Scheme Introduction: A Brief Overview

The Government of NCT of Delhi, through the Department for the Welfare of SC/ST/OBC/Minorities, runs the Financial Assistance to SC Students for Pursuing Higher Studies Abroad scheme. The scheme provides financial support to Scheduled Caste (SC) students from Delhi who wish to pursue a Master's degree or PhD at accredited universities outside India. The goal is to ensure that financial constraints do not stop deserving SC students from accessing quality higher education at the international level.

The Delhi Government selects up to 100 candidates every year under this scheme and provides them with Rs. 5 lakh per year as financial assistance. The total support goes up to Rs. 10 lakh for a Master's degree (up to 2 years) and Rs. 20 lakh for a PhD (up to 4 years). The scheme covers studies in five fields: Engineering & Management; Pure & Applied Sciences; Agriculture Sciences & Medicine; International Commerce, Accounting & Finance; and Humanities & Social Sciences.

To be eligible, applicants must be below 30 years of age, have scored at least 55% marks in their qualifying degree, and belong to a family with a total annual income of not more than Rs. 8 lakh. The financial assistance is credited directly to the student's bank account in installments, starting from the confirmation of admission at the foreign university.

Fields Covered Under the Scheme

Delhi Financial Assistance to SC Students for pursuing Higher Studies Abroad covers higher studies at the Master's and Ph.D. levels in the following five fields:

• Engineering & Management
• Pure Sciences & Applied Sciences
• Agriculture Sciences & Medicine
• International Commerce, Accounting & Finance
• Humanities & Social Sciences

Scheme Benefits

• Financial Assistance of Rs 5,00,000/- per annum for both Master's and PhD courses.
• For the PhD (4 years) programme, students may get maximum assistance of Rs 20 Lakh.
• For the Master's (2 years) programme, students may get maximum assistance of Rs 10,00,000/-
• The assistance covers all study-related expenses, including tuition, accommodation, and living costs abroad.
• Payments are credited directly to the student's bank account in instalments.
  • The first instalment is released after confirmation of admission,
  • and subsequent instalments are released every six months or one year on receipt of a progress report from the foreign institution.

Eligibility Requirements

• Applicant must be a bona fide resident of Delhi, with a proof of residence for at least the last 5 years.
• Applicant age must be below 30 years, as on the cut-off date of the respective year.
• Applicant must belong to a Scheduled Caste Community.
• Annual Family Income from all sources must be less than Rs 8 Lakh.
• Only one child from the same parents/guardians is eligible.
• Applicants must have secured at least 55% marks in the qualifying degree for both the Master's and PhD programs.
• The applicant must not have already acquired the same level of qualification (Master's or PhD) from any university in India or abroad.
• The applicant must not be receiving any other scholarship from any government or other organisation for the same course.
• Candidates who left the country and are pursuing studies abroad before the date of advertisement are not eligible.

Required Documents

• Eligible students must submit the self-attested photocopies of the following documents along with their application form.
  • Proof of Date of Birth (10th Certificate or other certificate)
  • All Degree/Diploma/Certificate with mark sheets.
  • Income Certificate
  • Caste Certificate
  • Offer letter issued by the institution.
  • Admission Details, including Course and Expenses.
  • Aadhaar Card.
  • An Undertaking or Self Declaration (attached to the application form)
  • NOC from the employer (for employed candidates)
  • Bank Passbook.

Steps to Apply

• You can apply for the Delhi Overseas Scholarship Scheme for SC Students offline..
• For this, you need to first collect the scheme application form from the office of the Department for the Welfare of SC/ST/OBC/Minorities.
• You can also download the form and guidelines from the department's official website: scstwelfare.delhi.gov.in.
• Fill in all required details in the application form in English or Hindi (in block letters).
  • This includes your personal information, caste details, date of birth, family income, academic qualifications, bank account details, employment details (if applicable), and the university and course for which you are applying.
• Affix all the required documents to the application form, along with the Undertaking.
• If you are employed, you must forward your application through your employer, along with an NOC.
• Submit the complete application form with all documents in hard copy to the department office before the closing date.
• The last date to submit Delhi Financial Assistance to SC Students for pursuing Higher Studies Abroad is 30 April 2026.

Selection Procedure

• Candidates who submitted their applications along with the required documents will be reviewed by the department.
• All eligible applications are placed before a Selection Committee constituted by the Government of NCT of Delhi.
• The Selection Committee may call candidates for a personal interview as part of the selection process.
• Up to 100 candidates are selected for the scholarship.
• In case of a tie between two or more candidates, the one who is older in age (as per the date of birth in the Secondary School Certificate) is given preference.
• The first instalment is released after the candidate confirms admission at the foreign university and submits relevant documents (offer letter, visa, passport, bank details, etc.).
• Subsequent instalments are released every six months or annually on receipt of a progress report from the institution abroad.
