Scheme Introduction: A Brief Overview

The Shiksha Protsahan Puraskar Yojana is a performance-based reward scheme launched by the Madhya Pradesh Shram Kalyan Mandal for children of workers employed in registered factories and establishments covered under the MP Shram Kalyan Nidhi Adhiniyam, 1982. The scheme aims to encourage meritorious students pursuing higher education by providing financial assistance based on their academic performance.

Under this scheme, eligible students studying Graduation, Engineering, Medical, Law, and Postgraduate courses can receive financial assistance ranging from ₹10,000 to ₹25,000 per year. To qualify, students must secure the required minimum marks of 70% or 60%, should not have any backlog or academic gap, and must not be receiving any other government scholarship.

The financial assistance is transferred directly into the student's Aadhaar-seeded bank account through Direct Benefit Transfer (DBT). Only two children from one worker's family can avail the benefit under the scheme, and a fresh application must be submitted every year with proper verification from the employer and educational institution.

Eligibility Requirements

  • The student's parent/guardian must be working in a factory or establishment covered under the MP Shram Kalyan Nidhi Adhiniyam, 1982, and that establishment must be contributing to the Mandal
  • Only 2 children per worker can get the benefit
  • The student must have passed the previous class/exam
  • No backlog (back) or academic gap between previous and current examination.
  • Minimum Marks Requirement
    • 70% or more → For Graduation, PG, Law, Engineering, ME/MTech
    • 60% or more → For MBBS/BDS, Pharmacy, Ayurvedic, Homeopathic courses
  • The student must not be receiving any other government scholarship

Application Conditions & Important Rules

  • The application must be filled in the prescribed format (Annexure 'Ek')
  • Verification is mandatory from:
    • Employer
    • Educational institution (school/college)

Note: If more than one application is submitted, all applications will be cancelled, and any application submitted after the last date will not be accepted

Steps to Apply

Online process to download the application from and other details:

  • Step 1- To download the application form and other details,
    • First need to visit the official portal of Lok Seva Guarantee, Madhya Pradesh. A pop-up titled "What's New on the Portal? (Latest Services)" may appear, where you can check for the Shiksha Protsahan Puraskar Yojana (Shram Kalyan Mandal).
    • If the scheme is not visible there, scroll down and go to the "Samaj Kalyan or Pension" section, then click on it. From the list of services, find and select the Shiksha Protsahan Puraskar Yojana (Shram Kalyan Mandal).
    • Once you click on it, the scheme page will open, where you can read the basic details there.
    • On the right side of the page, you can find additional details such as announcements and official information about the scheme under the "Paripatra Dekhen" section. You can also view and download the application form from there.
    • Below the application form, you will see four options to apply - Applications can be submitted through Lok Seva Kendra, MPOnline Kiosk, CSC, or online portal (where available).
    • You can choose the option that is most convenient for you. Each option may involve a nominal service charge.
  • Step 2 - Fill the Form
    • Fill every column clearly such as student details, parent's job details, bank account number, IFSC code, Aadhaar number, current class, previous class marks, and institution SKML code.
    • Do not leave anything blank. Incomplete or unclear forms will be rejected.
  • Step 3 - Employer Verification
    • Take the form to your parent's employer. They must fill the employer section with their seal, signature, EPF number, ESI number, and SKML code.
    • Without this the form will be rejected.
  • Step 4 - College Certification
    • Take the form to your college.
    • The Principal must sign and stamp the certification confirming you are currently enrolled, your previous class marks, and that you are not receiving any other government scholarship.
  • Step 5 - Sign the Declaration
    • Both the student and parent must sign the declaration section.
    • This confirms that all information is true, the parent works at the mentioned establishment, and no other scholarship is being received.
    • If any information is found false, the application will be cancelled and legal action can be taken.
  • Step 6 - Sign Aadhaar Seeding Confirmation
    • Both student and parent must sign this section confirming the bank account is seeded with Aadhaar.
    • If not seeded, the payment will fail and the student will be responsible.
  • Step 7 - Attach Documents Attach self-attested copies of:
    • Mark sheet of last passed class
    • Passport size photograph
    • Student's Aadhaar card
    • First page of bank passbook showing name, account number, and IFSC code
    • Parent's identity card or ESI card or PO card (any one)
  • Step 8 - Submit at the nearest Lok Seva Kendra, MP Online Kiosk, or Shram Kalyan Kendra
    • Visit the nearest any of the Lok Seva Kendra, MP Online Kiosk, or Shram Kalyan Kendra with your complete form and all documents.
    • The staff there will upload everything online and give you an acknowledgement receipt.
    • Keep this receipt safely - it is your proof of submission.
  • Step 9 - Track Your Application
    • Check your application status on the portal.
    • You will also receive acceptance or rejection updates on your registered mobile number via SMS.
    • If rejected, you can file an appeal.

What If Your Application Gets Rejected? - Appeal Process

If your application is rejected and you disagree with the decision, you can file an online appeal. The scheme provides a two-level appeal process:

First Appeal

  • File against the designated officer's rejection decision
  • Appeal To: Assistant Welfare Commissioner, MP Shram Kalyan Mandal, Bhopal
  • Your appeal will be resolved within 30 working days

Second Appeal

  • If still not satisfied with the First Appeal decision
  • Appeal To: Welfare Commissioner, MP Shram Kalyan Mandal, Bhopal

Things to Remember:

Both appeals are filed online - no need to visit any office

  • You will be informed about rejection via SMS on your registered mobile number
  • Always file First Appeal before Second Appeal - you cannot skip levels
  • Keep your submission acknowledgement receipt safe - you will need it during appeal

Note: You cannot directly go to Second Appeal without filing the First Appeal first.
