Scheme Introduction: A Brief Overview

The Uttar Pradesh Swami Vivekananda Youth Empowerment Scheme aims to digitally empower the state's youth. Under the scheme, eligible students and youth receive free tablets or smartphones. These devices help beneficiaries access digital learning, online courses and skill-development resources.

The UP Free Tablet Scheme covers eligible students enrolled in graduation, post-graduation, diploma, skill-development, paramedical, nursing, ITI and other education or training programmes. The concerned educational or training institutions identify eligible beneficiaries and upload their details through the DigiShakti portal. This institution-based process helps the government manage beneficiary data and device distribution under the free tablet scheme in UP.

Digital access can also support students preparing for competitive examinations. The Swami Vivekananda Youth Empowerment Scheme complements such opportunities by helping youth access digital study materials and online learning resources.

Beneficiaries must complete the prescribed Aadhaar e-KYC process before receiving the device. The process uses the DigiShakti portal along with the Meri Pehchan/e-Pramaan system. Beneficiaries should ensure that their name, gender and date of birth match their Aadhaar records. If e-KYC fails, they can get the relevant details corrected and complete the verification again.

The government also provides priority for device distribution to eligible students in the final year of their course and those pursuing courses with a duration of one year or less, as prescribed in the relevant government order. The scheme therefore combines device distribution with digital access to support education, training and employment-related opportunities.

On 25 August 2026, the Uttar Pradesh Cabinet approved the procurement of 25 lakh tablets under the Free Smartphone Scheme. The government has provided a budget provision of ₹2,374.60 crore for the financial year 2026-27. The latest decision continues the state's efforts to expand digital access among students and youth across Uttar Pradesh. Along with this scheme, the Uttar Pradesh government also runs other beneficial schemes for students, such as the Free Computer Training Scheme to strengthen their digital skills and the SWD Free Coaching Scheme for Civil Services for structured coaching support.

Eligibility Requirements

• The scheme covers eligible youth studying or receiving training under the following programmes:
  • Graduation and post-graduation programmes
  • Diploma courses
  • Skill development and training programmes
  • Paramedical and nursing programmes
  • ITI and other eligible technical education programmes
  • Other education and training programmes identified by the concerned departments
• Beneficiaries are identified through the concerned departments and educational or training institutions:
  • Eligible students/youth must be enrolled or registered with the concerned institution or training programme.
  • The concerned institution/department prepares and uploads the beneficiary details on the DigiShakti portal.
• Beneficiaries must complete Aadhaar e-KYC through the prescribed process:
  • The beneficiary must use the e-KYC facility available through the DigiShakti portal and Meri Pehchan/e-Pramaan.
  • The Name, Gender and Date of Birth details should match the Aadhaar records for successful verification.
  • If Aadhaar e-KYC fails, the beneficiary must get the relevant details corrected and complete Aadhaar verification again.
• Priority in distribution may be given to eligible beneficiaries in the final year of their course or those pursuing courses with a duration of one year or less, as prescribed in the government order.

Steps to Apply

There is no separate online or offline application form for students to fill out under the UP Free Tablet Yojana. Instead, eligibility is established through the student's own institution, and the student only needs to complete an Aadhaar e-KYC step once their institution's data has been approved.

How the Beneficiary Selection Process Works

• Eligible students and youth should contact their concerned educational or training institution to confirm their inclusion under the scheme.
• The concerned institution identifies eligible beneficiaries and uploads their details on the DigiShakti portal.
• Students should check their beneficiary details on the DigiShakti portal using the prescribed Search Student Details facility.
• Students with a pending Aadhaar e-KYC status should complete the prescribed Aadhaar authentication process through DigiShakti and MeriPehchaan. For the detailed procedure, refer to the Aadhaar e-KYC Process section above.
• After successful Aadhaar authentication, the student's verification status changes to "Verified" on the DigiShakti portal.
• The verified student data is then forwarded through the prescribed institutional and district-level process for device selection and distribution.
• After completion of the prescribed verification and selection process, the concerned institution facilitates the distribution of the tablet or smartphone to the eligible beneficiary.

How to Complete Aadhaar e-KYC

1. Visit the official Digi Shakti Portal at digishakti.up.gov.in.
2. Click the "e-KYC through Meri Pahchan Portal" link available on the homepage.
3. On the "Search Student Details" page, enter your university/institution name and enrolment number to search your record.
4. If your record is found, proceed to the e-Pramaan Meri Pahchan Portal and register/complete e-KYC there.
5. Verify using the OTP sent to the mobile number or email ID registered with your Aadhaar.
6. If your Name, Gender, and Date of Birth on the Digi Shakti Portal match your Aadhaar details, the portal will show "Aadhaar e-KYC Status – Verified."
7. If the status shows "Failed," get the mismatched details corrected, either on the Digi Shakti Portal or in your Aadhaar record, and repeat the verification.
