Scheme Introduction: A Brief Overview

The Odisha CM Kisan Yojana (CM-KISAN) is a farmer welfare scheme launched by the Government of Odisha on 8 September 2024 to provide financial support for cultivation and livelihood activities. The scheme supports eligible Small and Marginal Farmers as well as Landless Agricultural Households and aims to strengthen farmers' income and agricultural livelihoods. The Department of Agriculture and Farmers' Empowerment, Government of Odisha is the nodal department responsible for implementing the scheme. CM-KISAN is not a brand-new scheme built from scratch; the Odisha Government changed the nomenclature of the farmer welfare scheme from the earlier KALIA Scheme to CM-KISAN through Notification No. 31130 dated 31 August 2024.

Under the CM-KISAN Scheme, eligible Small and Marginal Farmers receive Rs 4,000 per year for cultivation support. The government provides this amount in two equal instalments of Rs 2,000 each for the Kharif and Rabi crop seasons. Eligible Small and Marginal Farmers can also receive Rs 6,000 per year under the PM Kisan Scheme, subject to the eligibility conditions of PM-KISAN. Thus, eligible farmers receiving both benefits can get a total of Rs 10,000 annually.

The scheme also provides one-time livelihood assistance of Rs 12,500 to eligible Landless Agricultural Households. The assistance is released in three instalments of Rs 5,000, Rs 5,000 and Rs 2,500 and helps beneficiaries establish approved agriculture and allied livelihood activities. These activities include goat rearing, poultry, duckery, fisheries, mushroom cultivation, beekeeping, dairy farming and Tasar farming.

Small and Marginal Farmers from both rural and urban areas are covered under the current CM-KISAN provisions, while Landless Agricultural Households covered under the scheme are from rural areas. The government transfers the financial assistance directly to eligible beneficiaries through DBT after completing the prescribed verification and validation process.

CM-KISAN also supports the education of eligible children of scheme beneficiaries through the Odisha Krishi Vidya Nidhi Yojana. The scholarship provides financial assistance for specified professional and technical courses, including medical, engineering, agriculture and allied courses, nursing, diploma and ITI courses.

The CM-KISAN Scheme has expanded its reach across different categories of farmers and agricultural households. According to the Odisha Budget 2026-27, CM-KISAN support reached 51.56 lakh farmers during 2025-26. This included 3,236 Particularly Vulnerable Tribal Group (PVTG) farmers, 31,695 urban farmers, and 39,239 landless agricultural households. The State Government has proposed an allocation of Rs 2,030 crore for CM-KISAN for 2026-27 (Budget Estimate). The CM-KISAN portal is currently open for new farmer registration, with effect from 6 July 2026. An AgriStack Farmer ID is mandatory for new registration, and farmers can check their registration and e-KYC status on the same portal.

Latest Update on Odisha CM-KISAN

The CM-KISAN 5th instalment was released on 4 September 2026. During this disbursement, more than Rs 733 crore was transferred through Direct Benefit Transfer (DBT) to more than 12 lakh Small and Marginal Farmers and Landless Agricultural Households.

Scheme Benefits

CM-KISAN provides financial support to Small and Marginal Farmers and Landless Agricultural Households through different assistance components.

Support for Small and Marginal Farmers

• Eligible Small and Marginal Farmers receive Rs 4,000 per year under CM-KISAN in two instalments of Rs 2,000 each.
• The assistance helps farmers meet expenses such as seeds, fertilisers, pesticides, labour and other cultivation costs.
• Farmers eligible for both schemes can receive Rs 6,000 under PM-KISAN, taking their combined annual support to Rs 10,000.
• Eligible PVTG and other tribal farmers holding FRA pattas can also receive CM-KISAN support after verification.

Livelihood Support for Landless Households

• Eligible Landless Agricultural Households receive Rs 12,500 as one-time livelihood assistance.
• The assistance is released in three instalments of Rs 5,000, Rs 5,000 and Rs 2,500 and can be used
• Beneficiaries can use the assistance for one of the following livelihood activities:
  • Goat rearing
  • Mini layer poultry units
  • Dual-purpose low-input-technology bird units
  • Duckery

CM-KISAN and PM-KISAN Benefits at a Glance

Eligibility Requirements

Applicants must meet the prescribed category and residency conditions to receive CM-KISAN benefits. The eligibility requirements are as follows:

• Small and Marginal Farmers, including sharecroppers who are the actual cultivators, holding less than five acres of cultivable land.
• Small and Marginal Farmers from both rural and urban areas are eligible under the current CM-KISAN provisions.
• Landless agricultural households in rural areas are eligible for livelihood support. These are rural landless labourers who depend on agriculture as their main activity.
• The applicant must be a permanent resident or domiciled resident of Odisha.
• The applicant must provide the documents required to establish the farmer category for which the application is submitted.

