Scheme Introduction: A Brief Overview

The Uttar Pradesh Mukhyamantri Bal Seva Yojana is a child welfare and social protection scheme launched by the Government of Uttar Pradesh to provide financial assistance, educational support, rehabilitation, and long-term security to orphaned and vulnerable children. The scheme was initially introduced in 2021 for children affected by the COVID-19 pandemic and was later expanded to cover additional categories of vulnerable children under the General category. Through direct financial assistance and welfare measures, the scheme aims to ensure that children who have lost parental care are able to continue their education and live with dignity.

The scheme is currently implemented under two categories: Mukhyamantri Bal Seva Yojana (COVID) and Mukhyamantri Bal Seva Yojana (General). Under the COVID category, eligible children can receive monthly financial assistance of Rs. 4,000 along with benefits such as free education up to Class 12, admission in residential schools, marriage assistance for eligible girls, and protection of inherited property. Under the General category, eligible beneficiaries receive financial assistance of Rs. 2,500 per month, while certain students pursuing graduation or diploma courses from Government Colleges, Universities, and Technical Institutions can continue receiving support up to 23 years of age.

The scheme also supports meritorious students who qualify for national and state-level entrance examinations such as NEET, JEE, and CLAT. Students studying in Class 9 and above or pursuing vocational education may receive a one-time Tablet/Laptop benefit under the scheme. Recently, the Uttar Pradesh Government distributed more than 8,300 laptops to eligible beneficiaries under Mukhyamantri Bal Seva Yojana, helping students continue their education and access digital learning opportunities.

The scheme covers children below 18 years of age who have lost both parents, a single parent, or a legal guardian. Children who lost their parents due to COVID-19, children who became orphaned due to other reasons after 1 March 2020, children rescued from child labour, child begging, or other exploitative conditions, and children rehabilitated from child care institutions may be eligible for assistance. The General category also supports eligible students pursuing higher education after Class 12, helping them continue their studies and professional education without financial hardship.

Eligible applicants can apply through the official Mukhyamantri Bal Seva Yojana portal or by submitting the prescribed application form along with the required documents. The assistance is transferred directly into the beneficiary's bank account through the Direct Benefit Transfer (DBT) system, ensuring transparent delivery of benefits and continued support for vulnerable children across Uttar Pradesh.

Scheme Benefits

The Uttar Pradesh Mukhyamantri Bal Seva Yojana is implemented under two categories: Mukhyamantri Bal Seva Yojana (COVID) and Mukhyamantri Bal Seva Yojana (General). Both categories aim to provide financial and welfare support to orphaned and vulnerable children, but the eligibility conditions, assistance amount, and benefits offered under each category are different. The category-wise benefits available under the scheme are provided below.

Mukhyamantri Bal Seva Yojana (COVID)

• Financial assistance of Rs. 4,000 per month for eligible children.

• Rs. 12,000 annual assistance during vacation periods for children studying in residential schools.

• Regular monitoring of children's education, nutrition, physical health, and mental well-being.

Mukhyamantri Bal Seva Yojana (General)

• Financial assistance of Rs. 2,500 per month for eligible beneficiaries.
• Financial support is available for eligible children up to 18 years of age.
• Eligible students pursuing graduation, diploma, or technical education may continue receiving benefits up to 23 years of age, subject to scheme conditions.
• Meritorious students who qualify for entrance examinations such as NEET, JEE, CLAT, and similar competitive examinations can continue receiving support under the scheme.
• Students studying in Class 9 and above or pursuing vocational education may receive a one-time Tablet/Laptop benefit under the scheme.
• Benefits are extended to rehabilitated children rescued from child labour, child begging, child exploitation, or similar vulnerable situations.
• Financial assistance is available for children restored from Child Care Institutions and Observation Homes to family-based care.
• Assistance is transferred directly to the beneficiary's bank account through the Direct Benefit Transfer (DBT) system.

Eligibility Requirements

The Uttar Pradesh Mukhyamantri Bal Seva Yojana is implemented under the COVID and General categories. Applicants must satisfy the eligibility conditions of the respective category. All biological and legally adopted children of an eligible family can receive benefits under the scheme, subject to the prescribed conditions.

Required Documents

• Recent passport-size photograph of the child and parent/guardian.
• Death certificate of the parent(s) or legal guardian, as applicable.
• Age proof of the child (Birth Certificate, School Certificate, Family Register copy, or any government-issued document).
• School, college, university, or technical institution enrollment certificate, if applicable.

• Income certificate of the surviving parent or guardian, if applicable.
• Bank account passbook copy of the beneficiary.
• Aadhaar Card or any valid photo identity proof.
• Legal adoption certificate, if applicable.

Steps to Apply

Eligible children, parents, or guardians can apply for the Uttar Pradesh Mukhyamantri Bal Seva Yojana through online or offline mode. Applicants should submit the prescribed application form along with the required documents for verification.

Online Application Process

• Visit the official Mukhyamantri Bal Seva Yojana portal and read the instructions displayed on the screen.
• Accept the terms and conditions and proceed to the Online Beneficiary Registration Form.
• Select the Mukhyamantri Bal Seva Yojana option and continue with the registration process.
• Enter the applicant's details, mobile number, address, income details, and other required information.
• Submit the registration form and note down the generated User ID and Password. Create a new password if prompted by the portal.
• Log in using the registered User ID and Password.
• Fill in the details of the parent(s) or guardian and upload the required supporting documents.
• After verification of the parent or guardian details, enter the beneficiary's personal, educational, and bank account details.
• Upload the required documents and submit the application form.
• Review the submitted information and download or print the application details for future reference.

Offline Application Process

• Obtain the prescribed application form and fill in all the required details.
• Attach the necessary supporting documents with the application form.
• Applicants residing in rural areas can submit the application form to the Gram Panchayat Officer, Gram Vikas Adhikari, Block Office, or District Probation Officer Office.
• Applicants residing in urban areas can submit the application form to the concerned Lekhpal, Tehsil Office, or District Probation Officer Office.
• The concerned authorities will verify the application and supporting documents.
• After approval, eligible beneficiaries will receive the scheme benefits in their registered bank account.

How to Avail Scheme Benefits

• Eligible children, parents, or guardians must submit the prescribed application form along with self-attested copies of the required documents.
• Only applications submitted in the prescribed format and supported by all required documents will be considered for benefits.
• The application should be submitted within two years from the date of death of the parent(s) or guardian, as applicable.
• The District Child Protection Unit and Child Welfare Committee are required to contact identified eligible children or their guardians and facilitate the application process within 15 days of identification.
• Applications submitted in rural areas are verified by the Block Development Officer, while applications submitted in urban areas are verified by the Sub-Divisional Magistrate.
• After verification, the application is forwarded to the District Probation Officer for further processing.
• The verified application is placed before the District Level Task Force for approval and sanction of benefits.
• Benefits are released after approval and transferred directly into the beneficiary's bank account through DBT.

• Applicants should provide a valid mobile number for future communication and updates related to the scheme.
• Financial assistance is granted based on the documents and information submitted by the applicant, subject to scheme guidelines and availability of funds.
• If any document or information provided in the application is found to be incorrect, the application may be rejected.
• A unique and valid mobile number should be used at the time of registration.
• If multiple applications are submitted for the same beneficiary, all duplicate applications may be rejected.
