Scheme Introduction: A Brief Overview

The Uttar Pradesh Government has approved the Rani Laxmi Bai Scooty Yojana to support meritorious girl students pursuing higher education in the state. The scheme received Cabinet approval on 21 July 2026, following its announcement in the Uttar Pradesh Budget 2026-27 by Finance Minister Shri Suresh Khanna. Under the Uttar Pradesh Free Scooty Scheme 2026, nearly 50,000 eligible meritorious girl students who graduated during the Academic Session 2025-26 from universities and degree colleges across Uttar Pradesh will receive a free petrol-operated scooty. For the implementation of the scheme, the Uttar Pradesh Government has allocated a budget of around ₹400 crore.

Through this initiative, the Government will provide a free scooty to eligible beneficiaries. In addition, it will bear the registration cost and provide insurance coverage, a helmet, and a one-time supply of five litres of petrol. The Uttar Pradesh Free Scooty scheme aims to strengthen women's empowerment, increase female participation in higher education, and provide safe, convenient, and independent transportation facilities to deserving girl students.

The benefit of the Uttar Pradesh Free Scooty Scheme will be provided to the top 5% meritorious girl students who completed graduation during the Academic Session 2025-26 from eligible higher educational institutions in Uttar Pradesh. The Uttar Pradesh Government has also announced that daughters of martyrs, Nirashrit (destitute) girl students, and Divyang girl students will receive the benefit without the merit condition. Eligible applicants must be permanent residents of Uttar Pradesh, and the annual family income should not exceed ₹12 lakh.

Uttar Pradesh Higher Education Department will act as the nodal department for implementing the Rani Laxmi Bai Scooty Yojana in the state. The department will issue detailed operational guidelines regarding beneficiary selection, merit list preparation, application process, and scooty distribution. The Directorate of Higher Education is also getting a dedicated portal developed through NIC for implementation and distribution of scooties under the scheme.

Under the Rani Laxmi Bai Scooty Yojana, eligible beneficiaries will receive a petrol-operated scooty. The Government will also provide registration, insurance, a helmet, and one-time five litres of petrol. Detailed specifications regarding the vehicle model and distribution process will be notified through the official operational guidelines.

Under the Rani Laxmi Bai Scooty Yojana, students are not required to submit a separate application directly to the Government. Their respective university or affiliated college will collect the required student details and documents and provide the information in the prescribed format. The Government will make the final selection of beneficiaries. Students should therefore provide the required documents to their institution when asked and follow up with the administration department after the shortlisted or selected student list is released.

• The annual family income of the applicant should not exceed ₹12 lakh.
• For courses where graduation results are awarded in CGPA, the CGPA will be converted into a percentage according to the applicable rules of the concerned university.
• The benefit will be provided to the top 5% of meritorious girl students, as per the merit list prepared by the concerned institution.
• Daughters of martyrs, Nirashrit (destitute) girl students, and Divyang girl students will also be eligible under the scheme without the merit condition.
• Applicant must satisfy any other eligibility conditions notified by the Uttar Pradesh Government or the Higher Education Department at the time of implementation.

Steps to Apply

• Students are not required to submit a separate application form directly to the Government for the Rani Laxmi Bai Scooty Yojana.
• The respective university or affiliated college will collect the required details and documents from eligible students.
• Students should provide the required information and documents to their institution when requested.
• The institution will compile the student details and provide them to the concerned university or department in the prescribed format.
• The concerned university will prepare the eligibility list, and the Registrar and Controller of Examinations will authenticate the list through e-signatures.
• After the scheme portal becomes operational, the university will forward the eligible beneficiary list to the concerned authorities within the prescribed period.
• The District Magistrate will verify the eligible beneficiaries through the designated verification process.
• After verification, the District Magistrate will facilitate the distribution of scooties to the selected beneficiaries.
• After receiving the scooty, the beneficiary's receipt or proof of possession will be obtained and uploaded on the scheme portal.
