Scheme Introduction: A Brief Overview
The Haryana Nirman Kamgar Pitritva Labh Yojana, officially listed as the Paternity Benefit Scheme, is a focused welfare measure run by the Haryana Building and Other Construction Workers Welfare Board under the Labour Department of Haryana. It is designed to give timely financial support to eligible registered male construction workers when their wife gives birth, helping the family cover the sudden extra costs that come with a new child, from basic newborn needs to the mother's recovery and nutrition.
Under this scheme, an eligible registered male construction worker receives a one-time financial assistance of ₹21,000. The amount is deliberately split into two clear parts- ₹15,000 set aside for the proper care of the newborn baby and ₹6,000 meant to ensure nutritious food for the worker's wife in the weeks after delivery - so that both mother and child receive practical help during a vulnerable period.
The benefit under Pitritva Labh Yojana can normally be claimed for the birth of up to two children. However, the Board has included a special provision that allows the same assistance to be extended up to the birth of three daughters, irrespective of the order in which the daughters are born, recognising the additional support needed in such cases.
To become eligible, the applicant must be a registered male construction worker who has maintained continuous and regular membership of the Haryana Building and Other Construction Workers Welfare Board for at least one full year. In addition, the worker's wife must have delivered the child and must not have already received maternity benefit from any other employer, department, board or corporation.
Eligible workers can apply for the benefit through a fully online process. Applications are to be submitted on the Antyodaya-SARAL Portal of the Haryana Government, while the basic registration as a construction worker is completed through the Labour Department Haryana portal, after which the required documents are uploaded for verification.
The Labour Department also runs the Haryana Nirman Kamgar Matritva Labh Yojana for registered female construction workers. Under this scheme, eligible women workers receive a one-time financial assistance of ₹36,000 after childbirth, available for up to two children and extendable to three daughters. Women who do not claim the paternity benefit through their husband's account can apply for this maternity assistance independently through the same Antyodaya-SARAL Portal.
