Scheme Introduction: A Brief Overview

The Chhattisgarh Government operates the Noni Suraksha Yojana to protect the girl child, improve the declining child sex ratio, and develop a positive attitude toward daughters in society. The scheme was launched in 2014 by the Women and Child Development Department and is implemented through the Life Insurance Corporation of India (LIC). Under the scheme, after the birth of an eligible girl, the state government invests an amount in her name, and the girl receives a one-time financial assistance of ₹1,00,000 after completing 18 years of age.

The state government deposits ₹5,000 every year for five years, meaning a total of ₹25,000 is invested through LIC in the name of each beneficiary girl. In addition to the amount provided to LIC, the government also provides an additional 10% corpus so that the maturity amount does not fall below ₹1,00,000 despite the decline in the value of money over the years. The formalities from receipt of the application to the final payment under the Noni Suraksha Yojana are completed by LIC.

The scheme covers girls born on or after April 1, 2014, whose parents are permanent residents of Chhattisgarh and whose family name is included in the Below Poverty Line (BPL) survey list. A family can receive benefits for a maximum of two daughters under the scheme. Before applying for the second girl, the mother or father must have adopted a permanent family planning method.

The girl receives the maturity amount only if she remains unmarried until the age of 18 and passes Class 12. At the time of payment, she is required to submit her Class 12 marksheet, an affidavit confirming that she remained unmarried until the age of 18, and her bank account details. The amount is directly deposited into a bank account opened in the name of the beneficiary girl. If the girl dies before completing 18 years of age, the amount is forfeited.

Parents have to apply offline at the Anganwadi Centre in their village or ward within one year of the girl’s birth. The application form can be obtained from the Anganwadi Centre, Area Supervisor, Child Development Project Officer (CDPO), District Women and Child Development Officer, or District Programme Officer's office. After submitting the completed form along with the required documents, an acknowledgement receipt should be obtained. The department processes each application. Registration for the Chhattisgarh Noni Suraksha Yojana remains open continuously.

Other important schemes of the Women and Child Development Department, Government of Chhattisgarh, include the Chhattisgarh Mukhyamantri Kanya Vivah Yojana, under which financial assistance is provided for the marriage of a maximum of two daughters above 18 years of age from Below Poverty Line families, including widows, orphans, and destitute girls. Similarly, under the Chhattisgarh Mahtari Vandan Yojana, eligible married, widowed, divorced, or abandoned women aged 21 years or above receive ₹1,000 per month through Direct Benefit Transfer (DBT), providing them with financial security.

Benefits of the Scheme

Under the Noni Suraksha Yojana, a substantial maturity amount is provided to the girl based on the annual government investment made through LIC. The benefits of the scheme are as follows:

  • Maturity Assistance: ₹1,00,000 is provided after completing 18 years of age, subject to the girl remaining unmarried and passing Class 12.
  • Government Investment: ₹5,000 is invested every year for five years, amounting to a total of ₹25,000, in the girl’s name through LIC.
  • Additional Corpus: An additional amount equivalent to 10% of the amount provided to LIC is made available so that the maturity amount does not fall below ₹1,00,000.
  • Implementing Agency: LIC completes the formalities from application to final payment.
  • Additional Coverage: The beneficiary girl and her family may also remain eligible for other social security schemes operated by LIC, subject to the applicable rules.

Eligibility

The department approves an application only when the girl and her family fulfil all the conditions prescribed under the scheme. The major eligibility conditions for the Chhattisgarh Noni Suraksha Yojana are as follows:

  • The girl’s parents must be permanent residents of Chhattisgarh.
  • The girl must have been born on or after April 1, 2014.
  • A maximum of two daughters from one family can receive benefits under the scheme.
  • Before applying for the second girl, the mother or father must have adopted a permanent family planning method.
  • The family must belong to the Below Poverty Line category, and the name of the head of the family must be included in the current BPL survey list of the Rural Development Department. The 2002 survey list applies to rural areas, while the 2007 survey list applies to urban areas.
  • If twins or more girls are born in the first or second delivery, all such girls are eligible for the scheme benefits.
  • To receive the maturity amount, the girl must pass Class 12 and must not have been married before completing 18 years of age.
  • A legally adopted girl may also be eligible for the scheme if she fulfils the other prescribed conditions.

