Scheme Introduction: A Brief Overview

Uttar Pradesh Chief Minister Kanya Sumangla Yojana is a major welfare scheme for the development and education of girl children. The Government of Uttar Pradesh introduced the scheme on 01 April 2019. It aims to promote the health, education and social security of girls. The scheme also seeks to address social issues such as female foeticide, child marriage, gender discrimination and negative attitudes towards girls.

Under the Mukhyamantri Kanya Sumangla Yojana, an eligible girl child can receive financial assistance of up to Rs. 25,000/-. The assistance is provided in six stages. These stages cover important milestones from birth and full immunisation to school education and higher education. The current assistance includes Rs. 5,000/- at birth, Rs. 2,000/- after full immunisation, Rs. 3,000/- each on admission to Class 1 and Class 6, Rs. 5,000/- on admission to Class 9, and Rs. 7,000/- for eligible higher education admission.

The scheme is available to eligible families residing in Uttar Pradesh. The annual family income must not exceed Rs. 3 lakh. Normally, benefits are available for a maximum of two girl children in a family. The scheme also has special provisions for eligible cases involving twin girls and legally adopted orphan girl children. Each benefit stage has its own eligibility conditions related to birth, immunisation, school admission or higher education.

Applicants can apply for the Uttar Pradesh Kanya Sumangala Yojana through the official MKSY portal. They can also take assistance from an Anganwadi Centre or an authorised Jan Seva Kendra. The current application process requires details such as Aadhaar, Parivaar ID, bank account information and birth registration details. An Income Certificate is mandatory for applications under all six stages as per the February 2026 directions. Applicants need to enter the Income Certificate Number for verification through the e-District system. The Income Certificate copy does not need to be uploaded

Scheme Benefits

Eligibility Requirements

The following eligibility conditions must be fulfilled to avail the benefit of Uttar Pradesh Chief Minister Kanya Sumangala Yojana:

  • The beneficiary family must be a permanent resident of Uttar Pradesh and should have valid proof of residence.
  • The annual family income of the beneficiary should not exceed Rs. 3,00,000/-.
  • A maximum of two girl children from one family can receive the benefit under the scheme.
  • The family should have a maximum of two children.
  • If a woman has twin girls in her second delivery, the third girl child can also receive the benefit as per the prescribed conditions.
  • If a family has legally adopted an orphan girl child, the biological and legally adopted children will be considered as prescribed under the scheme, subject to the maximum limit of beneficiaries.
  • For the applicable benefit stages, the girl child must fulfil the prescribed birth, immunisation, admission and educational conditions.
  • For Stage 1, the girl child should be born on or after 01-04-2019.
  • For Stage 2, the girl child should not have been born before 01-04-2018 and should have received full immunisation.

Documents Required for Registration

  • Uttar Pradesh Domicile/Permanent Residence Proof.
  • Parivaar ID.
  • Bank Account Number and Passbook Copy.
  • Death Certificate, if applicable.
  • Aadhaar Card of the Applicant (not mandatory for Stage 1 and Stage 2).
  • Aadhaar Card of the Father, Mother, Guardian and Beneficiary, as applicable.
  • Family Income Certificate.

Stage-Wise Documents

  • Stage 1: Latest photograph of the girl child. The Birth Certificate Number is used for e-verification.
  • Stage 2: Latest photograph of the girl child and Immunisation Card.
  • Stage 3: Latest photograph and Class 1 admission certificate for non-government schools. For government schools, the Student Unique ID is used for e-verification.
  • Stage 4: Latest photograph and Class 6 admission certificate for non-government schools. For government schools, the Student Unique ID is used for e-verification.
  • Stage 5: Latest photograph and Class 9 admission certificate.
  • Stage 6: Latest photograph, Class 10th/12th certificate or marksheet, Institution ID and admission fee receipt for the degree or diploma course.

Bank Account Rules

  • If the applicant is the father or mother, the mother's bank account is given priority.
  • If the mother's bank account is not available, the father's bank account can be considered.
  • If both parents are not alive, the guardian's bank account is required.
  • An adult girl can apply using her own bank account.
  • If the girl child is registered as the applicant herself, she can apply only for Stage 6.

Steps to Apply

Eligible applicants can apply for the Uttar Pradesh Chief Minister Kanya Sumangala Yojana through three mediums: the official MKSY portal, Anganwadi Centres and authorised Jan Seva Kendras.

Online Application Through MKSY Portal

  • Visit the official Mukhyamantri Kanya Sumangala Yojana portal and open the citizen registration section.
  • Select the relationship of the applicant with the girl child and enter the applicant's mobile number.
  • Enter the applicant's name and the name of the father or husband as per the Aadhaar Card.
  • Select the total number of children in the beneficiary's family and provide the required applicant type and district details.
  • Create a password, confirm the password and complete the captcha verification.
  • Confirm that the applicant is a resident of Uttar Pradesh and that the family's annual income is less than Rs. 3 lakh.
  • Submit the registration form and verify the mobile number through the OTP received on the registered mobile number.
  • After registration, log in to the portal and add the eligible girl beneficiary to the same registration.
  • A single registration can include up to two beneficiaries. In the prescribed case of twin girls in the second pregnancy, the applicable additional beneficiary provision will apply.
  • If the applicant is already registered, a new registration should not be created for another eligible girl child. The girl child should be added to the existing registration.

Apply Through Anganwadi Centre

  • Eligible beneficiaries can approach their concerned Anganwadi Centre to apply for the Mukhyamantri Kanya Sumangala Yojana.
  • Anganwadi workers can identify eligible beneficiaries in their respective Gram Panchayats and fill out the MKSY online application form on the official portal on their behalf.
  • The Anganwadi worker will enter the required beneficiary and family details and submit the application online through the scheme portal.
  • The submitted application will undergo the prescribed verification and approval process at the district level.
  • Applicants should provide the required information and documents to the Anganwadi worker so that the application can be submitted correctly.

Apply Through Jan Seva Kendra

  • Applicants can also apply for the Uttar Pradesh Kanya Sumangala Yojana through an authorised Jan Seva Kendra.
  • The scheme is integrated with the Uttar Pradesh e-District portal, allowing the service to be provided through established Jan Seva Kendras.
  • Visit an authorised Jan Seva Kendra and provide the required applicant, family and girl beneficiary details to the centre operator.
  • The Jan Seva Kendra operator will submit the application through the e-District system and follow the prescribed online process.
  • After submission, the application will be processed by the concerned department according to the prescribed verification procedure.
  • A prescribed user charge is applicable for the service provided through Jan Seva Kendra.

Key Points About Verification and Payment

  • The scheme uses an Aadhaar-based payment system to identify the eligible beneficiary's bank account.
  • The mother's bank account is given priority for payment where applicable. If her account is not Aadhaar-linked or NPCI-mapped, the father's account is considered as prescribed.
  • Applicants should ensure that the applicable bank account has correct Aadhaar and NPCI mapping to avoid payment-related issues.
  • The MKSY portal uses Aadhaar authentication and de-duplication to help prevent duplicate applications and duplicate benefits.
  • For Stage 2, the Birth Certificate Number is used for the prescribed verification and de-duplication process.
  • For Stages 3 to 6, the girl's Unique ID is used for verification. For eligible girls studying in government schools, the prescribed school or Student Unique ID is used to verify admission.
  • Applications undergo physical and local verification after submission. In rural areas, verification is carried out by the Block Development Officer, while in urban areas, the Sub-District Magistrate carries out the verification.
  • The prescribed verification process provides 30 days for proper verification. After verification, applications are examined at the district level before approval.
  • 10% of applications are selected for random re-verification before approval.
