Scheme Introduction: A Brief Overview

Vishesh Shiksha Sahayata Yojana is a welfare scheme implemented by the Chhattisgarh Building and Other Construction Workers Welfare Board for providing educational support to children of deceased registered construction workers. The scheme was introduced to ensure that the education of children is not adversely affected due to the death of their parent who was registered as a construction worker under the Board.

Construction workers often belong to economically weaker sections of society and the death of the earning member can create significant financial hardship for the family. In many cases, children are forced to discontinue their education because of the loss of financial support. To address this issue, the Board provides special educational protection to eligible children through the Vishesh Shiksha Sahayata Yojana.

Under the scheme, a Special Registration Card is issued to the first two children of a deceased registered construction worker. After issuance of the special card, the children become eligible to receive benefits under various educational welfare schemes operated by the Chhattisgarh Building and Other Construction Workers Welfare Board, subject to fulfilling the eligibility conditions of the respective scheme. These include the Mukhyamantri Naunihal Chatravriti Yojana, Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana, Technical Education Assistance Schemes, and other educational welfare schemes notified by the Board from time to time. Educational assistance is provided in accordance with the eligibility criteria prescribed under each scheme.

The scheme was originally notified by the Chhattisgarh Building and Other Construction Workers Welfare Board on 10 July 2018 and was subsequently revised through a notification issued in December 2022. The revised provisions expanded and clarified eligibility conditions, application procedures and documentation requirements.

The scheme aims to provide long-term educational security to children who have lost their registered worker parent and to ensure that financial difficulties do not prevent them from continuing their studies. Through this initiative, the Government of Chhattisgarh seeks to improve educational opportunities and social protection for labour families across the state.

Scheme Benefits

  • A Special Registration Card is issued to each eligible child.
  • Benefits are available only to the first two children of the deceased registered construction worker.
  • Eligible children may avail benefits under the following educational schemes operated by the Board:

Eligibility Requirements

  • The applicant must be the son or daughter of a deceased registered construction worker.
  • Either the father or mother of the applicant must have been registered as a construction worker under the Chhattisgarh Building and Other Construction Workers Welfare Board.
  • The deceased parent must have remained registered as a construction worker with the Board for at least one year.
  • Benefits under the scheme are available only for the first two children of the deceased registered construction worker.
  • The applicant must apply within one year from the date of death of the registered worker parent.
  • If any other member of the family (mother or father) is already registered as a construction worker under the Board, the children shall not be eligible for benefits under this scheme.
  • The applicant must satisfy the eligibility requirements prescribed under the educational schemes for which benefits are being sought.

Application Period

  • Applications under the Vishesh Shiksha Sahayata Yojana must be submitted within one year from the date of death of the registered construction worker.

Required Documents

  • Copy of the Construction Worker Registration Card of the surviving parent, wherever applicable.
  • Aadhaar Card of the applicant.
  • Bank Passbook copy of the applicant.
  • Recent passport-size photograph of the beneficiary.
  • Self-Declaration Form prescribed under the scheme.
  • Any additional documents required by the Labour Department or Welfare Board.

Steps to Apply

  • First, visit the concerned Labour Office of the Chhattisgarh Building and Other Construction Workers Welfare Board.
  • The application form for the Vishesh Shiksha Sahayata Yojana will be available at the office.
  • Before visiting the office, make sure you carry all the required documents, including the applicant's Aadhaar Card, passport-size photograph, bank passbook copy, and documents related to the deceased registered construction worker.
