Scheme Introduction: A Brief Overview

The Government of Uttarakhand runs the Mukhyamantri Medhavi Chhatra Protsahan Chhatravritti Yojana for meritorious students studying in government schools and government-aided non-government schools of the state. The Department of School Education, Uttarakhand implements the scheme, and the State Educational Research and Training Council (SCERT), Uttarakhand conducts the competitive examination for it. The scheme pays a monthly scholarship to selected students from Class 6 up to Class 12.

The scheme runs at three separate levels - the junior level for Class 6, 7 and 8, the secondary level for Class 9 and 10, and the senior secondary level for Class 11 and 12. The state government pays ₹600 per month in Class 6, ₹700 in Class 7, ₹800 in Class 8, ₹900 each in Class 9 and Class 10, and ₹1,200 per month each in Class 11 and Class 12. The department sanctions the amount for one year for each class. The Government of Uttarakhand also runs the Uttarakhand Mukhyamantri Uchcha Shiksha Protsahan Chhatravriti Yojana to provide financial support to eligible students pursuing higher education.

Selection works differently at each level. At the junior level, students who have passed Class 5 as institutional candidates from a government or government-aided non-government school of the state and are studying in Class 6 appear in a competitive examination conducted by SCERT. At the secondary level, students who have passed Class 8 as institutional candidates and are studying in Class 9 appear in a similar SCERT examination. At the senior secondary level, no examination takes place - the department itself selects students based on the Uttarakhand Board Class 10 result, and students scoring 80 per cent marks in the Class 10 Uttarakhand Board examination receive the scholarship. Central schools and residential schools stay outside the scheme at every level.

On the basis of the examination result, the top 10 per cent of the total participating students become eligible for the benefit of the scheme. After selection, the student must maintain 75 per cent attendance along with the prescribed marks - 60 per cent in Class 6 and Class 7, 60 per cent in Class 9, and 75 per cent in Class 11. Scheduled Caste and Scheduled Tribe students get a 5 per cent preference in marks and attendance. The scheme makes no provision regarding the annual income of the parents or guardians of the applicant, and no student receives the double benefit of the state's scholarship schemes.

The application process for Medhavi Chhatra Protsahan Chhatravritti Yojana is conducted online through the SCERT Uttarakhand Scholarship Portal. The application is submitted by the concerned school through its School Login, while students provide the required information and documents to the school. Applications move through a verification workflow of the School, Block Education Officer (BEO), District, and SCERT authorities, and the same portal publishes the result, which students check with their roll number and date of birth through the View Result option. The scheme charges no application fee or examination fee.
