Scheme Introduction: A Brief Overview
The Rajasthan Swami Vivekanand Scholarship for Academic Excellence Yojana (SVS) helps meritorious students from the state study at top-ranked universities in India and abroad. It covers undergraduate, postgraduate, Ph.D. and post-doctoral courses. The Higher and Technical Education Department, Government of Rajasthan, runs the scheme through the Commissionerate of College Education. It is a renamed, enhanced version of the earlier "Rajiv Gandhi Scholarship for Academic Excellence Scheme", in place since the 2021-22 session. The scheme's objective is simple: help talented students, especially from lower-income families, access world-class higher education without financial worries. In return, it expects these scholars to contribute to Rajasthan's development later in their careers.
The scheme covers tuition fees and a monthly living allowance for the full course duration. The exact amount depends on the applicant's income category, E1, E2 or E3. Eligible students can get up to 100% of their tuition fee, capped at Rs 50 lakh, subject to the applicable category. The support runs for the entire course, from four years for undergraduate study up to three years for a Ph.D., with no extension allowed under any circumstances.
For the 2026-27 academic session, the scheme provides up to 100 seats for students pursuing higher studies abroad and up to 600 seats for students studying in India. The approved institution list includes foreign universities based on the Times Higher Education World University Rankings 2026 and Indian institutions based on the prescribed NIRF 2025 rankings.
Additionally, the minimum academic requirement has been increased to 75% or an equivalent grade in the qualifying examination. Applicants must also fulfil the prescribed Rajasthan domicile and age conditions and secure admission or a Conditional or Unconditional Offer Letter from an eligible university or institution.
The scholarship amount is determined according to the applicant's E1, E2 or E3 income category. Selection takes place in phases based on the prescribed category-wise priority and seat availability. The scheme also reserves 30% of the total seats for eligible girls from the E1 and E2 categories, subject to the conditions specified in the guidelines. The Rajasthan Department of College Education issued the Swami Vivekanand Scholarship for Academic Excellence 2026-27 guidelines on 17 July 2026. Applications for the new session are scheduled to open from 20 July 2026. Eligibility Requirement
Students must fulfil the following eligibility conditions to apply for the Rajasthan Swami Vivekanand Scholarship for Academic Excellence for the 2026-27 session:
- Applicant must be a domiciled resident of Rajasthan.
- Age must be below 35 years, as of 1 July of the financial year in which the scholarship is awarded.
- Minimum marks required in the qualifying examination:
- 75% (or equivalent grade) for scholarships to study abroad.
- 65% (or equivalent grade) for scholarships to study in India.
- Must hold a conditional or unconditional admission/offer letter from an eligible university at the time of application.
- An Unconditional Offer Letter for the same course, intake and semester must follow within two months of provisional selection.
- Course must start on or before 1 April 2027.
- The scholarship can be availed only once in an applicant's lifetime.
- Students already in their second year/semester or later at an eligible university are also eligible, provided they continue from an earlier admission at the same institution.
- Permanent employees of the State or Central Government, or their undertakings/statutorily-funded bodies, are not eligible.
- Applicants employed elsewhere may apply, but must submit proof of resignation/relieving within two months of provisional selection.
Annual Income
Applicants' annual family income is categorised into three categories i.e. E1, E2, and E3. Preference for the scholarship will be given to students based on their annual family income.

Important Points
- For scholarships to study abroad, the first phase covers a maximum of 70 out of 100 seats. The second phase covers the remaining 30 seats along with any seats left vacant from the first phase.
- For scholarships to study in India, the first phase covers a maximum of 420 out of 600 seats, including the 75 seats earmarked for the five NIRF streams. The second phase covers the remaining 180 seats along with any vacant seats from the first phase.
- Applications are evaluated in the order of E1, E2 and E3 categories within each phase. The E3 category applies only to scholarships for study abroad.
- 30% of the total seats in both the abroad and Indian categories are reserved for girls belonging to the E1 and E2 categories.
- E1 category girls receive first preference under the 30% reserved quota. Vacant seats are then offered to eligible E2 category girls.
- E3 category girl applicants for study abroad are selected through general merit and are not included in the 30% reserved quota.
- Any seat remaining vacant under the 30% girls' reservation quota is filled through general merit.
- Applicants can correct errors in their submitted applications until the correction deadline prescribed for their respective phase.
- Applicants whose family's annual income is ₹3 lakh or more must submit an Income Tax Return (ITR). If the family has not filed an ITR, the applicant must submit the prescribed notarised affidavit on ₹100 non-judicial stamp paper.
- Only one member of a family can receive the scholarship. If any family member has already received the scholarship under the scheme, another member of the same family cannot receive it.
- If an applicant is married and either spouse had already received the scholarship before marriage, the other spouse cannot claim the scholarship after marriage.
- Selected candidates must execute the prescribed notarised indemnity bond on ₹500 non-judicial stamp paper with two sureties and the separate bond/undertaking with the State Government.
- If a selected candidate discontinues the course without a valid reason, the government may recover the scholarship amount already paid along with interest at 12% per annum or the rate prescribed by the State Government.
- Income earned from the university as a Research Assistant or Teaching Assistant is subject to the prescribed annual limit of ₹12 lakh. Any amount received above this limit is adjusted against the scholarship payment.
- Any legal dispute related to the scheme will be subject to the jurisdiction of courts situated in Jaipur.

scholarship enquiry about semester dates mismatch
Dear scholarship team,
i have an offer from a top 5 United Kingdom university, and my semester starts on 14th of September 2026. as an e2 category applicant, the scheme dates open in November and results are announced in December. I am confused whether to accept or decline the offer as i wouldn't know if i have been selected for the scheme before entering the university. is it possible to receive confirmation about selection of the scheme before my semester starts, i.e before august?
