Scheme Introduction: A Brief Overview

To make the education journey easier for daughters from backward classes in Rajasthan, the state government launched the Devnarayan Chatra Scooty Distribution and Incentive Scheme in 2018. The main objective behind this initiative is to ensure that financial constraints or transportation issues do not become barriers in the higher education of any meritorious female student. Actually, this scheme is a combined form of two separate schemes - on one hand, the scooty distribution scheme provides transportation facilities, while on the other hand, financial assistance is provided under the incentive scheme. In Rajasthan, people commonly know this scheme by the names "Free Scooty Scheme" or "Muft Scooty Yojana".

Previously, the government used to distribute 1,500 scooties every year under this scheme, but from the year 2025-26 onwards, the government is now providing 4,240 free scooties annually. These free scooties are given only to the top students in the merit list. However, eligible students who couldn't secure their place in the merit list are also provided benefits by the government under this scheme. Students who couldn't make it to the merit list will receive an incentive amount of Rs. 10,000 annually during graduation and Rs. 20,000 annually during postgraduate studies directly in their bank accounts. However, to receive this benefit at the postgraduate level, you must have scored more than 50% marks in your first year.

This scheme has been designed for female students from extremely backward classes of Rajasthan. Girls from five specific castes can avail this benefit - Banjara/Baldiya/Labana, Gadiya-Lohar/Gadoliya, Goojar/Gurjar, Raika/Rebari, and students belonging to the Gadariya/Gayri community. But just having a caste certificate is not enough; you must have at least 50% marks in your 12th class to be considered eligible for this scheme. Based on merit, the top 1,500 students will receive scooties, while other eligible students will continue to receive scholarships every year for three years during their graduation.

To continuously receive the benefits of the scheme, you need to maintain good marks every year - a minimum of 50% marks is mandatory in each year of graduation. After completing graduation, if you take admission in postgraduate studies, you will receive an annual incentive amount of Rs. 20,000. Even if you are already studying in the second year of postgraduate studies, you can still apply for this scheme. For the fortunate students who receive scooties, there's even more good news - along with the scooty, the government bears the cost of one year's complete insurance, 2 litres of petrol for starting, and the entire expense of delivering the scooty to your home. Apart from this scheme, the state government also provides free scooty to Engineering or Diploma girls students through its Kalpana Chawla Scooty Vitran Yojana.

Before applying for the scheme, know one important thing - your family's annual income from all sources combined should not exceed Rs. 2.5 lakh. If the income is more than this, you will not be eligible for this scheme. The application process is completely online and extremely simple. You just need to register on the Government of Rajasthan's SSO Portal and then fill out the online form for the Devnarayan Chatra Scooty Scheme. Benefits for Students Selected for Scooty:

• Free scooty (no charges whatsoever)

Benefits for Students Not Selected for Scooty:

• At Graduation Level:
  • Rs. 10,000/- per year during the entire graduation course
  • Rs. 20,000/- per year upon admission to the postgraduate program
• At Postgraduate Level:
  • Rs. 20,000/- per year in the first year of postgraduate
  • Rs. 20,000/- per year in the second year of postgraduate

Eligibility Requirements

Educational Qualification:

• Minimum 50% marks in 12th class examination
• Admission in a government college or university in Rajasthan
• Regular student (not through distance or correspondence mode)

Caste Category:

• Banjara, Baldiya, Labana
• Gadiya-Lohar, Gadoliya
• Goojar, Gurjar
• Raika, Rebari
• Gadariya, Gayri

Other Requirements:

• Permanent resident of Rajasthan state
• Family's annual income from all sources should not exceed Rs. 2,50,000/-
• Must not be receiving any other scholarship
• Must maintain 50% marks annually to continue receiving benefits

Steps to Apply

• Application for a free scooty or incentive amount under the Government of Rajasthan's Devnarayan Chatra Scooty Distribution and Incentive Scheme can be done through an online application form.
• Online application form for Rajasthan Devnarayan Chatra Scooty Distribution and Incentive Scheme is available on the Government of Rajasthan's SSO Portal.
• First, the student needs to register on Rajasthan SSO Portal.
• For registration and availing scheme benefits, the student must have a Jan Aadhaar card.
• After entering Jan Aadhaar number, OTP will be sent to the registered mobile number.
• After OTP verification, the portal will send the username and password to the student's mobile number via SMS.
• After receiving the username or SSOID and password, student needs to log in to the SSO Portal.
• After logging in, the student needs to select the scholarship section.
• Then select the Student option.
• After selecting Student, the student needs to update information in their profile.
• After clicking submit, the student's information will be updated on the portal.
• Then the student needs to click on New Application.
• Upon selection, the portal will display a list of all schemes for which the student is eligible.
• From these, the student needs to select the Devnarayan Chatra Scooty Distribution and Incentive Scheme.
• After selecting the scheme, the student needs to enter the required information on the portal.
• Required documents need to be uploaded to the portal.
• Then, after checking the Devnarayan Chatra Scooty Distribution and Incentive Scheme application form, submit the application.
• Application forms will be verified by the concerned departmental officials.
• After application verification, the list of eligible students will be uploaded to the Department of College Education website.
• After that, the incentive amount will be transferred to students' bank accounts, and scooties will be distributed by organising a ceremony.

Important Points of the Scheme

• Students receiving a scooter cannot sell it for 3 years from the registration date
• Only regular 12th class students are eligible (not private candidates)
• Must take admission in graduation within 1 year of passing 12th
• Must take admission in a postgraduate program within 1 year of completing graduation
• Cannot avail of any other scholarship simultaneously
• Must maintain a minimum 50% marks each year to continue benefits
• Family income limit is strictly Rs. 2.5 lakh from all sources
