyani Vivah Yojana benefit will be given, not both

Required Documents

  • Permanent resident (domicile) certificate of Madhya Pradesh - for both the Kalyani and her husband
  • 9-digit individual Samagra ID of both the Kalyani and her husband
  • 8-digit Family Samagra ID (both must be on the same family Samagra ID)
  • Age proof of both the Kalyani and her husband
  • Aadhaar card of both - if available
  • Bank passbook copy of the Kalyani showing account number and IFSC code clearly
  • Marriage certificate issued by a competent authority
  • Death certificate of the previous husband
  • Sworn affidavit by the Kalyani confirming that the person named in the death certificate was her husband
  • Self-declaration by the Kalyani that she is not an income tax payer
  • Self-declaration by the Kalyani that she is not a government employee or officer
  • Self-declaration by the Kalyani that she is not receiving any family pension Self-declaration by the husband confirming he has no living wife from a previous marriage (not required if he was previously unmarried)
  • Two recent passport-size photographs each of the Kalyani and her husband
  • One joint photograph of the couple taken at the time of the marriage ceremony

Note: All self-declaration formats (points 9 to 13 above) must follow the Annexure-B format as per the official order.

Before You Apply - Checklist

Take care of these before submitting your application to avoid delays:

  • Aadhaar e-KYC of both the Kalyani and her husband must be completed and linked on the Samagra Portal
  • Marital status on the Samagra Portal must be updated to 'Married' (Vivahit)
  • Both the Kalyani and her husband must appear on the same 8-digit Family Samagra ID
  • Bank account must be active and the details must be accurate
  • All documents must be clear and readable before uploading
  • The application must be submitted within 1 year of the marriage date - this deadline is strict and no exception is made

Steps to Apply

There are two ways to apply for this scheme - online and offline. Choose whichever is more convenient for you.  Both methods are simple and explained below.

Online:

  • Step 1 - Visit the official website of Social Justice and Disabled Empowerment Department "Vivah Portal" and click on "Apply for Kalyani Marriage" (कल्याणी विवाह हेतु आवेदन करें).
  • Step 2 - Here the Register Application page will be open in your screen and you need to enter your 9-digit individual Samagra ID and Capcha code. The portal will auto-populate your profile details such as name, date of birth, and district. Verify these carefully. If any detail is incorrect, get it corrected on the Samagra Portal before proceeding - do not move forward with wrong information.
  • Step 3 - Husband's details entry Enter your husband's 9-digit individual Samagra ID. Verify his profile details against the documents you have. If everything matches, select YES to proceed.
  • Step 4 - Additional information Enter your mobile number, Aadhaar number (if available), occupation, and annual income. Enter your husband's Aadhaar number if available. Confirm all eligibility-related declarations - that you are not an income tax payer, not a government employee, and not receiving any family pension.
  • Step 5 - Bank account details Enter your IFSC code and bank account number carefully. Double-check before moving to the next step as this is where the Rs. 2,00,000/- will be credited.
  • Step 6 - Marriage details and document upload Enter the type of marriage, place and date of marriage, marriage certificate number, issue date, and the name and designation of the issuing authority. Upload your marriage certificate and the joint photograph taken at the time of the marriage.
  • Step 7 - Review and submit Once all entries and uploads are complete, register the application. Review everything one final time. Click "Lock Application" to formally submit it for verification and approval. After locking, no further edits can be made.

Offline:

  • If you are not comfortable applying online, you are fully entitled to apply in person - and no one can force you to apply online.
  • Step 1 - Visit the office of the Collector or Joint Director / Deputy Director, Social Justice & Divyang Empowerment Department in the district where your marriage certificate was issued. Note that you must apply in that district - not necessarily where you currently live.
  • Step 2 - Ask for the Kalyani Vivah application form (Annexure-A format), fill it carefully, and attach all required documents.
  • Step 3 - Submit the completed form and collect your acknowledgement receipt (Pavati - Annexure-C). Keep this receipt safely.
  • Step 4 - The office will enter and upload your application on the Vivah Portal on your behalf. You do not need to do this yourself.
  • Step 5 - Once the application is successfully submitted, you will receive further updates from the concerned office regarding verification and approval.

What Happens After You Apply?

  • Once you submit your application, the concerned district office reviews your documents.
  • If everything is in order, your application is approved within 30 working days.
  • If any document is missing or needs correction, you may be contacted during this time.
  • Once approved, ₹2,00,000/- is credited directly to your bank account through DBT.
  • You can track your application status and payment update anytime on the Vivah Portal dashboard.
  • The entire process from submission to decision must be completed within 30 working days as mandated by the Lok Seva Guarantee Act. If this deadline is not met without valid reason, the concerned officer is liable for action under the Act.
  • If your application is rejected, the reasons must be communicated to you in writing

Appeals - If Your Application Is Rejected

  • If your application is rejected or not resolved within the time limit, you have the right to appeal:
  • First Appeal - Divisional Commissioner - must be decided within 30 working days of filing
  • Second Appeal - Commissioner, Social Justice & Disabled Welfare - must be decided within 30 working days of filing
  • Do not hesitate to use this right if you believe your application was wrongly rejected.
