Scheme Introduction: A Brief Overview

The Chhattisgarh Chief Minister Higher Education Promotion Scholarship Scheme (Mukhyamantri Uchch Shiksha Protsahan Chhatravritti Yojana) is a state government scholarship that gives meritorious SC, ST and OBC students from low-income families a one-time lump-sum assistance of up to Rs. 50,000 per year when they secure admission in premier national institutions. The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh, administers the scheme.

The state launched this scheme to solve a very real problem. Many talented students from poor families clear entrance exams for IIT, AIIMS, IIM, or NLU, but they cannot arrange money for travel, clothes, accommodation, food, immediate fees, and medicines at the time of joining, and as a result, they lose their seats. Before this scheme, no other scheme provided funds for these early admission-stage expenses. The main objective of the Higher Education Promotion Scholarship is to provide immediate financial help to such students and make their path to top-level institutions easy and smooth.

The CM Higher Education Promotion Scholarship Scheme covers IITs, AIIMS, IIMs, and National Law Universities, along with all professional institutions declared as national-level institutions by the Government of India. It also covers government MBBS colleges where students get admission through NEET, and government NIT and IIIT institutes where students take B.Tech admission through JEE.

To apply, the student must be a native resident of Chhattisgarh, belong to the state's notified SC, ST or OBC list, and come from a family whose annual income does not exceed Rs. 2.50 lakh. Dependants of government employees cannot apply, but children of Class IV employees can take the benefit.

The scheme follows a simple process. The student applies offline in the prescribed form, along with the expense details and the institution's verification. A state-level committee headed by the Commissioner/Director of the Tribal and Scheduled Caste Development Department examines the applications and prepares the selection list.

The department then allots the funds to the Assistant Commissioner, Tribal Development, of the student's home district, who opens a joint bank account with the student and transfers the amount into it. If the student has already paid the expenses, the Assistant Commissioner reimburses them after checking the bills. When the number of applications is high, the committee gives priority based on entrance exam marks, then Class 12 marks, and then to orphans of Naxal violence, other orphans, children of widows, and children with disabilities.

Apart from the Chhattisgarh Chief Minister Higher Education Promotion Scholarship, the Chhattisgarh Government is also implementing other student-centric schemes such as the Mukhyamantri Gyan Protsahan Yojana, which provides financial assistance to meritorious students for pursuing higher education, and the CM IT Fellowship Program, which supports talented youth in the field of information technology through fellowships and skill development opportunities. Detailed information about these schemes can be checked here.
