Scheme Introduction: A Brief Overview

The Mukhyamantri Shramik Seva Prasuti Sahayata Yojana is a maternity assistance scheme of the Government of Madhya Pradesh that gives ₹16,000 in two instalments to registered women construction workers on childbirth, and to registered male construction workers on the delivery of their wives. The scheme began as the Prasuti Sahayata Yojana, which the Madhya Pradesh Building and Other Construction Workers Welfare Board, working under the Labour Department, ran from 2004. Today, the Public Health and Family Welfare Department runs it under the parameters of the Mukhyamantri Shramik Seva Prasuti Sahayata Yojana.

The state merged the old Board scheme into the Mukhyamantri Shramik Seva Prasuti Sahayata Yojana. This allowed the Board's maternity scheme to operate in line with the Mukhyamantri Jan Kalyan Prasuti Sahayata Yojana provisions. The government took this step to bring maternity support for worker families under one health-linked system, so that a pregnant worker receives financial assistance and proper medical care together.

The main objective of the scheme is to protect the health of a working mother and her newborn while making up for the wages she loses during pregnancy and delivery. The scheme encourages early registration of pregnancy, safe delivery in a government or authorised hospital, early breastfeeding, birth registration, and timely vaccination of the baby. Instead of releasing the full amount at once, the government ties each instalment to these health milestones. Beneficiaries receive ₹4,000 after registering the pregnancy in the first trimester and ₹12,000 after an institutional delivery, newborn registration, early breastfeeding, and BCG, OPV, and Hepatitis B vaccination.

The Shramik Seva Prasuti Sahayata Scheme covers both urban and rural areas and charges no application fee. Applicants do not apply on a separate online portal; they submit the application to the designated officer of a government health institution, such as the Block Medical Officer, the In-charge of the Civil Hospital, the Civil Surgeon-cum-Chief Hospital Superintendent or the Superintendent of a Government Medical College. Under the scheme, a beneficiary should apply within 60 days after delivery, and the department can release the payment.

In the same spirit as Madhya Pradesh’s Mukhyamantri Shramik Seva Prasuti Sahayata Yojana, the Central Government runs three key maternal health schemes for women. Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) offers free, specialist-led antenatal check-ups on the 9th of every month to detect high-risk pregnancies early. Janani Suraksha Yojana (JSY) provides cash incentives to encourage institutional deliveries, while Pradhan Mantri Matru Vandana Yojana offers ₹5,000 for the first child and ₹6,000 for a second girl child to promote maternal health and nutrition. Scheme Benefits

Under the Mukhyamantri Shramik Seva Prasuti Sahayata Yojana, eligible beneficiaries are provided the following financial assistance

• Total assistance: ₹16,000 per eligible delivery, paid in two instalments.
• First instalment: ₹4,000 Paid when the pregnancy is registered in the first trimester.
• Second instalment: ₹12,000 Paid when all of the following conditions are met:
  • Delivery takes place in a government hospital, or in an authorised non-government hospital under the Ayushman Bharat "Niramayam" high-risk pregnancy and delivery package in the identified districts of the state.
  • The newborn's birth is registered after institutional delivery.
  • The mother starts breastfeeding the baby early.
  • The baby receives BCG, OPV, and Hepatitis B vaccines.

Eligibility Requirements

To avail the benefits under the Shramik Seva Prasuti Sahayata Yojana, applicants must fulfil the following eligibility conditions:

• The worker must be registered in Madhya Pradesh; the scheme covers urban and rural areas.
• The pregnant mother should be above 18 years of age
• The benefit applies to a maximum of two live births.
• A registered female construction worker holding a valid identity card.
• A registered male construction worker holding a valid identity card can claim the benefit for his wife's delivery.

Note: In simple terms, rural applicants usually approach the Block Medical Officer, while urban applicants approach the Civil Surgeon at the District Hospital.

• Make sure you (or your husband) hold a valid construction worker registration and identity card from the MP Building and Other Construction Workers Welfare Board.
• Visit the nearest government health institution and register the pregnancy in the first trimester to become eligible for the first instalment of ₹4,000.
• Keep the computer-generated registration certificate and maternity-related records ready.
• Hand over the application with the documents to the designated officer of your health institution or at the Labour Assistance Counter.
• Opt for delivery in a government hospital or an authorised Niramayam hospital in the identified districts.
• Register the newborn's birth, start early breastfeeding, and get the baby vaccinated with BCG, OPV, and Hepatitis B.
• Submit the claim with the birth-related certificate within 60 days of delivery.
• The designated officer verifies the registration and conditions, after which the department releases the instalments.
