Scheme Introduction: A Brief Overview
For a graduate who has finished college and is still searching for that first job, the gap between education and employment can feel like the longest stretch of the whole journey. The Government of Rajasthan set up the Mukhyamantri Yuva Sambal Yojana to make that stretch a little easier to walk. Popularly known simply as the "Rajasthan Berojgari Bhatta" (unemployment allowance), the scheme puts a monthly stipend into the hands of educated, jobless youth so they can keep looking for work, keep learning, and cover day-to-day costs without leaning entirely on their families.
Mukhyamantri Yuva Sambal scheme is run by the Department of Skill, Employment and Entrepreneurship (Employment Wing) and has been active in its current form since the start of 2022. In practical terms, it puts a monthly allowance of ₹4,000 for male candidates and ₹4,500 for female, transgender, and differently-abled candidates into the beneficiary's bank account for up to two years, or until they find a job. But it was never designed to be a plain cash handout.
The idea from the beginning was to pair that financial support with something more lasting - a three-month skill training programme through RSLDC and a four-hour daily internship in a government office- so that a young person doesn't just receive money for two years but also walks away with real work experience and a sharper set of employable skills.
What makes 2026 worth a fresh look is the move to the EEMS 2.0 portal (Employment Exchange Management System 2.0). The department has been digitising the entire allowance-and-attendance process, which means much of the paperwork and repeated office visits that earlier applicants complained about are being cut. Attendance for the mandatory internship can now be recorded online, and beneficiaries can track their application and payment status from their own SSO account instead of standing in a queue. If you or someone in your family qualifies, this guide walks through everything as it stands now.
Scheme Benefits
At its core, the Mukhyamantri Yuva Sambal Yojana is about steady monthly support while you hunt for a job. The allowance is paid directly into the beneficiary's bank account through Direct Benefit Transfer (DBT), so there is no middleman and no cash to collect in person. The amount depends on the applicant:
- Male candidates receive ₹4,000 per month.
- Female candidates, transgender candidates, and persons with disabilities receive ₹4,500 per month.
Note: The allowance is payable for a maximum of two years (24 months), or until the person finds employment- whichever comes first. If you land a job before the two years are up, the allowance stops, which keeps the support targeted at those who are actually still unemployed. Because the money moves through DBT, the beneficiary avoids the delays and deductions that used to come with older, manual disbursement methods.
Internship and Skill Development Programme
The allowance is only one half of the Yuva Sambal Scheme. The other half - and arguably the part with the longer-lasting payoff- is the training and internship built into it, which is why the scheme carries the word sambal (support) rather than simply bhatta (allowance). Eligible beneficiaries are enrolled in a skill training programme of at least three months through the Rajasthan Skill and Livelihood Development Corporation (RSLDC). This is meant to close the gap between a college degree and what employers actually want on day one. Candidates who already hold a professional qualification - such as B.Ed, B.Tech, MBBS, B.Sc Nursing, or B. Pharma - are generally exempted from this training, since their degrees already carry a practical component.
Alongside the training, beneficiaries are expected to complete a four-hour daily internship in a government department. Spending those hours inside a real office gives a fresh graduate genuine exposure to how a workplace runs, a line on the résumé, and, in many cases, a professional network they wouldn't otherwise have. Monthly attendance has to be maintained for the internship, and this is exactly where the 2026 shift matters most: with the EEMS 2.0 portal, attendance can now be recorded online and tracked from the beneficiary's own SSO account, so the internship no longer means standing in a queue or making repeated trips to an office just to sign a register.
Eligibility Requirements
The scheme is aimed squarely at Rajasthan's own educated, unemployed youth, and the conditions reflect that. To be eligible, an applicant generally must meet the following:
- The applicant must be a permanent resident (domicile) of Rajasthan.
- Married women whose husbands are Rajasthan residents are also considered eligible even if they originally hail from another state.
- Hold at least a bachelor's degree from a recognised university.
- Must be within the prescribed age band- up to 30 years for general-category male candidates, and up to 35 years for women, SC/ST/OBC, transgender candidates, and persons with disabilities.
- Applicant must be genuinely unemployed, not in any government job, private job, or self-employment, and be actively looking for work.
- Have an annual family income below ₹2 lakh.
- Be registered with the state Employment Exchange / on the employment portal.
- No more than two members of the same family may draw the allowance at the same time.
- Not be enrolled in further full-time studies after graduation.