Who Will Not Receive the Benefit

The guidelines of the Noni Suraksha Yojana also prescribe certain circumstances under which an application may be rejected:

  • If two daughters in the family have already received the benefit, the third daughter will not receive the benefit, even if the family has two sons.
  • A girl who gets married before the age of 18 will not receive the maturity amount.
  • A girl who does not complete Class 12 will not receive the assistance amount.
  • If the girl dies before completing 18 years of age, the amount is forfeited.

Required Documents

Parents have to submit the required documents at the time of application, while the beneficiary girl is required to submit certain documents separately when claiming the maturity amount.

At the Time of Application

  • Birth certificate of the girl issued by the Gram Panchayat, Municipal Body, or an authorised government official.
  • Residence certificate issued by the Tehsildar or Naib Tehsildar, or a BPL card or health insurance card.
  • Certificate confirming that the family’s name is included in the BPL survey list.
  • Certificate confirming adoption of a permanent family planning method, required for the second girl. If the operation was performed at a government hospital, the certificate issued by a government doctor is valid; if performed at a private hospital, a certificate issued by a registered doctor or nursing home is valid.
  • Identity documents of the mother and father.
  • Certificate confirming that the girl is the first or second daughter, issued by the Anganwadi Worker, ANM, Sarpanch, or Councillor.

At the Time of Receiving the Benefit

  • Class 12 marksheet of the beneficiary girl.
  • Affidavit confirming that the girl remained unmarried until the age of 18, verified by the Child Development Project Officer or an authorised officer.
  • Bank account details of the beneficiary girl.

Application Process

The department accepts applications offline through the Anganwadi network. After this, the concerned officials enter and process the application details on the official Noni Suraksha Yojana portal.

Offline Application Process

  • Obtain the Chhattisgarh Noni Suraksha Yojana application form in the prescribed format. The form is available on the Women and Child Development Department website and at Anganwadi Centres.
  • Fill in all the required information in the application form, affix a passport-size photograph, and sign the form.
  • Attach self-attested copies of all required documents, including the birth certificate, residence proof, and BPL list certificate.
  • Submit the completed and signed application form along with the required documents at the Anganwadi Centre in the village or local area, Area Supervisor's office, Child Development Project Officer's office, District Women and Child Development Officer's office, or District Programme Officer's office.
  • Obtain a receipt or acknowledgement from the office where the application is submitted.
  • Check the acknowledgement for the date and time of submission and, wherever applicable, the unique identification number.
  • The Child Development Project Officer verifies and processes the application. Thereafter, the District Programme Officer or District Women and Child Development Officer sends the beneficiary's details to LIC.
  • The Directorate of Women and Child Development releases the amount in accordance with the agreement with LIC.
  • At the time of the first instalment, the beneficiary receives a bond or certificate along with a unique identification number.

Application Deadline

  • Parents have to submit the application within one year of the girl's birth.
  • If the family is unable to apply during the first year, the application can be submitted to the District Collector during the following year, i.e., within two years of the girl's birth.
  • In case of the death of the parents, an application can be submitted until the girl reaches five years of age.
  • In the case of an orphan girl, the Superintendent of the Child Home applies within one year of the girl's admission to the home and before she completes six years of age, to the Child Development Project Officer, District Women and Child Development Officer, or District Programme Officer.

Payment of Maturity Amount

The assistance amount is released only after the girl completes 18 years of age and fulfils the prescribed education and marriage-related conditions. The following process is followed for payment:

  • Open a bank account in the name of the beneficiary girl while claiming the maturity amount under the Noni Suraksha Yojana.
  • Submit the girl's Class 12 marksheet.
  • Submit an affidavit confirming that the girl remained unmarried until the age of 18, verified by the Child Development Project Officer or an authorised officer.
  • Submit the girl's bank account details.
  • LIC deposits a minimum amount of ₹1,00,000 directly into the bank account of the beneficiary girl.
