Scheme Introduction: A Brief Overview

The Uttarakhand Divyang Chhatravritti Yojana is a scholarship scheme launched by the Government of Uttarakhand and administered by the Directorate of Social Welfare (Samaj Kalyan Vibhag). On the department's official portal, it is listed as the Scholarship for Persons with Disabilities. The scheme has been introduced specifically for students with disabilities studying at the pre-matric level (Classes 1 to 8) who belong to economically weaker families, to ensure that a disability never becomes the reason a child is forced to leave school.

Under this scheme, eligible students receive a monthly scholarship, ₹50 for Classes 1-5 and ₹80 for Classes 6-8, payable for up to twelve months in an academic year. To qualify, the student must be a permanent resident of Uttarakhand, hold a disability certificate of at least 40% issued by the Chief Medical Officer, and study regularly in a recognised institution. Applications are submitted through the student's own school, which forwards them to the District Social Welfare Officer for verification, after which the amount is credited to the beneficiary's or institution's bank account.

A key feature of the Viklang Chhatravritti Yojana is that it carries no income limit. On 4 September 2025, Chief Minister Pushkar Singh Dhami removed the family income ceiling for the disabled students' scholarship (Classes 1 to 8), so a student's eligibility no longer depends on family income. This opens the scholarship to a much wider group of students with disabilities across Uttarakhand. Applicants can confirm the current requirements with their school or District Social Welfare Office at the time of applying.

Scheme Benefits

Uttarakhand Divyang Scholarship Yojana provides a straightforward, direct financial benefit designed to run alongside a child's regular schooling. Its key benefits are:

  • Students in Classes 1 to 5 receive a monthly scholarship of ₹50, which adds up to ₹600 over a full twelve-month academic year.
  • Students in Classes 6 to 8 receive a monthly scholarship of ₹80, which adds up to ₹960 over a full twelve-month academic year.
  • The scholarship is paid for up to twelve months in the academic year, so it works as recurring support throughout the school year rather than a one-time payment.
  • The approved amount is transferred directly to the student's Aadhaar-linked bank account or routed through the educational institution, ensuring the benefit reaches the student transparently.
  • The assistance helps cover the everyday costs of schooling, such as stationery, local travel, and small incidental fees, which are often the expenses that affect a child's regular attendance.
  • By easing this financial pressure on low-income families, the scheme encourages students with disabilities to stay in school and continue their education without interruption.
  • Separately, children of parents engaged in unclean occupations may qualify for a fully centrally-funded scholarship that pays a higher amount with no income restriction; this is a different scheme, but the same District Social Welfare Office can guide families on it.

Eligibility Requirements

To be considered for the Uttarakhand Divyang Scholarship, an applicant should meet the following conditions:

  • The student must be a permanent resident of Uttarakhand.
  • The student must have a minimum of 40% disability, certified by the Chief Medical Officer (CMO) of the district.
  • The student must be enrolled and studying regularly in a recognised educational institution, in Classes 1 to 8 (pre-matric level).
  • No income limit applies. The state government has removed the family income ceiling for this scholarship, so a student's eligibility is no longer restricted by family income.
  • The student should not be drawing the same benefit from another scholarship scheme for the same purpose at the same time.