Ineligibility Criteria

Applicants falling under the prescribed exclusion conditions are not eligible for CM-KISAN benefits. The exclusion criteria include:

• Applicants below 18 years of age.
• Medium and Large Farmers under the CM-KISAN cultivation component.
• An applicant whose name as per Aadhaar does not match the name fetched during e-KYC.
• Multiple members from the same family.
• The farmer, spouse, or a specified family member being an income-tax payer, or a Government or PSU sector employee (including retired staff or a pensioner).
• Death cases.
• Former and present holders of specified constitutional posts.
• Former and present Ministers and State Ministers.
• Former and present Members of Lok Sabha, Rajya Sabha, State Legislative Assemblies and State Legislative Councils.
• Former and present Mayors of Municipal Corporations.
• Former and present Chairpersons of District Panchayats.
• Professionals such as Doctors, Engineers, Lawyers, Chartered Accountants and Architects registered with professional bodies.
• Farmers without a valid ration card.
• Applicants who fail to provide the required documents for verification of their selected category may be excluded.

Required Documents

Applicants must keep the required identity, bank, ration and category-related documents ready before completing online registration. The documents specified for CM-KISAN registration include:

• Aadhaar Card.
• Ration Card issued by the Food Supplies and Consumer Welfare Department.
• First page of the Savings Bank Passbook.
• Land records for Small and Marginal Farmers.
• MGNREGS Job Card for Landless Agricultural Households.
• Mobile number for registration and OTP authentication.
• AgriStack Farmer ID, which is mandatory for registration under the current CM-KISAN portal.

Steps to Apply

Eligible farmers can apply for CM-KISAN online through the official portal. Before applying for the scheme, farmers:

• First, register on the Krushak Odisha portal and ensure that the required land details are updated.
• Ensure that your Aadhaar number is linked with your bank account for receiving assistance through DBT.
• Keep a unique mobile number ready for registration and OTP-based authentication.
• Obtain an AgriStack Farmer ID, which is mandatory for new registration on the current CM-KISAN portal.
• Visit the official CM-KISAN portal.
• Click on the Farmer Registration option.

Online Registration Process

• Visit the official CM-KISAN website.
• On the homepage, click on the Farmer Registration tab.
  
• Read the important registration instructions displayed on the screen.
  
• Read the declaration, select the declaration checkbox and click on the Proceed button.
  
• Enter your Aadhaar Number and captcha code in the required fields.
• Click on the Get OTP option and complete Aadhaar authentication using the OTP received on your Aadhaar-registered mobile number.
• Farmers who require biometric authentication, such as Iris or Fingerprint authentication, can visit the nearest CSC or Mo Seva Kendra.
• Enter your mobile number for mobile authentication.
• Click on Get OTP and enter the six-digit OTP received on the registered mobile number.
• After successful authentication, verify the farmer details displayed on the screen.
• Check the Aadhaar-bank seeding status and click on the Proceed option.
• The personal and land details available from Krushak Odisha will appear on the screen.
• Select the applicable farmer category and provide the other required information.
• Upload or provide the required documents, wherever applicable.
• Verify that all the information provided is correct and select the declaration checkbox.
• Click on the Submit button to complete the registration.
• After successful submission, the system will generate a unique token number. Keep this number safely for future reference.
• Use the token number or the available Aadhaar-based facility to check the CM-KISAN application status.
• Registered farmers can also check their CM-KISAN e-KYC status online.

Application Verification Process

CM-KISAN applications undergo verification before the assistance is released. The registration SOP provides for verification at multiple administrative levels.

• The application undergoes a three-tier verification process at the Gram Panchayat, Block and District levels.
• Field officials verify the applicant's details and can view land information fetched from the Krushak Odisha database.
• If incorrect documents are submitted, the application may be returned to the applicant for submission of the correct documents.
• The applicant's category and family information are checked against the relevant government databases.
• The Collector's approval is treated as the final authorisation at the field-verification stage.
• Eligible applications undergo further state-level validation before assistance is processed.

How to Check CM-KISAN Application Status

Farmers can check the status of their CM-KISAN registration online using their Aadhaar Number or Token Number. Follow these steps:

• Visit the CM-KISAN Application Status page.
• Select the appropriate option for checking the registration status.
• Enter your Aadhaar Number or Token Number as required.
• Enter the captcha code displayed on the screen.
• Click on the option to check the status.
• Your CM-KISAN registration status will appear on the screen.

How to Check CM-KISAN e-KYC Status

Registered farmers can also check their CM-KISAN e-KYC status online through the official portal. Follow these steps:

• Visit the CM-KISAN e-KYC Status page.
• Enter your Aadhaar Number.
• Enter the captcha code shown on the screen.
• Click on the Get OTP option, if prompted.
• Enter the OTP received on your Aadhaar-registered mobile number.
• Submit the details to view your e-KYC status.

Odisha CM-KISAN 5th Instalment

The Odisha Government released the 5th instalment of CM-KISAN assistance on 4 September 2026. Under this disbursement, more than Rs 733 crore was transferred through Direct Benefit Transfer (DBT) to more than 12 lakh Small and Marginal Farmers and Landless Agricultural Households.
